II. INTERNATIONAL COMPETITIVENESS AND MODE OF

INTERNATIONALIZATION (THANH)
1. International competitiveness

- Right after IREX was established, with the goal of building an international standard
brand, all processes from management to production and sales were built according to
standards and were implemented very strictly.
- The team from leaders to employees is very young, knowledgeable and enthusiastic,
always highly appreciated by experts for their ability to acquire knowledge and
operate technology. (Perhaps that is why the experts come to IREX to monitor orders,
by the request and friendliness, the technician team here has turned the relationship
into friends, and experts are ready. sharing experiences, as well as wholeheartedly
instructing IREX to improve the system better and better, improve product quality on
the line to achieve higher labor productivity. This also explains why, IREX has
become the first enterprise in the field of solar power in Vietnam to obtain UL and
IEC certificates to enter two extremely demanding markets of the US and Europe).
- To serve the best experience, IREX owns and runs a fully automated production chain
in Vietnam with high quality standard requirements from the sourcing to the operating
stages.
● Total operating capacity: 350 MW/year, Acreage: 3.5 hectares
● PV Production Area: 2.5 hectares
● Solarcell production area: 1 hectares, 100% automatic solarcell production
line, System built to meet international standards such as TUV, UL, SCA,
ISO.
- Research and Development:
● In terms of technology: proactively researching and applying the world's latest
technologies and techniques suitable to the environmental conditions in the
installation areas to improve product quality. IREX is proud to be a 100%
Vietnamese enterprise that has achieved achievements such as successfully
applying new production technologies such as: Multi-busbar, PERC, Anti-
PID… This is also the key to help IREX be proactive in providing products to
domestic and foreign partners.
● IREX has obtained the certificate of capacity insurance from Munich Re,
which is considered a great advantage of IREX panels compared to other
similar products in the same market.
● IREX has concentratively invested in research & development. Thus, we
always satisfy the highest demands for standards, quality in both domestic and
globals markets. In terms of technology, we actively research the latest
technologies, techniques to apply it into local environmental conditions at
every installation areas to enhance the quality of solution. Therefore, IREX is
proud to be a Vietnamese enterprise that has successfully applied the new
technologies in producing, such as Multi-busbar, PERC, Anti-PID, etc. In
addition, R&D has also succeeded in researching on the change of internal and
external structure of Solar cells, such as increasing Solar cell technology from
3,4 to 5 busbar. Besides, Successful researching and application of the new
technology also helps to counteract the diffusion of electrons and increase the
energy conversion efficiency of the IREX solar panels by approximately 3%
to reach 20% compared with Mono-Crystalline Silicon Battery Series. In
terms of solution, we researched to apply the globalization technology trends:
Internet of Thing (IoTs), Big Data, Artificial Intelligence (AI) to IREX’s solar
power solution. Moreover, IREX has flexibly developed the solutions which
are intergrated with advanced technologies satisfying the unique need of each
customer. From success on researching and developing Belink controllers, a
smart device used for collecting data from solar systems, our R&D team has
upgraded it to SSOC™ that allows customers monitor and control online
energy systems. Apart from that, SSOC™ can be customized to fulfill
particular needs of customers. This is a special feature thanks to the full
control of technology of IREX.

- Human Resources: Currently, the number of personnel in IREX is up to 200,

including: 25% office staff, 75% factory staff. In terms of professional qualifications:
48% have a university/college degree, 48% have a professional certificate. At IREX,
16 hours a month is the average amount of staff training time each person receive to
upgrade their professional competence as well as their management skills. Besides,
growth rate of human resource over the years is 16%.
- Unlike the e xport market that mainly supplies solar panels, for the domestic market,
IREX has the SolarBK Group behind with the introduction of integrated solution
packages from equipment supply, installation, maintenance. , maintenance and
installation of smart monitoring systems ... to financial support and electricity output
insurance - something that no business has yet because the solar power market is quite
new to Vietnam, so domestic customers tend to buy the system package. That is,
SolarBK will take care of the survey, measurement, installation, operation and
turnkey for customers. If IREX chooses to only supply panels, it will be difficult to
compete with other brands. But SolarBK's advantage is the after-sales service and can
provide a system integration package. So, SolarBK Group has developed solution
packages called standard BigK and upgraded with packages from installation to
power output warranty. In particular, the Poly (polycrystalline) and Mono
(monocrystalline) IREX panels alone are warranted for 12 years, with the output
capacity of the panel at least 80% guaranteed for 25 years. SolarBK is also the only
unit providing smart monitoring system and power output insurance package as
committed.
- System Operation:
● Applying Vietnam and Global standards to production: Quality Management
System ISO 9001: 2008, National standard TCVN in designing and
manufacturing control equipment, electrical equipment and safety equipment.
In particular:

1. TCVN 7447: 2004: Low voltage electrical installation system.

2. TCXDVN 319: 2004: Installation of ground connection system for

equipment in industrial projects – General requirements.

