CHILD PROTECTION AND ANTI-BULLYING POLICIES


AND INCIDENT REPORTS

I. INTRODUCTION:

The DepEd launched its Child Protection Policy on May 3, 2012, through DepEd
Order No.40, s. 2012, to promote a zero-tolerance policy for any act of child abuse,
exploitation, violence, discrimination, bullying and other related offenses.
On the other hand, Anti-Bullying Act of 2013 was approved on September 12,
2013 a Republic Act No. 10627 which states “an act requiring all elementary and
secondary schools are directed to adopt policies to address the existence of bullying in
their respective institutions”
The Department of Education (DepEd), through the Office of the Undersecretary
for Legal Affairs (OULA), conducted the Second National Summit on the Rights of the
Child in Education with the theme, Isulong! Karapatan ng Bawat Bata sa Edukasyon sa
Panahon ng COVID-19, last November 23−24, 2020, from 1:00 p.m. to 5:00 p.m., via
the Zoom online platform.
The COVID-19 pandemic has challenged all sectors of society to become
creative, resourceful, and vigilant. For this Department, the challenge was to deliver or
supervise quality and rights-based education (RBE) to more than 1,160 learners despite
the pandemic. In response to the challenges brought by the COVID-19 pandemic, LTQ
Sr. CES is tirelessly dedicated to upholding children’s rights in education despite the
unprecedented times. The COVID-19 pandemic should not be an obstacle in
safeguarding the rights of the children in education, such as accessing continuous
quality education, remaining physically and mentally healthy, and being safe from
violence and abuse in the different learning modalities. Through meaningful whole-of-
society collaborative efforts, LTQ Sr. CES continues to respect, protect, and fulfill
children’s rights in education with our partner agencies and organizations.  Nothing can
get in the way of children’s enjoyment of their rights. After all, children continue to be
children during the pandemic and they should continue to enjoy their rights,” Usec.
Maribojoc emphasized in his interview.
Lope T. Quial CES as central school of Libungan West adopted the two (2)
policies for the protection of children. So far, the pupils of LTQ Sr. CES of school year
2020-2021 had no incidental reports in abusing rights and bullying happened even the
classes were conducted in modular learning modalities.
II. OBJECTIVES:
The adoption of policies on Child Protection and Anti-Bullying at LTQ Sr. CES is
motivated by the following objectives:
1. To protect the health, safety, and well-being of learners, teachers and personnel,
and prevent further transmission of COVID-19.
2. To protect children from all forms of physical or mental violence, injury and
abuse, neglect or negligent treatment, maltreatment and exploitation, including
sexual abuse.
3. To provide pupils and their parents or guardians a copy of the child protection
and anti-bullying policies being adopted by the school.
4. To ensure that children’s right to be heard are respected and upheld in all
matters and procedures affecting their welfare.
5. To train teachers and other employees to develop their knowledge, and skills in
preventing or responding to any bullying act through ZOOM.

III. STRATEGIES/ACTIVITIES CONDUCTED:

Amidst all adjustments in this time of pandemic, child rights in education and the
delivery of rights based education (RBE) remain a top priority for this school. The BE-
LCP explicitly states that in addressing the COVID-19 situation, existing laws and rules
may be used with the end view of upholding the constitutional and international rights to
education and health, and promoting the best interest of the child. To achieve that,
synergy LTQ Sr. CES and other child rights stakeholders will be crucial to the respect,
protection, and promotion of the various rights of the child in the particular context of the
COVID-19 emergency. The LGU, and even BLGU, are needed to ensure that children’s
rights in education are upheld during these trying times. Furthermore, another
challenge for LTQ Sr. CES is to ensure that the Child Protection Unit is also able to
“monitor, issue policies, and initiate” inter-agency actions to address the incidence of
bullying in schools in the context of the new normal – including cyberbullying and
violence experienced by children online or in social media.
All members of LTQ Sr. CES ensure that pupils can work in an environment without
fear. The school had the following activities to highlight the adoption of policies on Child
Protection and Anti-Bullying.

 Integrating in all subjects and teaching children’s rights and policies on anti-
bullying in the Self-Learning Modules (SLM).
 Policies on child protection and anti-bullying conspiciously posted on the walls
of the classroom and the hand outs given to the pupils.
 Teachers build a positive sense of self and interpersonal relationships
through the development of self-awareness and self-management,
interpersonal skills and empathy, and responsible decision-making and
problem-solving.
 Facilitate discussions and elicit recommendation on upholding right-based
education in normal times and during the COVID-19 pandemic through a
whole of-DepEd, whole-of-government, and whole-of-society approach
 Ensure the participation of children in shaping policies and actions pertaining
to RBE in normal times and during the COVID-19 pandemic
 Discussions on this Policies to the parents, emphasizing child protection and
bullying prevention during Parents-Teachers Association meetings via ZOOM
meeting.

IV. PROBLEMS ENCOUNTERED:


1. Not all pupils at their homes were observed or read the policies given by the
teachers.
2. Some of the teachers not integrate the children’ rights in their self-learning
modules.
3. Unstable internet connection during ZOOM meeting

V. RECOMMENDATIONS:
To mean the activity a successful one and contributory towards the main goal,
the following can be considered points to cope with:
1. To attract the participation of more pupils, the activities of this school related
to the activity should be well-planned and well-organized. Simple activities
which will fit to the adoption of policies will do that will leave challenge to the
pupils.
2. To ensure that teachers must include the adopt a child protection and anti-
bullying policies in their SLM.
3. To find places with strong signal must be imposed to parents and teachers in
the future meetings conducted.
