Instructions for Online Bid Submission
The bidders are required to submit soft copies of their bids electronically on the CPP Portal, using
valid Digital Signature Certificates. The instructions given below are meant to assist the bidders in
registering on the CPP Portal, prepare their bids in accordance with the requirements and
submitting their bids online on the CPP Portal.

REGISTRATION
Bidders are required to enroll on the e-Procurement module of the Central Public Procurement
Portal (URL: https://eprocure.gov.in/eprocure/app) by clicking on the link “Online bidder
Enrollment" on the CPP Portal which is free of charge. As part of the enrolment process, the
bidders will be required to choose a unique username and assign a password for their accounts.
Bidders are advised to register their valid email address and mobile numbers as part of the
registration process. These would be used for any communication from the CPP Portal. Upon
enrolment, the bidders will be required to register their valid Digital Signature Certificate (Class
Ill Certificates with signing key usage) issued by any Certifying Authority recognized by CCA
India (e.g. Sify / nCode / eMudhra etc.), with their profile. Only one valid DSC should be
registered by a bidder. Please note that the bidders are responsible to ensure that they do not lend
their DSC’s to others which may lead for misuse. Bidder then logs in to the site through the
secured log-in by entering their user ID / password and the password of the DSC / e-Token.
There are various search options built in the CPP Portal, to facilitate bidders to search active
tenders by several parameters. These parameters could include Tender ID, Organization Name,
Location, Date, Value, etc. There is also an option of advanced search for tenders, wherein the
bidders may combine a number of search parameters such as Organization Name, Form of
Contract, Location, Date, Other keywords etc. to search for a tender published on the CPP Portal.
Once the bidders have selected the tenders they are interested in, they may download the required
documents / tender schedules. These tenders can be moved to the respective ‘My Tenders’ folder.
This would enable the CPP Portal to intimate the bidders through SMS / email in case there is any
corrigendum issued to the tender document. The bidder should make a note of the unique Tender
ID assigned to each tender, in case they want to obtain any clarification / help from the Helpdesk.
PREPARATION OF BIDS
Bidder should take into account any corrigendum published on the tender document before
submitting their bids. Please go through the tender advertisement and the tender document
carefully to understand the documents required to be submitted as part of the bid: Please note the
number of covers in which the bid documents have to be submitted, the number of documents -
including the names and content of each of the document that need to be submitted. Any
deviations from these may lead to rejection of the bid.

Director, NISER invites item rate tender in single parts for the work of “Hiring of Hydraulic
Excavator/JCB (1 Cum Bucket) on as and when required in NISER Campus,
Jatni” from reputed contractors/agencies who owns or in possession of lease of JCB (1 CuM Bucket).
The eligible contractors may submit their bid along with supporting documents of fulfilling the above
conditions. The eligible contractors are also required to submit the self-attested copies of PAN Card, GST
Registration certificate.
In support of fulfilling all the essential conditions mentioned in the previous Para the contractor shall
submit the past details, mentioning the name of work, estimated cost, tendered amount, gross value of work
done, date of commencement as per agreement & actual date of completion as per agreement along with
schedule of quantities executed and any penalty levied due to delay in executing the work from an officer
not below the rank of Executive Engineer (Civil).
The tender documents are to be submitted in single parts. Self-attested documents in support of eligibility
criteria of the contractor, Technical bid, tender cost and EMD are to be uploaded online. The second part
with scheduled items of work & price quoted are to be uploaded in prescribed format as Financial Bid. The
bidders those who are applied online have to submit the hard copies along with original documents
mentioned in NIT on or before 09th December, 2020 upto 3.45 PM and bid will be opened at 04.00 PM
on 10th December, 2020 .
Director, NISER, reserves the right to accept/reject any/all tenders without assigning any reason
whatsoever. Part or incomplete tenders will be summarily rejected. No further correspondences whatsoever
shall be entertained in this regard. Canvassing in any manner shall result in rejection of the tender.
Any dispute arising out of this shall subject to Bhubaneswar jurisdiction only.

General Terms and Conditions:
In support of fulfilling all the essential conditions mentioned in the previous Para the contractor
shall submit the details, mentioning the name of work, estimated cost, tendered amount, gross
value of work done, date of commencement as per agreement & actual date of completion as per
agreement along with schedule of quantities executed and any penalty levied due to delay in
executing the work.
3. The Requirement is on as and when required basis and the date of commencement shall be reckoned
from the seventh day of issue of award letter and valid for one year.
4. The tender documents can be made available for viewing only at NISER website www.niser.ac.in.
5. Tenders can only be viewed from website www.niser.ac.in.The cost of tender document (Non-
transferable) shall be submitted along with the technical bid. Please note that tender documents are
not transferable. Tender can be downloaded and bided from website address:

