    Transactions which are exempt under international agreements to which the Philippines is under the
    special laws, except for those under the Presidential decree no. 529.

    Insight:

    Philippines is a country under special laws that is exempt under international agreement.

    L. Sales by agricultural cooperatives duly registered with the Cooperative Development Authority to
    their members and etc. are exempt from VAT. But sale from non-member are not exempted from paying
    VAT.

    Insight:

    VAT can be applied to those non-members of an agricultural cooperative, their members are exempt on
    paying VAT.
