Rector’s Message
Dear Students,
Gathering military training and education in Turkey under a single roof,
Turkish National Defense University took the necessary steps promptly
and covered a lot of ground in order to meet the need for qualified
officers and non-commissioned officers of the Turkish Armed Forces,
although it was founded almost a year ago. On the one hand, Turkish
National Defense University protects military training requirements
and military tradition; on the other hand, it continues undergraduate,
graduate, and postgraduate education/training suited for the
necessities of the time with modern methods.

Our military schools have recovered fast through the regulations made Rector
in a short time after July 15 coup attempt and taken the steps without
a delay in order to reach an advanced level in all fields.
We invite the young, who are the future of our country, to join us as
officers and non-commissioned officers of the Turkish Armed Forces,
which has a history full of glorious victories and which is one of the
most powerful armies in the world. We are looking forward to
seeing you in Turkish National Defense University to be the
commander of the future.

Organization
Turkish National Defense University was founded by the Decree Law numbered 669 and dated 25 July 2016, with the title of “Taking the
Necessary Measures under the State of Emergency and Establishing the National Defense University and Making Amendments in Certain
Laws”. The Organization of the university was established by the Decree of the Council of Ministers numbered 2016/9522 and dated 14
November 2016, published in Official Gazette dated 25 November 2016. Staff Organization of Rectorate was established by the approval of
the Ministry of National Defense dated 03 February 2017. Rectorate of the University became operational on 09 January 2017 in the campus
located in Yenilevent/İSTANBUL. Three War Academies, four Service War Colleges, six Institutes and four Non-Commissioned Officer Higher
Education Schools carry out activities under the roof of Turkish National Defense University.

History

History
In order to provide NCO training with modern methods, “Küçük Zabit İptidaî Mektepleri” (NCO Primary Schools) were opened at the
level of primary school in seven military regions (İstanbul, Konya, Thessalonica, Erzincan, Aleppo, Bagdad, and Yemen) of Ottoman
Empire by a regulation issued in 1909.
Being the mid-level managers and technicians within the military structure of Ottoman Empire, the NCO requirement was met
by commissioning the warrant officers, who had performed the same duty continuously and therefore, had wide knowledge and
skill as regular NCOs. Some of the earliest established schools were closed due to the wars and territorial losses. Turkish Education
System was re-organized by “Tevhid-i Tedrisat Kanunu” (Law on Unification of Education) enacted on 3 March 1924 and within the
framework of this law, a number of “Non-Commissioned Officer Schools” were opened at various times.
All of the “NCOs High Schools”, which had been opened after 1950, were closed down in 1963, with the exception of the one in
KONYA. By the regulation issued in 1966, “NCO High School” in Konya was moved to ÇANKIRI and named as “Çankırı NCO High
School”. Afterwards, “Technical NCO High School” was founded in BALIKESIR in 1987. By the transfer of “NCO Electronics High
School” in ANKARA in 1988 and “NCO High School” in ÇANKIRI in 1997 to BALIKESIR, “Multi Curriculum NCO High School” was
founded. The School was raised the level of Vocational Higher Education School in 2003. The School was re-organized under the
Turkish National Defense University in 2016.

Training

Military Training
In order to improve the sense of military of the new students in the school and to increase the familiarity to the basic military
terminology and the practices, “Induction Training” is conducted. This training is carried out for two-to-eight weeks between
August and September.
For the purpose of corroborating the basic military knowledge and skills of the students within the academic year, the military
subjects are exercised in practice. The training conducted for the purpose of developing the military exercise and commanding skills
are performed in Kartal/Menteş–İZMİR at the end of first and second years of the academic year. Combat swimming, infiltration,
passing obstacle course trainings, combat training, counter-terrorism training, mechanic marksmanship and shooting training,
survival training, mountaineering training, and night training are provided to students in these end-of-the-year applied trainings
within the scope of the endurance exercises.