3. TCXDVN 394: 2007: Design and installation of electrical equipment in

construction works – Electrical Safety Section.

4. TCXDVN 263: 2002: Installation of cables and wires for industrial works.

● TUV Rheinland International standard:

1. IEC 60904-1:1987, Photovoltaic devices – Part 1: Measurements of photovoltaic

current-voltage characteristics.

2. IEC 60904-2:1989, Photovoltaic devices – Part 2: Requirements for reference solar

cells.

3. IEC 60904-3:1989, Photovoltaic devices – Part 3: Measurement principles for

terrestrial photovoltaic (PV) solar devices with reference spectral irradiance.

2. Mode of internationalization

- Participating in the largest energy event on the planet SPI 2017, this company brought the
solution package "One Stop Shop". This is also the only enterprise providing solutions in SPI
exhibition, besides leading equipment and technology suppliers from many other countries.
"One Stop Shop" provides customers with a full package solar power solution, from
surveying, designing, supplying quality standard panels to SSOCTM intelligent surveillance
system, with diversified responses. needs of customers while still ensuring cost and quality
according to international standards. With the solution package "One Stop Shop", IREX has
proven itself to be fully proactive from the ability to provide panels to automatic monitoring
technology, on the Internet platform connecting things (IoTs), as well as after-sales services
in the fastidious world market.
- May 15 - 17, 2019, in Munich, Germany, IREX Energy Joint Stock Company (under
SolarBK Group) continues for the 5th time to attend InterSolar World's Leading International
Exhibition, at booth C1.356 . The event brings together thousands of participating renewable
energy businesses and over 50,000 visitors.

- Continuing with the goal of reaching out to the world market to "internationalize the
domestic market", IREX plans to attend many leading clean energy exhibitions in major
markets. In addition to Intersolar 2019, IREX also participates in SNEC PV Power
International Exhibition in Shanghai, China (June), International Exhibition on Renewable
Energy in India (September), International Exhibition SPI 2019 (September) North America
region and most recently The Solar show in Vietnam (April).

- 2018 is also the year that IREX strongly performs “Internationalization” strategy with the
goal: become the first company in Vietnam to achieve Tier 1(*). To make it through, IREX
established many branches and offices in main areas such as Dominican, UK, USA,
Myanmar, China, etc, they also continually participated in many renewable energy
exhibitions around the world. Along with those efforts, IREX is also striving to reach the goal
of exporting 160 MW in 2018, at least 3 orders of the minimum of 1.5 MW, to be guaranteed
by domestic banks in a light of achieving Tier 1 standard in 2020.

- Choice of field: Instead of opting to go head-to-head with price-competitive content makers,

IREX strategically chooses to focus on the niche: developing the Bifacial product line and the
IREX small type battery panels. at America. Different from conventional solar cells, Bifacial
solar cells are capable of generating direct current from both sides of the panel, when light
shining through the panel is partly absorbed from the front, another part penetrates and is
absorbed back from the back. Because of that, in a number of fields with the advantage, the
bifacial can increase power output by 30% compared to conventional panels. This is made the
product of lines on is being up to the trend to set up new. In particular, the US Government
has removed the 25% PV product import tax from the two-sided product, creating conditions
for the Vietnamese brand to enter the US solar power market.
- In addition to focusing on manufacturing standard panels for the domestic market, IREX
directs the export of Bifacial products and small panels in the US to enhance competitive
advantage over Tier 1 businesses. IREX's representative said that IREX expects 2019
revenue in the US market will grow 3 to 4 times compared to 2018. Foresee after completing
phase 2 of the IREX factory and the US Government gradually removing import tax, IREX's
revenue in this market will continue to grow 10 times in 2021 (compared to 2017).

III. GLOBALIZATION STRATEGY (TRÂN)

1. Looking at IREX's solar power export strategy

Solar power development is an inevitable trend of the world. However, the solar power
market in Vietnam has only really changed strongly after the government officially approved
the policy of buying and selling solar power.

In previous years, most businesses in the industry chose to import batteries, accompanying
monitoring systems and installation. Although this helps the business structure to be lean
and the products to reach international quality, but the above solution has many risks for
customers.

