SAFETY, HEALTH & ENVIRONMENTAL PROTECTION

1. POLICY STATEMENT

1.1Preamble
This policy refers to the safety, health and environment protection policy;
we are aware of the legal as well as moral responsibilities towards our
workforce. The company’s activities are governed by local government
statutes and rules.

The safety, health and environmental protection policy is provided as appended
below

The policy has been presented by the Managing Director of the company;
therefore, it has the commitment at the highest level of management.

It is monitored and reviewed regularly to ensure its suitability in terms of:


 Protecting employees.
 Providing safe and healthy workplace free from hazards and prevent injuries to
the community.
 Conforming to applicable statutory regulations and internationals standards on
safety, health and environmental protection.
 There is well defined organizational set up to carry out the policy, clearly
assigning the responsibility at various levels of management, fixing the
accountability of sub-contractors, transporters and other agencies entering
the premises, integrating safety, health and environmental protection in all
management decisions including those dealing with purchase of plant
equipment, machinery, material as well as selection and placement of
personnel and arrangement for imparting training and retaining of
employees at all levels.

2. ORGANISATION

Individuals will assume the following responsibilities for safety

 Site In charge :

 Be aware of requirements of the safety, health & environmental legislation, the


construction regulations and the relevant parts of other appropriate regulations
to ensure they are observed in the offices, sites within all activities under his

 Administer the policy for the prevention of injury and damage.
 Ensure that safe work practices like permit system, shops, tool box meetings,
supervising the hazardous jobs are regularly observed.

 Institute proper reporting/ investigation of injury, damage to property and
promote action to prevent recurrence.
 Support Safety Officer in all matters regarding safety administrations and
disciplinary action regarding any individual failing to discharge his safety
responsibilities satisfactorily.

 The safety Officer:

Advise and assist the site in charge to carry out, monitor his safety responsibilities and
ensure the adoption and maintenance of proper standards of health, safety and welfare
in all areas of site; to inform him of all changes in legislation and to meet the
requirements of the safety policy & legislation establish and maintain liaison with
client’s management team and outside services such as fire department, police and
other regulatory agencies.

Monitors performances in all aspects of safety and ensure that:

 Proper safety procedures are being followed.


 Accident / incidents are investigated and recorded.
 Evaluate the training needs, develop suitable training program and implement
these periodically for creating safety awareness.

 Ensure that all the managers, engineers and supervisors are aware of their
responsibilities towards safety, health and environmental control.
 Establish and implement an emergency action plan and evacuation drill to
include all emergency situations in conjunction with the client’s safety
department.

RESPONSIBILITIES:
Site Engineers -

 Observe safe practices and ensure the workers use the correct tools and
equipments for the job.
 Ensure the use of safety equipments and protective clothing.
 Ensure that the tools and equipments used by workers are in good condition and
periodically tested.
 Report defects in workers plant and equipments to superiors.
 Develop a personal concern for safety for himself and others within his area.
Avoid any improvising, which will invite unnecessary risks.
 Ensure that there is no abuse of welfare facilities.
 Suggest methods and ways for eliminating the hazards.
 Understand the safety policy and commitment to safe working.
 Check working methods and precautions with site management before the work
starts. Ensure that once work is commenced it is carried out as planned and that

the construction and other appropriate regulations and code of practice are
observed at site.
 Enforce the policy for prevention of injury and damage to property
by ensuring that the safe work practices and site safety rules are
observed.
 Reprimand any individual of the health and safety legislations, construction
regulations and relevant parts of other appropriate regulations and ensure that
they are observed at site for all activities under his control.
 Promote a safe working environment by setting a good example.
 Get involved in safety activities and programs that increase safety awareness.
 Take action to prevent / eliminate unsafe conditions.
 Know the requirements of health and safety legislation, construction regulations
and relevant parts of other appropriate regulations and ensure that they are
observed at site for all activities under his control.
 Organize sites so that the work is carried out to the required standard with
minimum risk to men, equipment and materials.
 Ensure that all records and reports are in order and that the competent persons
are appointed to inspect scaffolding, have sufficient knowledge to carry out
these inspections efficiently. The results of such inspections are to be recorded.
 Report all injuries, accidents and dangerous occurrences to & such shall be
investigated in an attempt to establish the cause and to prevent any
reoccurrence.
 Give all fitters precise instruction of their responsibility for correct working
methods and to ensure that they do not permit operatives to take unnecessary
risks.
 Arrange delivery and stacking of materials to avoid risks by double handling
position plant effectively and ensure that Nitric Acid and other hazardous
materials handling are maintained without endangering operatives, equipment
and surrounding community.

 Plan and maintain a tidy site.


