Heating Plant - Health and Community Center 1. Description Three gas fired hot water boilers will provide heating hot water for space heating and for heating of service water for the Community and Health Center. The number and arrangements of boilers will be such that, if one does not function or is taken out of service, the remaining capacity will be adequate to provide 70% of the normal requirements of all systems and equipment Secondary distribution system pumps will supply heating hot water at different temperatures to various terminal heating equipment; e.g. fan coil units, baseboard radiation, etc Secondary distribution systems will consist of the following: + Health Center 4-pipe fan coil unit, reheat water, controlled zone for the Conmunity and Health Center. Spare pumps wil) be provided for all secondary distribution systems. Primary heating water pumps will supply constant temperature hot water produced by the boilers at 200°F. to all secondary distribution systems and the service water heaters, Automatic control valves will mix primary hot water with secondary distribution system returns to provide secondary distribution system supply water of the desired temperature. Each boiler will have its own circulating pump. The boiler circulating pumps will be located together with the boilers in the Community Center Estimated Installed Capacity - 300 BHP. Chilled Water Plant - Health and Community Center 1 Description Two chillers, each sized for 50% of the design load, will provide chilled water for cooling of the Community and Health Center.- The chilled water plant will be located in the Community Center A primary-secondary pumping system will be provided. There will be one chiller water pump per chiller and one system pump. These pumps will supply chilled water to the air handling units in the Community and Health Center, and to the 4-pipe fan coil units in the Health Center. There will also be one spare chiller pump and one spare system pump Cooling towers located outside at grade will provide the chillers with cool condenser water. The condenser water pumps, one per chiller, will be located adjacent to the chillers. There will also be one spare condenser water pump. Two two-way valves in the condenser water return lines will divert, water back to the chillers to permit cold weather startup of the chillers. The cooling towers will, however, have to be drained down for the cold weather season, because they will not be "winterized" for year-round operation. The building operator will decide when to start up and shut down the Chilled Water Plant. Estimated Installed Capacity - 350 tons, E. Air Conditioning System 1. General Air conditioning systems will be designed to maintain the conditions specified under "Design Criteria". The following systems will be provided 2. Patient Rooms of the Health Center Description: Each patient room will have a fan coil unit which will heat and cool the room under the control of a room thermostat. The fan coil units will have separate heating and cooling coils which will be supplied with hot water for heating and chilled water for cooling Dedicated air handling units will supply all patient rooms with the required amount of tempered and filtered outside air. The air handling units will contain a hot water preheat coil and a chilled water cooling coil, Energy recovery units will be installed between the incoming filtered outside air and the filtered patient bathroom exhaust system. Electric steam humidifiers will provide humidification for the patient rooms through these units 3. Administrative and supportive areas of the Community and Health Center. Description: Areas of the Community and Health Centers will be divided into multiple temperature control zones based on exposure and/or usage. A variable air volume control box will supply each zone with an amount of conditioned air varying directly with the cooling load. When and where the cooling load is light, the minimum required ventilation rate will be maintained and the supply air reheated to prevent overcooling. Ahot water reheat coil at the control box or hot water finned tube radiation at the building perimeter will provide necessary reheating and heating, A VAV air handling unit will supply all VAY control boxes with conditioned air. The VAV air handling unit will contain a hot water preheat coil and a chilled water cooling coil Community Center Dining Description: A constant volume air handling unit containing a chilled water cooling coil and hot water reheat coil will condition the Dining Room: Hot water finned tube radiation at the perimeter will provide heating in conjunction with the heating coil in the unit. Community Center Kitchen Description: A constant volume air handling unit containing a hot water preheat coil, a chilled water cooling coil, and a hot water reheat coil will condition the Kitchen. Depending upon make-up air requirements due to exhaust, the unit may supply 100% outside air to the Kitchen when it is occupied and in use, and change over to mostly recirculated air when it is unoccupied and unused. Community Center Multipurpose Room Description: A constant volume air handling unit containing a hot water preheat coil, a chilled water cooling coil and a hot water reheat coil will condition the room, The unit may be shut down when the room is unoccupied and unused. Hot water finned tube radiation at the perimeter will provide heating to offset cold downdrafts. Swimming Pool Description: A constant volume air handling unit containing a hot water preheat coil, a chilled water cooling coil and a hot water reheat coil will condition the swinming pool. An energy recovery unit will be installed between the incoming filtered outside air and the filtered exhaust/relief from the pool. Hot water finned tube radiation at the perimeter will provide heating in conjunction with the heating coil in the unit. Public Corridors of Multistory Apartment Blocks Description: Constant volume air handling units containing gas or electric heating and a direct-expansion (DX) cooling coil, will condition the public corridors. The air handling unit will heat, cool and ventilate the corridors. The air-cooled condensing unit for the DX cooling coil will be located outside at grade. The decision to use electric or gas heat will be made on the basis of economic analysis Residential Apartments Description: A residential electric heat pump or a gas fired furnace containing a DC cooling coil will condition each apartment. The air-cooled condensing unit will be located in the apartment exterior wall or at grade. The decision to use electric heat pumps or gas Fired furnaces will be made on the basis of economic analysis. F. Heating Systems 1. General Heating systems will be designed to maintain the conditions specified under "Design Criteria". Heating & Ventilating Systems H. General Heating and Ventilating systems will be designed to maintain the conditions specified under "design Criteria". The following systems will be provided. Laundry Description: A constant volume heating and ventilating unit with a hot water heating coil will ventilate the Laundry spaces with up to 100% outside air for heat removal. The unit-mounted heating coil will provide heating as required. Community Center Mechanical Room Description: The units will provide 100% outside air for combustion for the boilers at all times, The unit-mounted hot. water heating coils will temper the air Ventilating Systems i General Ventilating systems will be designed to maintain the conditions specified under "Design Criteria". The following systems will be provided. 2. Community Center Transformer Vault Description: A two-speed exhaust fan will ventilate the transformer vault with 100% filtered outside air for heat removal I. Special Systems 1. Community Center Kitchen Range Exhaust Hood Description: A make-up air unit will supply filtered, and tempered outside air directly to the Kitchen range exhaust hoods This make-up air will be approximately 50% of the hood exhaust air quantity. J. Energy Conservation 1. Air conditioning systems will operate on economizer cycles, providing "free cooling" with outside air whenever possible 2. Variable air volume air conditioning systems will be employed to minimize fan energy consumed and reheat energy required Air conditioning systems will be shut down during unoccupied periods whenever possible. Upon startup, warmup or cooling pulldown will be accomplished with no outside air. Wherever possible, space heating temperatures will be reduced during unoccupied periods Kitchen range hood exhaust systems will employ as much tempered ambient air as permissible. Dual setpoint heating-cooling energy deadband room thermostats will be used wherever applicable to reduce reheat energy consumed. In order to improve part-load operation, the Central Cooling Plant will be designed as a multiple chiller plant, which will enable the operation of the chillers with their associated pumps to be staged. . Heating hot water temperatures for the controlled zones and fan coil units will be reset with outside air temperatures to improve controllability and reduce piping heat losses Energy recovery units for the Health Center and Pool will preheat and pre-cool the outside air being taken-in. Ke 10. The supply air temperature of constant volume air conditioning systems will be automatically reset up to minimize the use of reheat energy. Automatic Temperature Controls ‘The automatic temperature controls for the Community and Health Center will be pneumatic. The pneumatic control systems will use proportional (P) and proportional with reset (P1) controllers. System chilled water flow and system primary heating water flows will be measured and recorded to develop building operating data for the present and future. An alarm system will be provided for vital systems. The automatic temperature controls for the Residences will be electric.