Because the import makes enterprises unable to be proactive in providing flexible and
customized solutions for customers. On the other hand, the warranty and maintenance if
the system has a problem is also harder to fix and takes longer.

Determining to stick with the development of enterprises with Vietnam's solar power
industry, IREX chose to invest in factories operating according to international standards
from the beginning, developing from the most basic and important components to focus on
remote monitoring technology solutions research …

IREX's calculated "boldness" opens up a future for Vietnam's solar power industry. For the
first time, a Vietnamese company has been named on the global clean energy "playground",
and is highly appreciated by leading partners from production quality to standard There
have been many successful projects implemented domestically and internationally, making
a name for the IREX brand. Overcome, IREX continues to bring that model to the world.
2. Bringing the "successful" model to the world

- IREX plans to attend many of the leading clean energy exhibition events in major markets.
In addition to Intersolar 2019, IREX also participates in SNEC PV Power International
Exhibition, International Exhibition on Renewable Energy, SPI International Exhibition 2019,
International Exhibition The Solar show. In addition to commercial activities, IREX's
continuous presence in large playgrounds contributes to asserting the value of Vietnamese
brands in the international arena.

- The difference in the service of IREX is the "customization" and "initiative". But to be fully
proactive, IREX must master each design technique from hardware to software, to optimize
flexibility for each solution according to the needs of customers.
According to the trend of Industrial Revolution 4.0 which is taking place increasingly
strongly, the difference of IREX is considered as a smart strategy when customers are
increasingly demanding in terms of "personalization", from products to supply solutions.

"This also means," One Stop Shop "does not end with the role of a product package. It is a"
smart "solution that can be customized in the way that the customer wants. The
combination of artificial intelligence and human intelligence, for that reason, One Stop Shop
can fully compete in the international market, especially the US "- Mr. Dong Van Sen -
Director of Public Operations company IREX - emphasized confidently.

"One Stop Shop" is the name of the package solution IREX provides for the US market, was
introduced at this SPI exhibition. One Stop Shop can provide solutions to follow the needs of
users, from surveying, designing, supplying quality standard panels to SSOCTM smart
monitoring systems, meeting diverse needs. of customers while still ensuring cost and
quality according to international standards.
IREX is also the only company providing a "package" solution in this exhibition.

To optimize their competitiveness, most companies in the US solar energy sector choose to
develop in a specialized direction, playing only a role in the solar power solution chain.

Realizing that way of operation is an opportunity for IREX's solar power solution to enter
this market. Participating in the largest energy event on the planet SPI 2017, IREX is also the
only company providing a "package" solution in this exhibition.

With the success of the "One Stop Shop" solution package in the Vietnamese market, IREX
has brought this model to the United States to prove that it can be completely proactive
from the ability to supply panels to the technology of monitoring. automatic monitoring, on
the Internet platform connecting things (IoTs), as well as after sales services in the fastidious
world market.
3. Ability to provide package solutions for customer

IREX is one of the few businesses that can provide a package solution for customers,
especially customized according to specific requirements.

First, the company has a factory located in Vietnam and is capable of making orders to
produce panels as required. "In order to respond to demanding markets such as the US and
Europe, and to supply the domestic market, IREX has expanded its production plant with a
total capacity of up to 800 MWp. At the same time, in addition to national certifications.
Previously, IREX also successfully registered for UL certification to enter the US market for
solar panels with a capacity of 295 Wp, 320 Wp in September. " - Mr. Sen said.

Second, the company also has a good design team, ready to offer flexible solutions. In
particular, in the past two years, SolarBK Group has invested in research and development
of SSOCTM intelligent surveillance system, take initiative in technology and orient features
suitable for local needs. In the context that customers do not have much knowledge and
experience in product selection, IREX has come up with a package solution to bring the
highest convenience to customers, to be assured from products to final services.
After each major event, IREX proves that Vietnam's solar power technology position is
ready to enter the game with the world. "In the future, IREX hopes that Vietnam's clean
energy industry will truly develop in both breadth and depth. I believe that only when we
master the games of technology and energy, Vietnam. just created a new leap, affirming the
position and strength of the nation not inferior to any developed country. " - Mr. Sen shared

(IREX Đưa Công Thức Thành Công Ra Thế Giới - IREX Dua Cong Thuc Thanh Cong Ra the Gioi
- Daubao, n.d.)