6. Tender documents are to be uploaded in two parts. The First part shall consist of the technical Bid
including the cost of tender, EMD and the documents in support of eligibility criteria. The second
part shall contain the financial bid showing the detail schedule of work. Tenders complete in all
respects, will be accepted through online up to 12.30 PM on 09th December, 2020. The bid
shall be opened at 04.00 PM on 10th December, 2020. Please note, that bids submitted without
tender cost and EMD are summarily being rejected. The bidder those who will not submit the
self-attested hard copies of required documents in the office, the technical bid of the bidder
will not be opened.
7. The Earnest Money amounting to Rs. 6, 096.00 as demand draft or pay order from any scheduled
Bank and drawn in favor of the Director, NISER should be deposited along with the tender
documents in first part (Technical bid). Tender received without earnest money will be invalid
and will be rejected.
8. Director, NISER does not bind himself to accept the lowest or any tender and reserves the right to
accept the tender either in whole or in part of the tender and the tenderer shall be bound to perform
the same at the rates quoted. The decision of the Director shall be final in this regard.
9. Canvassing in connection with the tenders is prohibited and the tenders submitted by the contractor
who resort to canvassing are liable for rejection.

10. The Bid shall remain valid for a minimum period of 90 days from the date of opening of the tender
for the purpose of acceptance and award of work. Validity beyond 90 days from the date of opening
shall be by mutual consent.
11. The tenderer should see and obtain the details of area covered in the tender. In case of any queries,
necessary clarifications may please be sought from the office of the Scientific Officer-E (Civil).
No claim whatsoever will be entertained in this regard for any alleged ignorance thereof.
12. Performance Guarantee is liable to be forfeited if the contractor fails to commence the work as
per award letter.
14. Stores to be issued: - No material shall be issued by the Institute. The responsibility for arranging
all materials from approved manufacturer as per award letter lies with the contractor.
15. Taxes as applicable will be deducted from every RA bill and also from the final bill of the
contractor at the rate prescribed by govt. of India from time to time.
16. The price quoted are inclusive of all taxes and duties and no taxes or duties will be paid
extra. The Payment will be processed after the satisfactory completion of the work. RA
bill will be processed on request basis.
17. The successful bidder will be required to inform the names, qualifications and experiences of the
supervising staff to be deployed for execution of the work. In case of any changes occurring
during the course of execution of the said work, the same shall also be intimated by the bidder to
the institute.
18. The Contractor shall have to make his own arrangements for storage of materials required for
execution of the work and NISER in any manner shall not be held responsible for the storage and
safe custody of the said materials at work site.

19. At the time of starting the work the contractor has to inform the list of tools and plants
brought to the site work. No items other than the list submitted will be allowed to be taken
out of the site.
20. The work should be executed during day time only for safety reason. In case of work
required to be done at night, necessary permission to be obtained from EIC.
21. Tenderers shall inspect and examine the site and its surroundings and satisfy themselves
before submitting their tenders as to the nature of the site and shall themselves obtain all
necessary information as to risks, contingencies and other circumstances which may
influence or affect their tender. A tenderer shall be deemed to have full knowledge of the
site whether he inspects it or not. Submission of a tender implies that the tenderer has read
the complete contract documents and is aware of the conditions, specification of the work
to be done and of the local conditions and other factors having a bearing on the execution
of work. Any claim either for extra amount or for additional time for execution due to
ignorance about the site and working condition is not admissible.
22. It is the sole responsibility of the tenderer to ensure proper lightning/visibility, access
(ladder etc.) and any other safety measures for the trained personnel during work.
24. It is the sole responsibility of tenderer to keep ready the HYDRAULIC EXCAVATOR/JCB
(1 CUM BUCKET) whenever NISER make a request. On failing to meet the JCB/Excavator
requirement for 3 consecutive day, delay will be charged as per para 14 (C).
25. Please note that the work will be carried out as and when required by department
and not necessarily in one stretch. Minimum one hour payment shall be made when
any such request is made by department subject to Excavator /JCB arrived at site of
work. No payment will be made for marching excavator/JCB to site/lunch
hour/breakdown hour. Hiring hour will be deemed to be started, when the work
started at site and closed when the day’s work end.
26. In case of breakdown, Contractors/Agencies needs to do the repair work as fast as possible
failing which provision as per para 14 (C) will be invoked.
27. The rate quoted shall be inclusive of all taxes, Hydraulic Excavator/JCB (1 Cum
Bucket) hire charge, fuel/lubricant charges, transportation/marching cost of
Hydraulic Excavator/JCB (1 Cum Bucket) from contractor site to NISER site, driver
& helper fooding/other expenses. No other charges will be paid except the rate
quoted by tenderer.

28. The payment for the Hiring shall be made on monthly basis/on request basis on
submission of daily Log Book. A log book for Excavator/ shall be maintained and
countersigned by NISER officials/representative for each work in NISER detailing
nature of work and total hours engaged.
29. It is to be noted that once the work order is awarded, it is the sole decision of NISER
to execute the work or not. i.e. Hiring of Hydraulic Excavator/JCB (1 cum Bucket).
The Hydraulic Excavator/JCB (1 Cum Bucket) requirement may be nil for the entire
period of work order validity. Contractor must not claim any
relaxation/compensation if no work is executed. It is advisable to apply only if
contractor agrees to this para-31 & 27.
