PART 4 EVALUATION CRITERIA
EVALUATION CRITERIA
The Institute shall evaluate the Tender proposals based on the following criteria:

1. Critical Criteria

Non-compliance with any of the following critical criteria shall preclude the Tender
Proposal from further evaluation by the Institute:

a. Debarment Status

The Tenderer shall not be suspended or debarred by the Standing Committee

On Debarment, c/o Ministry of Finance, Singapore, from participating in
public sector projects.

b. Attendance at mandatory tender briefing

c. Tenderer must possess minimal bizSAFE 3 at the date of tender closing

d. Tenderer’s contracting capacity – the Tenderer should have the Registration

with Building and Construction Authority (BCA) under the required Works
Head and Financial Grade. If the Tenderer has applied for the BCA
registration but has not received the registration outcome, the Tenderer may
enclose a copy of the receipt of the registration fee paid or the application for
registration together with their Tender.

1 ME15 (Integrated Building Services); OR L3
2 ME01 (Air-Conditioning, Refrigeration & L3
Ventilation Works) and CR06 (Interior
Decoration & Finishing Works);

e. Tenderer must have the ability to demonstrate experience and technical

capability in handling BioSafety Level-3 (BSL-3) projects of similar scale and
nature.

2. Evaluation Weightage

Tenderers who have met both the Critical and Other Criteria will be further evaluated
based on the following evaluation weightage.

Cost effectiveness of the Tender Proposal submitted including the 50%
application of life cycle costing technique, etc as may be deemed
appropriate by the Institute
Tenderer`s ability and expertise to undertake the project. It must have 20%
the ability to demonstrate experience and technical capability in
handling projects of similar scale and nature

(i) Track records/performance in existing and past relevant projects with

BioSafety Level-3 (BSL-3) for the past 5 years

Full Compliance with the Instruction to Tenderers, Form of Tender, 15%

Conditions of Contract and Requirement Specifications
Completeness of tender proposal and documents required for tender 5%
submissions
Overall proposed approach that is aligned to the expected key 10%
deliverables and its suitability