IV. RECOMMENDATIONS
(TRÂN)
However, in order to take a steady step forward and bring
Vietnamese solar cells to global development. IREX needs to achieve Tier 1
certification, joining 2% of the world's prestigious solar power groups.
Talking about this, Ms. Quynh shared: "From the very first days of IREX's
establishment, the leaders have always cherished the dream of making solar
power become a popular energy source in Vietnam, for the people on the island.
In the distant, remote and limited grid can use this clean energy Tier 1 goal
to make IREX a worthy competitor of large global corporations. Now, IREX as
well as Vietnamese businesses need to have long-term directions, focusing on
in-depth development to not only maintain market share but also thrive right at
home. " . To achieve Tier 1 standards, that business must provide products
for at least 6 orders guaranteed by 6 different banks, within 2 years. In
which, each order has a capacity of over 1.5 MW; the product must be
manufactured and traded under the owner's name.

It can be seen that the IREX factory plays a quite

important role in the process of obtaining certification from BNEF. First, the
total capacity is increased to 500 MW, which means the ability to meet more
orders over 1.5 MW. In addition, the IREX factory imported 100% automation,
significantly reducing physical errors compared to before, while saving quite a
lot of time, resulting in faster and more quality products. . This is the basis
for international customers to appreciate the quality of IREX products, facilitating access to
end-customers who buy products under the IREX brand name.

III. THREE OUTSTANDING COUNTRIES

1. JAPAN

1.1 Overview
Japan is an island nation in east ASIA, it is a chain between the North Pacific Ocean and the
Sea of Japan, east of the Korean Peninsula.
THE WORLD FACTBOOK JapanDetails

● Energy picture of Japan after 10 earthquake and tsunami disaster.

● 10 years after the northeastern earthquake and tsunami, Japan's energy picture is
gradually changing positively as its share of renewables in the country's total
electricity supply has doubled. Thanks to the supportive policies of the Government,
while the share of nuclear power has decreased from nearly 30% in 2010 to about 6%.

1.2 Foreign relations

(Heritage, 2020)

Japan’s economic freedom score is 74.1, making its economy the 23rd freest in the 2021
Index. Its overall score has increased by 0.8 point, primarily because of an improvement in
fiscal health. Japan is ranked 6th among 40 countries in the Asia–Pacific region, and its
overall score is above the regional and world averages.

Japan’s economy again occupies a perch in the middle ranks of the mostly free category. As
has been the case since the inception of the Index in 1995, the main indicator holding the
country back from greater economic freedom is government spending. Unfortunately,
spending climbed once again (by more than 1 percent) in the 2020 budget.

IMPACT OF COVID-19: As of December 1, 2020, 2,109 deaths had been attributed to the
pandemic in Japan, and the economy was forecast to contract by 5.3 percent for the year.

- Vietnam - Japan property cooperation on clean energy technology

On the morning of February 27, in Hanoi, the Ministry of Industry and Trade cooperated
with the Ministry of Industry and Trade of Japan to organize a Vietnam - Japan Public -
Private Partnership Conference on clean energy technology. The workshop is part of the
series "Global action plan towards a low carbon economy" that Japan deployed to support
ASEAN member countries.

According to Mr. Hoang Quoc Vuong - Deputy Minister of Industry and Trade - energy is an
indispensable factor in the socio-economic development of each country. Over the past
years, with the attention of the State, the energy system in Vietnam has developed strongly,
basically meeting the energy demand for socio-economic development.

As a country with many initiatives and solutions in developing clean energy sources, Japan
has built a green, clean energy system that serves economic and social development. At the
seminar, Mr. Daisuke Okabe - Deputy Embassy of Japan in Vietnam - said: “Activities
between the two countries in the energy sector, the Ministry of Industry and Trade of Japan
and the Ministry of Industry and Trade of Vietnam have There were many Ministerial-level
talks, along with a memorandum on the activities of the first working group signed in
November 2017 and followed by a policy dialogue in March 2018. The implementation of
this cooperation and seminar on clean energy technology is the result of the above
cooperation process. I hope that after this event, many cooperation programs to reduce
CO2 emissions in the renewable energy sector will be deployed ”.

(Việt - Nhật Hợp Tác về Công Nghệ Năng Lượng Sạch, n.d.)

- Japan shares clean energy technology with Vietnam

Mr. Daisuke Okabe - Ministry of Economy, Trade and Industry (METI) of Japan - Deputy
Ambassador, Embassy of Japan in Vietnam said: During the past time, and before that,
Vietnam - Japan had catalyze yen loans for energy development, affirms that the good
relationship between the two countries has been established.

In November 2017, two ministries signed a memorandum of understanding in the energy

sector; And based on this memorandum of understanding, in July 2018, the two ministries
held a policy dialogue in the energy sector and implemented the activities of the working
group in the energy field, thus, Today's workshop is also one of the activities of this working
group.

