SAFETY AND HEALTH IN OIL PLATFORMS

37.21 Boilers, Pressure Vessels and Piping

37.21.1 Applies to boilers, pressure vessels and platform piping the provisions of this item and
the provisions of NR-13 (Boilers, Pressure Vessels and Pipes).

37.21.1.1 Originally transportable vessels, which are permanently in solidarity with the
platform's installations and that do not suffer any kind of movement during the operation,
must comply with the provisions contained in NR-13.

37.21.1.2 Pressure vessels intended exclusively for naval and propulsion of vessels converted
to platforms will not apply to NR-13, since:

a) these vessels have an updated class certificate issued by companies classifiers recognized by
the Maritime Authority;

b) the pressure vessels referred to in the main section are not integrated or interconnected to
the platform process plant.

37.21.2 For boiler installed in a closed environment, the following are not applicable
requirements of sub-item 13.4.2.4 of NR-13:

a) separate building for the boiler room or engine room;

b) permanent ventilation that cannot be blocked;

c) prohibition of using boiler rooms or engine rooms for other purposes.

37.21.3 For pressure vessels installed in a closed environment, it is not applicable to


requirement of permanent ventilation, with air intakes that cannot be blocked.

37.21.4 It is considered a skilled worker, as a boiler operator or process unit, the foreigner who
has training and internship or training and experience greater than two years, carried out
abroad or in Brazil.

37.21.4.1 The training must be formally recognized by the professional legally enabled and
designated by the facility operator as the technical responsible for the boiler(s) or process
unit(s).

37.21.4.2 The legally qualified professional must substantiate the reasons that led to recognize
the capacity of the foreign boiler or boiler unit operator process by issuing the respective
certificate.
37.21.4.3 The forecast of validations of the aforementioned qualifications must be described in
the ART issued by a legally qualified professional.

37.21.5 The operator of the facility must keep on board documents that prove training,
internship and recycling of boiler operators and professionals with safety training in the
operation of process units.

37.21.6 The initial safety inspection of the pressure vessel must be carried out with the even
definitively interconnected to the process unit on the platform, as established in the project.

37.21.6.1 The initial safety inspection must be carried out by a legal professional authorized
designated as technical responsible, with issuance of the corresponding ART.

37.21.6.2 In the case of a platform, whose process unit is built by modules interconnectable,
the initial inspection can be done with the pressure vessel connected to the module, before
this set is hoisted and interconnected to the other modules in a way definitive.

37.21.6.2.1 In this situation, the maximum period for definitive interconnection of the modules

containing the pressure vessels is one year.

37.21.6.2.2 If the initial safety inspections, referred to in subitem 37.21.6.2, are formally
accompanied by a legally qualified professional and employee of the installation operator, the
maximum period for definitive interconnection of the modules that contain the pressure
vessels may be up to 2 (two) years.

37.21.6.2.3 If the deadlines of sub-items 37.21.6.2.1 and 37.21.6.2.2 are exceeded, the initial
safety inspections of pressure vessels should be redone.

37.21.6.2.3.1 If the reinspection is performed at the definitive location, as per subitem

37.21.6, compliance with sub-items 37.21.6.2.4 and 37.21.6.2.5 is waived.

37.21.6.2.4 The lifting of the modules in question must be accompanied by legally qualified
professional, formally designated by the operator of the installation as technical responsible,
with the purpose of attesting the physical integrity of the pressure vessels and their
accessories, when permanently installed in the platform process unit.

37.21.6.2.4.1 After lifting, the operator of the facility must carry out the inspection of the
pressure vessels and piping contained in the respective module.

37.21.6.2.5 After the interconnection of the modules, tests of tightness in its pressure vessels
and pipes, according to established criteria in the current technical standards.