Education

Academic Education
Turkish Army NCO Vocational HE School aims to educate and train NCOs who obey to Atatürk’s Principles and Reforms; have
patriotism, sense of responsibility, and military values; acquire the ability of quick thinking and decision making; obtain
knowledge of history and historical consciousness; follow the scientific and technological developments in their military services/
branches and implement changes; acquire knowledge foreign language at the level that they may follow the publications and
up-to-date information related to their vocation and services while using Turkish properly; have strong written and verbal
communication skills and developed eloquence. For these purposes, the students are trained in nine academic programs. Some of
the opportunities provided for the students are the library which is ever-growing, many sport facilities established to increase the
physical competence, and language laboratory to improve to language aptitude.

Departments

Business Administration
The Department aims to train the students to become NCOs who can implement
the concepts and the approaches regarding the modern administration
systems and who take charge in human resources management.

Electrics
The Department provides education for establishing electric wiring and
electrical machines and for operating these machines smoothly by carrying
out the maintenance and repairs.

Electronics Communication Technology


The Department provides the students education for operation principles
of electronic circuit and measuring instruments, hardware and software
dimension of micro electronics systems; maintenance, repair and for
operating of communication systems.

Aircraft Technology
The Department aims to provide education for parts and components of
aircrafts which are available in the inventory of Air Force Command and for
carrying out the basic maintenance and repairs of these aircrafts.

Automotive Technology
The Department aims to train the students to acquire knowledge of operation
and maintenance of gasoline and diesel-engine vehicles.

Mechatronics
The Department provides education and knowledge for mechanics, electrics,
electronics and computer programs, and also for operation and maintenance
of these programs by interdisciplinary approach.

Computer Technology
The Department aims to educate the students to become NCO having the
knowledge and ability for programming, managing databases; maintenance
and operation of computer and network systems by using the latest
information system devices and equipment.

Construction and Installation


Technologies
The Department provides education for the cost calculation of building and
facility projects; and also of maintenance, repairs and operations by using
construction materials and techniques.

Construction Technology
In construction technology program, education concerning the repair,
maintenance and operating and calculation of the cost of the building and
facility projects by using construction materials and techniques.

Life in the School

Physical Education and Sports


In order to improve the psychomotor skills (coordination, rhythm, balance,
speed, endurance, strength, flexibility, etc.) of the students and provide
them with adoption of the sport as a life style, sport activities and team
sports in Olympics branches are conducted during the academic education
and practical trainings. In Turkish Army NCO Vocational HE School, the sport
teams are formed in the branches of athletics, shooting, military pentathlon,
crossing, and orienteering. Taking part in Turkish Land Forces Command
Competitions, NCO Vocational HE Schools Competitions and inter-club
competitions, these teams have chance to represent their Schools.

Social Activities
As well as the opportunities provided for personal development of the
students, the activities such as poetry recitations, plays, concerts, and
oratorios are organized with the participation of the students of Army NCO
Vocational HE School, where the importance of social activities is recognized.
There are places where the students let off steam in their off-days, such as
pool, console games room, chess and similar table games hall in the campus
and the students benefit from these effectively. In the school where the
scientific and artistic activities are comprehensive, conferences are held in
the fields such as science, health, sports, and literature and these activities
are also carried out with the active participation of the students. Historical
visits to the sites, where the foundation of the Republic lays and Turkish War
of Independence was fought, instill historical consciousness and sense of
responsibility in the students by helping them to feel the conditions and spirit
of those times. For the purpose of improving the eloquence of the students,
presentation tasks are given in the first year and these presentations are
broadcasted by five-channel NCO CCTV system.

Graduate Opportunities

Social Opportunities
After the two-year education, the students are awarded Turkish Army NCO Vocational
HE School Diploma and graduate as staff sergeant. With the proper pride of being
graduated from one of the most distinguished HE Schools of Republic of Turkey,
the graduates are assigned as NCOs after the graduation ceremony held in August
every year with the participation of the families of students coming from all over the
country. As well as being a privileged personnel of the crucial institution for Turkish
nation, NCOs and their dependants benefit from common social opportunities, which
all Turkish Armed Forces personnel utilize, such as lodgments, summer and winter
holiday camps, NCOs’ clubs, and OYAK (Turkish Armed Forces Assistance and Pension
Fund).