According to Mr. Daisuke Okabe, cooperation activities between Vietnam and Japan not
only stop between the two countries, but also the expansion of international relations is
also very important.

“In 2020, Vietnam will become the chair of ASEAN, as the chair of ASEAN, I hope that
Vietnam will develop its leadership ability to transform energy sources based on
technologies. At the same time, promoting cooperation in the private sector ”- Mr. Daisuke
Okabe emphasized.

(Việt - Nhật Hợp Tác về Công Nghệ Năng Lượng Sạch, n.d.)

1.3 Environmental protection

- Build a strict regulatory framework and policy
The Japanese government had to implement solutions to improve the legal system and
establish an environmental state management agency to solve 3 issues at the same time:
minimizing pollution, preserving environmental protection; reduce pollution control costs
and public health costs; reduce production costs and energy costs. This is also a new
thinking about production management, which means not only worrying about waste
treatment at the end of the product but must calculate from the beginning how to produce
the most reasonable, least emissive.

It is from the mindset of controlling, producing reasonable, emitting at least from the input,
the Government of Japan has issued strict legal regulations on waste emission standards,
water pollution control, air and toxic pollution monitoring. Particularly attaching importance
to the policy of educating and raising public awareness on environmental protection,
encouraging businesses and organizations to make efforts to prevent and control
environmental pollution.

Since 1993, the basic Environmental Law system has been issued. In the pollution control
system, regulations on air pollution control (Law on Air Pollution Control) focus on 3 main
contents: Air quality standards; emission standards and regulations; total pollution in cities,
total emissions control standards, construction standards, boundaries and standards for
airborne concentrations. At the same time, the Law also mentions measures to cope with
hazardous air pollutants, control mobile sources, and regulates vehicles on the road.

Water quality standards set forth uniformly apply to all public water sources. One of the
most commonly used wastewater control measures is to establish regulations on the
concentration of emissions contained in wastewater. Sources of pollution are classified
according to whether or not the source of pollution is identified.

important priorities in JICA's cooperation and support to Vietnam.

(Quỳnh Như, 2015)

1.4 GDP growth projections

Japan enjoyed an uptick in growth since 2013, supported by Prime Minister Shinzo ABE’s

Although the Japanese economy has faced many challenges, especially in the past 40 years:
the export, retail and automotive industries. In this context, the Japanese Government
continued its efforts to repel the Covid-19 epidemic and support the economy to overcome
the difficult period.

According to the preliminary report of the Government Office of Japan just announced, in
the second quarter of 2020, Japan's Gross Domestic Product (GDP) decreased by 28.1%
compared to the first quarter, marking the strongest decline. Since the GDP figures were
recorded in 1980. Since the end of 2018, the Japanese economy has started to falter due to
the negative effects of the US-China trade tensions, the two top trading partners of Tokyo.
By the fourth quarter of 2019, Japan's GDP decreased by 7% compared to the same period
in 2018. The most turbulent period began to occur after the Covid-19 pandemic broke out in
early 2020. stagnation, international trade is restricted ..., and the economy officially falls
into a technical recession in the first quarter of 2020.

To overcome difficulties, Japan is continuing to implement supportive policies to ensure jobs

and lives for people in extremely difficult circumstances, while trying to bring the economy
back to an upward trajectory. growth through domestic stimulus measures. Recently, the
government approved a plan to spend 1,130 billion yen from the fiscal 2020 reserve fund to
implement measures to reduce the impact of the disease on the economy.

- The whole world is in the context of the industrial revolution 4.0, but now, Japan has
talked about and set out the mission to build Society 5.0. The concept of "Society
5.0" is proposed in the 5th Science and Technology Plan of the Government of Japan

(the 5th Science and Technology Basic Plan) 2016-2020.

With Society 5.0, there are four technical factors that play the most important role:
Artificial intelligence (AI), big data, automation (robot) and IoT (internet of things). If
in Society 4.0, robots perform and manipulate under human control, then in Society
5.0, there will be super-intelligent robots, who can perceive and understand, can
make decisions instead for humans.

2. CANADA (QA)
2.1 Overview
Canada established diplomatic relations with Vietnam in 1973, opening an Embassy in Hanoi
in 1994 and a Consulate General in Ho Chi Minh City in 1997. In 2018, we celebrated the 45 th
anniversary of diplomatic ties. In 2017, a Canada-Vietnam Comprehensive Partnership was
formally announced by both countries

Vietnam has been Canada’s largest trading partner in the ASEAN region since 2015. In 2018,
two-way merchandise trade between Canada and Vietnam reached $6.46 billion, up from
$6.1 billion in 2017. In 2018, Canada’s merchandise exports to Vietnam amounted to
approximately $1 billion. Canada’s merchandise imports from Vietnam totalled more than
$5.39 billion.