 Implement arrangements with other contractors and specialists on site to avoid
confusion about areas of responsibility.
 Check that all machinery and plant including power and hand tools are
maintained in good condition and records are kept. Ensure that persons using
them are adequately trained; Make sure that suitable protective clothing and
equipment is available when necessary.
 Set an example by high personal standards of application and discipline in
“safety” matters.
 Provide adequate number of fire extinguishers and maintain them all in the time.
Impart training to the workers on their use.
 Provide first aid boxes equipped with necessary first aid kits, medicines and
trained first aiders.
 Each individual is responsible is responsible for his / her own safety.
 People are the most important part in the success of a safety program.
 Unsafe conditions and unsafe act must be corrected immediately.

3. HAZARD INDENTIFICATION

Operations and associated hazards encountered on construction sites are


summarized below.

 Handling and transportation of materials.


 Stacking and storage of materials on sites.
 Operations involving Grinding, Cutting, Tacking, Welding, drilling etc.
 Falling from a height and falling objects due to inadequate access and working
platforms including non use of appropriate protective clothing, confined space
entry, excavation, blasting, trenching and radiography.
 Misuse of energy sources, such as Electricity, Water, and Argon gases other

gases, earthing and bonding.


 Eye risks from various operations resulting in particles and liquid droplets
entering and bonding.
 Unbarricaded areas around floor openings, edges of the floor.
 Environmental problems such as dust, welding and fumes, noise, dermatitis etc.
Such risks being derived from the use of certain types of plants/equipment and
carrying out work on lead galvanized or other deleterious materials. Although
this list is not exhaustive it does indicate prime areas of concern.
 It is necessary to control or guard against such hazards by draying up and
implementing safe systems of work and ensuring the correct use of personal
protective equipment, protective clothing and devices.
 All employees are given Safety Helmets, Safety shoes.
 Welders are given Welding Helmets, Hand Gloves, and Hand Guards.
 All personnel working at heights are provided with Safety Belts.

 HSE Auditing and Inspection

 Many accidents are caused for not having safe working procedures or
alternatively for not adhering to an established safe method of work.
 Site activities which are inherently dangerous and complex must have a written
standard operating procedure to clearly identify the hazardous with the activity
and the steps to be taken to minimize the risk involved.
 The safe working procedure will be set out in such a way that the activity is
properly defined and the written instructions can be easily understood by the
personnel who have to carry out the work. Some procedures will be written and
implemented on a company basis whereas the majority of others will be devised
and pursued locally.
 Management must co-ordinate the implementation of procedure where
necessary instruct or train personnel in its proper use.
 Employees for their part should follow the laid down safe systems of works and

inform their supervisor of any problem they encountered.


 Procedures will be reviewed and updated regularly where necessary.

 Health and Safety training

 As essential part of this company’s health and safety policy is the proper training
for all employees and subcontractors so they can recognize hazards and take
appropriate precautions to prevent injury. Training will be given using both
internal and external courses where necessary.
 An assessment must be made when a new employee joins the company to
determine the exact nature of training which he will require in order to carry out
their duties efficiently and safely.
 A suitable programme should be devised and implemented to provide the
necessary job training during their initial period of employment after a new
employee completes his induction/ orientation training in safety.

 Instruction and supervision

 The management and supervisors are expected to give clear and unambiguous
instructions to site personnel so as to avoid any misunderstanding regarding the
task involved and any precautions which are required to be taken.
 This is normally verbal communication but may be in writing if task or operation
to be performed is particularly complex and could lead to serious injury.
 Sub- contractors on the site must also be given adequate instructions about
operational hazards they may be encountered are to be informed about any
special precautions which they may take.
 Adequate supervision shall be provided for all works on site to ensure that as far
as reasonably practicable all the work is carried out in safe and proper manner
and that the employees know who to contact for further information and advice
on health and safety aspects of their work. Any new supervisor or manager

joining the company or promoted from within, will be issued by his supervisor
with a copy of this policy statement and attachments and be informed about his
specific responsibility with regard to health & safety.

 Accident Investigation and reporting

 It is company policy that all accidents and dangerous occurrences at the


workplace regardless of whether persons are injured or suffered ill health must
be reported on the company accident report form as quickly as practicable.
 In the event of a serious accident occurring, the following persons should be
notified immediately.
 Your project manager or immediate line manager. A serious accident is defined
as one in which a fatality, major injury or any injured person is admitted to
hospital. For the purpose of reporting, accident which arises as a result of, or in
a connection with work will fall into three categories.
 Major Incident/ Accident
 Serious Incident/ Accident

 Consultation

 The fortnightly safety meeting will review the health and safety activities with
the sub-contractors. The safety department will keep under review all the
matters affecting health and safety of persons employed and endeavor to
promote safe working conditions and monitoring the correct implementation of
the company’s health and safety policy and other rules and procedures. In
addition to day to day reporting, it will further deal with planning, events,
campaigns and training. Minutes of the meeting are to be recorded accordingly.
 Informal consultations between the management and operatives on a day to day
basis are an essential part of the arrangement of ensuring health and safety.
Many health and safety matters can and must be dealt with through this more
immediate and personnel contact by those affected. All operatives are to be

encouraged to discuss health & safety matters pertaining to their work and
workplace with their supervisor and line managers.

