LAWS AND RULES ON MODERN-DAY ERA: Online publication of laws and

judicial notices shall be considered.

I. The purposes of publication in the Official Gazette or newspaper of

general circulation are to ensure to the people their constitutional
right to due process and to information on matter of public concern . 1
a. Rule on prescription applies to some provisions which require
publication in the Rules of Court.
b. The principle of retroactivity would be taken against the interested
person.
c. Some provisions in the Rules of Courts require publication for the
Courts to acquire jurisdiction.

II. This modern-day era shows the decline of the use of printed
newspaper.
a. News articles and other current events are easily seen online for
free provided, that the user is connected on the internet.
b. Other jurisdiction allows online publication.
c. Memorandum Circulars are being published online in the
Philippines.

III. In the futuristic point of view, people are most likely inclined to rely
on resources online.
a. Paperless transactions are being implemented to different
institutions.
b. Advocates are calling for environmental movements that would
change the traditional engagements drastically.
c. The adverse effect of the pandemic is that several institutions
speed up in considering to adapting online transactions or
activities.