The priority areas in Vietnam for Canadian commercial interests are agriculture and agri-
food, education, information and communication technologies, clean technology,
infrastructure, and aerospace.

2.2 Foreign relation

Canada maintains relations with countries all over the world. Canada’s foreign policy, trade
agreements, development assistance, humanitarian aid and our commitment to
international peacekeeping forms the basis for our bilateral and multilateral relations with
countries and international organizations.
As a Pacific country, Canada’s engagement in Asia is a key priority. Canada will develop a
new integrated approach to the Indo-Pacific region with a view to diversifying Canada’s
engagement and deepening its diplomatic, economic, security and sustainable development
partnerships in this region. As this framework develops, Canada will continue to advance
free and open market access for Canadian goods, services and investment; support
international rules-based trade; build the capacity of developing partner country’s Small and
Medium-sized Enterprises (SMEs) and women entrepreneurs; and, pursue cooperation with
regional partners on democratic values, accountable governance and human rights, as well
as respect for international law. The department is committed to collaborative work in
regional forums in the Indo-Pacific on economic and public health recovery that is inclusive
and sustainable; while also implementing the Feminist International Assistance Policy in a
post-COVID context. As part of this regional strategy, Canada will continue to deepen its
bilateral relationships, such as with India, Japan, Australia, South Korea and, ASEAN and its
member states, particularly in the areas of trade and investment, international peace and
security, and energy and the environment, to realize the full potential of these strategic
partnerships.

2.3 Environmental protection
https://globe-net.com/canadas-clean-tech-industry-growing-and-losing-report/

(GLOBE-Net Canada’s Clean Tech Industry Growing and Losing - GLOBE-Net, n.d.)

Environment Canada has singled out air

pollution as a major concern as it affects
wildlife, vegetation, soil, and water. The
government agency has said air pollution from
urban areas causes acid rain and contributes
to climate change. Canada is home to an
abundance of fresh water, but the World
Wildlife Fund has raised concerns about water
usage and the damming of Canadian rivers.
The WWF noted that Canada uses large
amounts of water for agriculture, industry,
and consumption. The conservation
organization said Canada moves more water
from one watershed to another than any
other country in the world and this activity
can be devastating to ecosystems.

While the clean technology sector in Canada

has been expanding every year, the sector has
not been expanding as fast as it has in other
countries, resulting in the nation falling behind
in the global marketplace. Canada is only
ranked 16th among the top 25 exporters, with
China, Germany, and the US taking the top
three export spots. The federal government has
invested $1.8 billion in clean technology, but
some of that money will not be available until
2019. According to a 2015 report from the
research firm Analytica Advisors, Canada’s
share of the international market for clean
technology goods dropped by 41 cents between
2005 and 2013. In 2015 the industry had $13.27
billion in revenues but retained earnings have declined every year for the last five years.
Canada works with bilateral, multilateral and Canadian partners to support environmental
sustainability. This includes funding to the Global Environment Facility, a partnership of 18
agencies that helps developing countries implement international environmental
agreements.

Global Affairs Canada carries out an environmental integration process to ensure the
environmental sustainability of Canada’s development initiatives. This process also helps
ensure that Canadian international assistance investments do not result in significant
adverse environmental effects. (This is in accordance with the Canadian Environmental
Assessment Act, 2012.) The environmental integration process also helps make sure that
strategic environmental assessments are done. These assessments must be applied in line
with the Cabinet Directive on Environmental Assessment of Policy, Plan and Program
Proposals.

Implementing this process involves assessing all of Canada’s development assistance

activities for potential risks and opportunities to achieve environmental sustainability in
developing countries. The following principles guide the integration of environmental
sustainability in Canada’s international assistance:

● “Do no harm”—Canada’s development initiatives will not pollute or degrade the

environment or natural resources of its partner countries. Initiatives will aim for
multiple benefits that improve the environment while benefiting other sectors, such
as gender equality and economic growth.
● Mitigate environment-related risks—Environmental risks, including those posed by
climate change (such as drought, flooding and extreme weather-related events) will
be considered. Mitigation measures will be integrated into strategies, policies and
programming in order to safeguard investments and results achieved.
● Capitalize on environmental opportunities—Canada will seek to capitalize on
opportunities offered by the natural environment and/or emerging environment-
related opportunities. Such opportunities include renewable energy resources, green
growth, ecotourism and climate-friendly finance.