 Routine site inspections

Regular detailed inspections of the workplace will be carried out by site safety
representative. An area must be selected before commencing the inspection and the
site members should work to a safety checklist provided for this purpose. The basic
idea is to examine all aspects of health and safety and note simply unsafe conditions,
matters such as personnel not wearing protective clothing or not carrying out safe
practices, unsafe systems of work etc. Training needs, statutory documentation must
all be considered during the inspection. The notes should be entered in report form so
such matters can be discussed at the earliest management meeting under the safety
agenda heading.

 Hazard Control

The company has a moral and legal obligation to deal with hazards both quickly and
effectively. The system to be efficient requires the site in charge to look for and deal
with day to day hazards which occur within his department and encourage his staff to
report hazards which they, themselves, cannot resolve. He can take necessary action
to remedy the fault.

Safety items involving very high expenditure may have to be referred to the Project
Manager for capital sanction.

 Machinery and equipment protection

The company recognizes that the hazardous situation involving machinery and
equipment must be controlled in order to avoid injury and damage.

Whilst all plant will have been obtained from alternative sources, RCM (Reliability
centered maintenance) must ensure that regular checks are made.

 Personal protective clothing

The company encourages to employees at all times on the shop floor to wear items of
clothing and footwear that will protect them against injury. There are however, areas
of risk where the provision of special protective clothing is to be provided by the
company as a statutory requirement. Accordingly, safety helmets, goggles, ear
defenders, gloves, protective footwear and the like are provided by the company for
operative use.

 Emergencies

All site personnel shall be carefully briefed on the action to be taken care of during
emergencies.

 Fire

Fire points with an adequate number of suitable fire extinguishers will be established at
site office and the working area. Such equipments will be serviced by an independent
body at least once every 6 months and fire alarm and detector systems, where fitted,
tested regularly and result recorded. All the site personnel shall be trained in the
operation of the ‘fire safety plan / onsite emergency plan.

Routine fire prevention activities shall form part of the general inspection carried out at
every site.
 Isolation of services

Effective isolation procedures / lockout / layout will be established for work which
requires to be carried out where personnel may be injured by energy sources including
mechanical and electrical equipment electrical isolation at each site must be
undertaken in accordance with company procedure by issuing an isolation certificate to
confirm plant and equipment is effectively ‘dead’ before work commences.

 First Aid

First aid box is available at site.

 Welfare activities

Suitable welfare facilities such as drinking water, toilets and shelters where workers
can take food are required and will be provided on all contract sites. Arrangements
may be made for these to be shared by other contractors as applicable.

 Potential Harmful substances

Regulations to control the exposure of employees to hazardous substances


encountered at work and the company must undertake assessments and adopt
appropriate control and monitoring procedures for every hazardous substance used to
generate at the work place.

The company keeps a list of the hazardous substances that are in daily use at sites and
specific details of other materials can be obtained as necessary. These detailed
material safety data sheets together with the necessary assessments are available for
use upon application to the site manager.
All are required to stick on to the identified method of working and will be instructed,
informed and trained as appropriate.

 SAFETY RULES FOR THE VEHICLES PLYING INSIDE THE PLANT

 HSE supervisor shall ensure that vehicles are not permitted to enter inside the
plant area without proper permit. The permit should be available with the driver
all the time.
 HSE supervisor shall ensure that all vehicles plying inside the plant boundaries
with vehicle entry permit must be fitted with approved type of spark arrestor.
 HSE supervisor shall give clear instructions to drivers restricting the movement
of the vehicle to roads only.
 HSE supervisor shall give clear instructions to drivers for maintaining the speed
inside the plant at 30 km/hr or specified for that particular plant.
 All vehicles should have valid registration, insurance coverage and other,
necessary document, and copies of the documents shall be made available with
site HSE department.
 Driver of the vehicle should be competent, trained and should have a valid
driving license, copy of the license to be deposited with HSE department.
 HSE supervisor shall ensure that only permitted number of passengers and
maximum allowed load is taken in the vehicle.
 HSE supervisor shall ensure that vehicle and trailer are loaded so as to prevent
the movement or displacement of the road.
 HSE supervisor shall ensure that all fittings on the vehicles are maintained up to
date, and the vehicle should be in perfect condition.
