Problem Description
There are 3 Carrier Aggregated sites in the Network but in spite of
secondary carrier activated CA e-Node B throughput was low 120
Mbps not as expected 230 Mbps.

PCC: Primary Component Carrier, When UE is configured for CA; it has only
one radio resource control (RRC) connection with the network via the PCell
At RRC connection establishment/reestablishment/
Handover, the PCell provides the non-access stratum (NAS) mobility
Information (e.g., tracking area identity [TAI])
SCC: Secondary Component Carrier, SCells may be configured once an RRC
connection is established and may be used to provide additional radio
resources, actually UE configured for CA connects to one primary serving cell
(PCell) and up to four secondary serving cells (SCells), to have total 100Mhz
of Bandwidth as per 3GPP Standards

The Low throughput may be due to the fact that SCC is configured but not activated
eNodeB Scell active condition
From eNodeB FPD, only the packet RLC buffer and RLC packet delay achieve the threshold can

The triggering threshold changed to new values so that Data Activation can occur earlier

1. From 18:08:29- 18:08:59 we download files from FTP server , the downlink throughput
150Mbps,when eNodeB get packet from core and transmission(40Mbps),eNodeB can easily
send the packet to UE without delay, packet delay and buffer < default threshold,so Scell
can’t active.
2. From 18:09:04- 18:09:14 eNodeB use MML STR UUDATATST from eNodeB PDCP layer
the packet (max 150mbps) will cause the packet delay and buffer easily reach trigger
threshold