Canada’s clean future largely depends on how the country regulates its large and growing
fossil fuel extraction industries. These industries are a major source of Canadian wealth;
however, they are associated with massive amounts of emissions.Virtually sitting on the
front lines of climate change, Canada will likely continue to push forward on the reduction
of greenhouse gas emissions as it pulls large quantities of emissions-generating fuels from
the Earth.

2.4 GDP growth projections

Canada is one of the largest economies in the world and is counted among the globe’s
wealthiest nations. It has a relatively small labor force in comparison to some of the world’s
other largest economic powers, amounting to just under 19 million. Unemployment in
Canada has remained relatively high as the country has battled against the tide of economic
woe that swept across the majority of the world after the 2008 financial meltdown, and
although moving in the right direction, there is still some way to go for Canada.

Economic activity is estimated to have expanded almost 5 percent in the fourth quarter of
2020. In the first quarter of 2021, however, GDP is forecast to decline by about 2½ percent.
The course of the virus is leading to choppy quarterly growth rates—momentum was strong
during the early part of the fourth quarter of 2020 before slowing as the virus spread and
governments tightened restrictions (Table 3). Over the coming months, as the current wave
of the virus recedes and restrictions are once again eased, activity is expected to rebound
strongly. As a result of recent lockdowns, consumption is anticipated to decrease in the
fourth quarter of 2020 and the first quarter of 2021. This near-term weakness in overall
consumption is being driven by declines in purchases of non-essential goods and hard-to-
distance services. However, more consumers are shopping online, as seen in the Bank’s
Canadian Survey of Consumer Expectations, which should help to limit the drag on goods
consumption compared with last spring. Over the projection horizon, 2020Q4 and 2021Q1
are the only quarters for which some information about real GDP growth was available at
the time the projection was conducted. For longer horizons, fourth quarter-over-fourth-
quarter percentage changes are presented.
The Canadian economy had strong momentum going into the last quarter of 2020, but the
resurgence of the virus and the reintroduction of extensive lockdown measures are now
restraining economic activity and imposing new hardships on households and businesses.
Growth in the first quarter of 2021 is expected to be negative

Canada is among the leading trading nations worldwide, owing to the absolutely vast
supplies of natural resources, which make up a key part of the Canadian trading relationship
with the United States, the country with which Canada trades by far the most. In recent
years, around three quarters of Canadian exports went to the United States and just over
half of its imports came from its neighbor to the south. The relationship is very much
mutually beneficial; Canada is the leading foreign energy supplier to the United States.

2.5 Telecommunications and internet

Canada has one of the world’s highest ratios of telephones per capita, with virtually all
households having at least one phone. This penetration helped spur the development of
Canada’s high-technology sector, particularly in the Ottawa valley (sometimes dubbed
“Silicon Valley North”). Indeed, New Brunswick was home to North America’s first fully
digitized telephone network. The federal Canadian Radio-Television and
Telecommunications Commission regulates telecommunications commerce. The market,
once dominated by three large privately owned companies, has become more competitive
since 1980, as a growing number of companies have been licensed to provide local, long-
distance, and cellular service. As a result, costs have declined and services have expanded.
Likewise, competition among satellite-communication providers has also opened up since
2000, when Telesat Canada relinquished the monopoly it had held on the market since
1969. Computer use in offices and homes is widespread, and Canada’s population has one
of the world’s highest proportions of Internet users. The country is also a global leader in
the use of fibre-optics technology
In every sizable Canadian city there is a daily newspaper, most of which also publish editions
on the Internet; many of the largest cities have more than one daily.

In March, Canada’s wireless and wired telecommunications providers participated in the

country’s second major spectrum auction since 2015. Over 18 days, 12 companies
participated in 54 bidding rounds, after which the federal government awarded 104 licences
to nine providers and generated $3.5 billion.
The Wired Telecommunications Carriers industry is anticipated to contract over the five
years to 2019. Revenue is forecast to fall at an annualized rate of 0.4% to $24.6 billion as
rapid technological advancements have pushed the industry to the sidelines of
communications.

The Wireless Telecommunications Carriers industry grew rapidly over the five years to 2019,
with revenue forecast to increase at an annualized rate of 4.2% to $29.5 billion.

The Canadian Telecommunications industry provides a vital service for Canada’s 37.81
million inhabitants, connecting Canadians to each other and the world through phone,
internet, satellite, wireless, and cable services. In 2018, the Canadian telecommunications
services industry generated revenues of 53.1 billion Canadian dollars, 2.8 billion Canadian
dollars more than during 2017. This included revenues of 24.8 billion Canadian dollars from
the wireline side of the industry, and 28.3 billion Canadian dollars from wireless services.

