ACTIVATIONS: MRT
SITUATION

On May 1st, 2021, there is a planned event being called “Mayday 2A Rally.” The following is an excerpt from
the event’s flyer, “A well regulated Militia, being necessary to the security of a free State, the right of the
people to keep and bear Arms, shall not be infringed.” The event starting time will be 1200hrs at Riverfront
Park, Salem Or. According to the flyer there will be a BBQ, Music, Vendors, and it appears they will be having
speakers.

The event is being hosted by Dan Tooze and Magen Marie Stevens. In the past this group has drawn large
numbers. There has not been any specific number of persons committed to attend as there isn’t a social
media website or other site dedicated to this event with a number interested in going. This group is associated
with Proud Boys, 3 percenters, and Patriot Prayer. In the recent past they have engaged in unlawful activities
with counter groups as well as law enforcement. This group is well armed and is usually armed at these
events.

Ms. Stevens applied for a permit at the State Capital grounds, which was denied. As a result, they have
moved the event to Riverfront Park, citing, they did not feel safe at the capital due to the events of March 28".
As of right now there are no other permitted events at the State Capital or in Salem. There has not been any
information of counter groups as of right now. The normal May Day Rally at the State Capital is being
advertised as a virtual, with no planned events in Salem.

On April 27" we received intel that Joey Gibson and the Patriot Prayer group was also planning to attend this
event. His attendance has been advertised on several platforms for both the Left and Right. It is likely that he
will draw more attendance from both the Right community and Left counter-protesters. More speakers are
being added to the event fliers. Current legislation being in the Oregon Legislature has energized the 2™
Amendment support community and will likely increase the draw of the event.

Since May 30th, 2020, there has been increased tensions and opposing political view groups showing up at
similar type events. Based on experience from these previous events, we learned that some attendees are
prone to engage in disorderly conduct, such as blocking traffic while marching, vandalism, and physical
violence against police or opposing political view groups. Based on past events, it is also likely that attendees
from any opposing political view sides will likely be open carrying firearms, wearing body armor, armed with
impact weapons and other less lethal weapons. There is a high likelihood and potential of physical violence,
criminal acts or crime damage.

Salem Police MRT (full team) will deploy wearing their standard MRT uniform. Salem Police MRT will patrol
the area of the event using a combination of assigned MRT Vehicles and bicycles. Attempt has been made to
contact the event organizers. Sgt. Moisan was able to speak with him on April 224, 2021 only to learn the
event was being moved from the state capitol to Riverfront park. Sgt. Moisan indicated Mr. Tooze abruptly
ended the conversation after providing the news of a venue change. Sgt. Keniston said he attempted to
speak with Magen Stevens but was told she would not cooperate with him for any future events.

On 04/28/2021 Sgt. Morrison spoke with Mr. Dan Tooze. Mr. Tooze stated the event would start at 1200 and
go for about three hours. Mr. Tooze expected the attendees to be around 250 persons. Mr. Tooze said he is
not coordinating the event but said he will oversee security. Mr. Tooze said there will be around 18-20
members of Proud Boys acting as security. Sgt. Morrison spoke with Mr. Tooze about obeying all applicable
laws, obeying all park rules, and drinking in public. Mr. Tooze was aware the event was at a public park and
he was urging folks to not open carry near the playground. Mr. Tooze has been monitoring counter protestors
sites and has not found any information about people showing up for the event to disrupt it. Mr. Tooze said
there is not a march planned for this event. The event is to take place at Riverfront Park and Mr. Tooze is
aware there are not any permits for this event. Sgt. Morrison provided Mr. Tooze with a cell phone number to
contact him directly.

OBJECTIVES

MRT’s objectives for the day will be fluid depending on what occurs during the event. MRT’s primary
objectives are:

Primary Objective for event:

1. Monitor the group(s) to ensure they assemble and demonstrate in a peaceful and non-confrontational
manner.
In the event of a march we will attempt to limit the disruption to orderly flows of traffic.
If a group forms opposing the public demonstration, ensure both groups maintain a peaceful expression
of their Constitutional Rights.
Ensure businesses are allowed to remain open without major interruptions.
Keep opposing groups from converging in order to prevent acts of violence and best ensure community
safety.
Prevent the unlawful occupation of public or private buildings.
Use enforcement to stop and or arrest individuals that partake in vandalism, crime damage, assaults or
that threaten the welfare of others.
Address low level offenses as appropriate.
Investigate and conduct follow-up to reported criminal activity in city of Salem jurisdiction.

ARRESTS

Every effort will be made to enlist cooperation from the group through contact with the event
organizers or their designee by the MRT Commander or TL or his/her designee.

Due to the fact, that events may occur both on State property, and within the city limits of Salem, Salem MRT
personnel will make arrests only when directed to by the Team Leaders or MRT Commander. If arrests need
to be made on State of Oregon property, the primary arrest responsibility will rest with OSP. If arrests need to
be made on City of Salem public or private property, the primary arrest responsibility will rest with Salem
MRT. The exception to this guideline will be if there is a crime witnessed that is a direct threat to the life or
wellbeing of citizens and/or officers or public or private property.

If voluntary cooperation is not obtained and demonstration participants disregard lawful requests to disperse,
the Salem MRT response, as dictated by the MRT Commander or Team Leader, shall be in accordance with
Department Policy, Oregon State Statute, and the Use of Force Policy.

DISPERSAL ORDER
“This is the Salem Police Department. This has been declared an unlawful
assembly pursuant to Oregon Revised Statute (ORS# and state the crime) and
or Salem Revised Code (SRC# and state the crime). You are all commanded to
disperse from this location immediately. If you do not disperse immediately, you
will be subject to arrest. The following route(s) of dispersal are available. (give the
most convenient route(s) for dispersal). You have (give a reasonable amount
of time) minutes to disperse and leave the area. Failure to disperse or comply

USE OF FORCE RULES OF ENGAGEMENT

All use of force applications shall be in accordance with Department Policy, Oregon State Statute, and
the Use of Force Policy. Generally, use of force will be coordinated through the Team Leader where
time and the tactical situation allows. Officers may use the appropriate force necessary when there is
a credible threat to the life or personal well-being of officers or citizens.
