3) The above input by the system will serve as a simple visual aid to the ERO while
deciding on the DSE. It may also reduce the workload of the BLO by way of
avoiding potential field visits. The DSE removal process will remain the same as
per the existing procedure.

The ERO will be able to obtain a more effective and accurate view of probable
duplicate electors on his dashboard. Further, this will ease his work to identify and

remove duplicate electors. It will also serve to reduce the number of field visits for
verification.
The usage of advanced algorithms and technologies will enable ECI to obtain an
accurately de-duplicated electoral list, improving upon the DSE based system
presently in use. Ultimately, it will improve the health of the Electoral Roll.
B. Implementation Plan
At CEO Level: -
1. CEO Will monitor the overall implementation of the POC for selected 5 parts
for his respective State/UT & will guide his ERO’s for capturing the duplicates
using the revised checklist.
At ERO Level: -
1. ERO has to first mark the DSE by “tabletop exercise” as per the existing DSE
procedure. He can match similar looking photos within the tuple and mark it
as “Match”, “Doubtful”, or “No Match”.
2. A checklist has to be generated for all the categories for mandatory field
verification.
3. ERO has to complete the “tabletop exercise” on the same day as the launch
of the DL-DSE.
At BLO Level: -
1. BLO has to visit the Elector, for which DSE has to be verified.
2. BLO will fill the revised checklist & submit it to the data entry operator for
digitisation and submission in the ERONet.
3. BLO shall submit the checklist within 3 days.
On the submitted checklist, ERO will take appropriate action. The entire process has
to be completed in 7 days from the date of launch.
Once the activity is completed, the report will be generated by comparing the DSE
marked by ERO, DSE Identified by System & BLO checklist submitted.