National and Foreign


Postgraduate Education
Öğrenciler, Kara Astsubay Meslek Yüksek Okulundan çağın gereksinimlerine uygun
bilgi ve becerileri kazanarak mezun olmaktadırlar. Ön lisans diploması ile mezun olan
öğrencilerin lisans tamamlama olanakları bulunmaktadır.Böylece dört yıllık fakülte
mezunu olan astsubaylar, yıllık olarak belirlenen kontenjanlar dâhilinde, muvazzaf
subaylığa geçiş sınavlarına girebilmektedir. Mezun olan öğrencilere, “Astsubay
Diploması”, “Ön Lisans Diploması” ve yurt dışında (AB ülkelerinde) geçerliliği olan
“Diploma Eki” verilmektedir. Yabancı dil eğitimi, görev başı eğitimi, yurt içi-yurt dışı
kurslar, komando ihtisas kursu, özel kuvvetler bünyesine katılma, astsubaylıktan
subaylığa geçiş imkânları bulunmaktadır.

Foreign Missions
Non-commissioned officers graduated from our school may take permanent and
temporary duties in Turkish/NATO units located all around the world.

Question:In what ways are the applications made for Non-Commissioned Officer (NCO) Vocational Higher Education (HE)
Schools of the Turkish National Defense University as International Student? Can I make individual application?
Answer: Individual application is not allowed for NCO Vocational HE Schools of the Turkish National Defense University.
If there is a Military Training Cooperation Agreement between Turkey and the country wishing to send International
Students, Military Attachés of the Republic of Turkey in the mentioned country conduct a selection process among the
candidates determined by the sending country within the scope of the agreement.

Question:Do International Students pay fees for training and education in the NCO Vocational HE Schools? Are health
expenses covered by Turkey? Do the International Students receive an allowance?
Answer: The issues such as training and education fees, health expenses, and allowances are determined in the Military
Training Cooperation Agreement signed between Turkey and the sending country and the procedures are carried out as
set out in the agreement.

Question:What is the language of education in NCO Vocational HE Schools?


Answer: The language of education in NCO Vocational HE Schools is Turkish. If the International Students already have
proficiency in Turkish, they can start training and education immediately.

Question: I do not know Turkish at all / I do not have proficiency in Turkish for the training and education in NCO Vocational
HE Schools. Can I still apply?
Answer: Yes, you can. NCO Vocational HE Schools provide Turkish Preparatory Class for one year to those who do not know
Turkish at all or who do have proficiency in Turkish. You can continue your education in NCO Vocational HE School after
successfully completing the Turkish Preparatory Class.
Question: There are various academic departments (engineering, management, etc.) in NCO Vocational HE Schools. What
is the procedure for the selections of departments?
Answer: International Students select their academic departments in accordance with their own choices, the sending
countries’ preferences, students’ qualifications, and quotasset in the NCO Vocational HE Schools.

Question:Are the diplomas and other documents, which the International Students receive after graduation,
internationally recognized?
Answer:NCO Vocational HE Schools are deep-rooted and elite vocational higher education schools and the Turkish
National Defense University is a reputable university in Turkey. The diplomas and other documents received from these
Schools are internationally recognized.

Question:Is there any difference for the success criteria for the courses and other training between the International
Students and Turkish Students in the NCO Vocational HE Schools?
Answer:There is no difference in the success criteriafor academic and military evaluation betweenthe International
Students and Turkish Students.

Question:How long is the period of study in NCO Vocational HE Schools?


Answer: The period of study is two years in NCO Vocational HE Schools.

Question: Do International Students also have to wear uniform as Turkish Students?


Answer: Yes, they have to. International Students wear the same uniform as Turkish Students. However, they wear flags
of their countries on the sleeves.

Question:Do International Students havefree time in weekends and public holidays just as the Turkish Students?
Answer: Yes, they can. The International Students take leave for weekends and public holidays. Moreover, they celebrate
their own national holidays in the NCO Vocational HE Schools.
