Broader meaning of Democracy

In this chapter we have tried to understand democracy by identifying the features and merits of it and arrived at a
decision that rule of the representatives, elected by the people, is called democracy.
 Even in those countries, which we call democratic, all the people do not rule but majority is allowed to take
decisions on behalf of all the people.
 The rule of majority too is done through their elected representatives.
Why rule by the Representatives?

 Modern democracies involve such a large number of people that it is physically impossible for them to sit
together and take a collective decision.
 Even if they could, the citizens neither have the time, the desire or the skills to take part in all the decisions.

In reality a democratic decisions involves consultation with and consent of all those who are affected by that
decision. Means those who are not powerful have the same importance in the decisions making as those who are
powerful. This is equally applied to a government or a family or any other organization.

Democracy and Citizens:-


 The decision making process should be democratic in an Ideal democracy. What we do as citizens can
make a difference in making our country more or less democratic. This is the strength and the weakness
too of democracy. The fate of the country depends not just on what the rulers do, but mainly on what
we, as citizens, do.
 Such type of things distinguishes and makes democracy superior from other form of governments like
monarchy, dictatorship or one-party rule and makes citizens active and partner.

Grammar- MODALS

. Modal auxiliary are verbs such as can, must, could, would, etc. which are used with main verb to express
ability, possibility, permission, necessity, obligation, advise. The general rule is
they cannot be used alone , they are always used with main verb.

For example- She can swim properly.
