LETTER OF ENQUIRY

1. A description of the project and its expected outcomes as they relate to the Foundation's
area of interest.
A. Project Prposal Title - WASH & Advocacy for Water Rights.
B. Statement of Problem - The project is proposed at Vindhya Range, considered as the most
deprived range of India. vindhya, the region of Eastern India between the Ganga and the Garai
river with 21 million people, comprises 05 districts of Uttar Pradesh (UP) State. Uttar Pradesh
state has eight aspirational districts one of the Mirzapur district. Districts of Mirzapur - vindhya
feature in the Planning Commission of India’s 200 most backward districts list and are
characterized by some of the lowest levels of per capita income and human development in the
country. Throughout most of the year the residents of vindhya experience acute scarcity of
water for agricultural and domestic use. The selected districts Mirzapur in the state of Uttar
Pradesh faces serious water problems due to uncontrolled extraction of ground water, drying up
of surface water sources, deforestation, maximum use of ground water, encroachment of
catchments of traditional water bodies, climate change, etc.
C. Goals and Objectives
Goal - The Overall goal of the proposed project is to contribute to improved water security and
community health (MDGs1 and 7) in Vindhya Range of India to complement Government
policies and programmes.
Objective
 Water, sanitation and hygiene practices of the community in selected areas of Mirzapur are
improved
 Processes and mechanisms for community management of water related resources are
institutionalized and access to entitlements is increased.
 To make the people to understand the importance of clean and sanitized environment
through awareness creation
 To sensitize the community on the water usage and rain water harvest, importance of house
hold and school toilets and the ill effects of open defecation system
 To motivate the community in participating in the construction of the house hold toilets,
school toilets with water facility, water preservation, waste water management.
 To motivate the women, youth, children and the community in acquiring immunity from water
borne and open defecation systems through using latrines, developing school and kitchen
gardens, good maintenance of water pumps, pipe lines etc.
 To make the people to understand the participatory approach in water, sanitation and
hygiene.
D. Project Period – 03 Years
E. Target Group - The proposed project will impact water and sanitation conditions of 1500
household from marginalised section of society say Scheduled Caste, scheduled tribes, and
other backward classes from folk community.
Around 3000 people will be directly benefited through project intervention and another 4500
people will be indirectly benefited through scale up of project efforts and through project
networks.
F. Project Region (Geographic Area Served) - Project focus would be on 30 villages from 20
panchayats of Mirzapur District of Uttar Pradesh State in India, one of the most underdeveloped
areas in Vindhya Range.
G. Project Description - The project has four result areas. Activities corresponding to each result
area are given below.
1. Result 1-Community-based institutions for water management are will be constitute and
get strengthen.
The project will initiate and support a continuous multistage planning and participation process,
which concentrates on sensitized communities through self-help. It will involve the entire
community, local government institutions and different stakeholders. It will also focus on local
culture, context, material, creativity and innovation and encourage the communities to come up
with their own ideas and actions.
The following activities are proposed to achieve this result:

A. Baseline Survey and Situation Analysis-


B. Formation of CBOs and handholding support- The following types of institutions are
envisaged:
1. Teachers and School Management Committees
2. Child Health Clubs
3. Water, Sanitation and Hygiene (WASH) Committees
4. Micro planning at village level
5. Training and support on institution building
6. Training on Rights Based Approaches
- Social Audits
- Meta Legal Action
- Public Hearing
2. Result 2- Access to safe and potable drinking water will be improve
To ensure community access to sufficient and safe drinking water, the project aims at
a) Demonstrating increased availability of safe drinking water through Government programmes
and rainwater harvesting and
b) Demonstrating water testing and purification at household level.
The following activities will be taken up to achieve this result:
A. Creation of demonstration models - The following activities will be undertaken for these
purposes
- Repairing and renovation of water supply scheme
- Creation of Protected dug well
- Wash Water Treatment at household level and using it for Kitchen Garden
B. Trainings on hand pump repairing
C. Water testing trainings and monitoring of water quality
D. Introduction of water Filter at Household level
3. Result 3 Hygiene and sanitation practices of target group will be improve
This result will aim at addressing the problem of inadequate sanitation and hygiene through
improved toilet facilities and hygiene practices as proper water handling, hand washing,
personal hygiene etc.
The following activities are proposed to address the problems of open defecation and lack of
hygiene in the selected areas:
A. Awareness campaigns on WASH - A combination of two methodologies- Community-led
Total Sanitation (CLTS) and Participatory Hygiene and Sanitation Transformation (PHAST)
will be used.
B. Trainings on CLTS and PHAST- Trainings will be conducted on CLTS and PHAST
methods with all stakeholders as under:
- Training of Trainers (TOT) on Participatory Hygiene and sanitation Transformation
(PHAST)
- TOT on Community Lead Total Sanitation (CLTS)
- Sanitation awareness trainings to students, teachers and school management
committees
C. Technical support on low cost technologies
4. Result 4 Capacities of Global water foundation (GWF) and partner staff in WASH and
advocacy for community rights will be improve
Awareness and training on WASH programmes will be organized for local Government
functionaries, service providers & community leaders with the objective of mobilizing them and
the community on public entitlements, transparency and accountability in governance. These
trainings will prepare the ground for conducting the Social Audits and Public Hearings, which will
be conducted by partner organization (in India) under the leadership of the CBOs.
A. Design and conduct trainings on Government entitlements for the project staff and
community
B. Organize stakeholder interface camps
C. Advocacy for access to safe drinking water through micro planning at local level
D. Policy Advocacy at district, state & national level - The following advocacy events will be
conducted from the project

- Network with other NGOs/ Civil Society, especially on the Right to Water
- Preparation and Sharing of Water Security bill
- Regional meeting for Water Security Bill
- Capacity Building Training of Campaign Volunteers
- Linkage with Youth movement for Water Security Bill
- Advocacy with MPs & MLAs
- Website development and updating JJJ (Jal-Jan Jodo) campaign
- Quarterly meeting of Jal Bachoo campaign Core Committee
- Annual Convention of Jal Bachoo campaign
H. Milestones and expected outcomes:
At the end of the project period, it is expected that:
 Water borne diseases are reduced by 30% at the village level
 Clean AND open defecation-free (ODF) villages, people knows about the environment
 Water saving strategy will be used by the people.
 People used to take the solid water and make it for recycling
 60% people in target villages are aware of their rights and Government entitlements,
especially those related to water.
 Aware about the importance of house hold toilets
 Proper disposal of waste water and no stagnation of waste water
 The students, the youth, the village community, SHG, in water, Sanitation and hygiene
program.
 Implementation of the water related Government programmes/schemes is enhanced by 30
% in the selected Panchayats in India.