2.6 Conclusion
Canada has a higher index than Vietnam. For products of BK Solar, the investment in sales in
countries with a clean industry is essential and more important.Canada is also one of the
countries with a good environmental rating. High education and development in Canada,
the rapid development of the internet and telecommunications have made people's lives
develop faster and more modern. What is even more special is that Canada's diversity in
diplomacy, Canadian support in international organizations and excellent external relations
with many countries will be a step forward for the company's product line and brings
precious opportunities to Solar BK.

3. SINGAPORE (ALLEN)
3.1 Overview

(“GlobalEDGE: Your Source for Global Business Knowledge,” 2010)

Singapore has a highly developed and successful free-market economy. It enjoys an open
and corruption-free environment, stable prices, and a per capita GDP higher than that of
most developed countries. Unemployment is very low. The economy depends heavily on
exports, particularly of electronics, petroleum products, chemicals, medical and optical
devices, pharmaceuticals, and on Singapore’s vibrant transportation, business, and financial
services sectors.
3.2 Foreign relation
(Economic Freedom, 2017)

Singapore’s economic freedom score is 89.7, making its economy the freest in the 2021
Index. Its overall score has increased by 0.3 point, primarily because of an improvement in
the score for government spending. Singapore is ranked 1st among 40 countries in the Asia–
Pacific region, and its overall score is well above the regional and world averages.
Singapore’s economy has been ranked the freest in the world again this year for the second
year in a row. Singapore remains the only country in the world that is considered
economically free in every Index category.

(Economic Freedom, 2017)

Singapore has 25 preferential trade agreements in force. The trade-weighted average tariff
rate is 0 percent, and 182 nontariff measures are in effect. Well-institutionalized openness
to global investment encourages vibrant commercial activity. The government continues its
ownership in the financial sector but has steadily been opening the domestic market to
foreign banks. No restrictive measures have been taken in the sector over the past year.

Singapore is one of the world’s most prosperous nations, with a business-friendly regulatory
environment and a very low unemployment rate.

Singapore has some current issues about environment such as: water pollution; industrial
pollution; limited natural freshwater resources,... but Singapore also has very much
international agreements to protect the environment. (Biodiversity, Climate Change,
Climate Change-Kyoto Protocol, Desertification,...)

(Geck, 2017)

3.4 GDP growth projections

Government spending has amounted to 14.0 percent of total output (GDP) over the past
three years, and budget surpluses have averaged 4.3 percent of GDP. Public debt is
equivalent to 111.8 percent of GDP.
Real GDP growth rate: 0.73% (2019 est.), 3.48% (2018 est.), 4.34% (2017 est.). Country
comparison to the world: 180
Singapore has a highly developed and successful free-market economy. It enjoys an open

most developed countries. Unemployment is very low. The economy depends heavily on
exports, particularly of electronics, petroleum products, chemicals, medical and optical
devices, pharmaceuticals, and on Singapore’s vibrant transportation, business, and financial
services sectors.
The economy contracted 0.6% in 2009 as a result of the global financial crisis, but has
continued to grow since 2010. Growth from 2012-2017 was slower than during the previous
decade, a result of slowing structural growth - as Singapore reached high-income levels -
and soft global demand for exports. Growth recovered to 3.6% in 2017 with a strengthening
global economy.
The government is attempting to restructure Singapore’s economy to reduce its
dependence on foreign labor, raise productivity growth, and increase wages amid slowing
labor force growth and an aging population. Singapore has attracted major investments in
advanced manufacturing, pharmaceuticals, and medical technology production and will
continue efforts to strengthen its position as Southeast Asia's leading financial and
technology hub. Singapore is a signatory of the Comprehensive and Progressive Agreement
for Trans-Pacific Partnership (CPTPP), and a party to the Regional Comprehensive Economic
Partnership (RCEP) negotiations with nine other ASEAN members plus Australia, China,
India, Japan, South Korea, and New Zealand. In 2015, Singapore formed, with the other
ASEAN members, the ASEAN Economic Community.

The purpose of this graph is to take a snapshot of a country’s economy in comparison to

other economies. For example, Singapore’s Exports rank is higher than 95.16% of the
countries in the dataset. For Exports, FDI and GDP measures, a higher rank (closer to 100%)
indicates a stronger economy. Conversely, for Unemployment and Inflation, a lower rank
(closer to 0%) indicates a stronger economy.

3.5 Telecommunications and internet

a. Telecommunication systems
- General assessment: excellent service; world leader in telecommunications and
perhaps the first 'Smart Nation' where a sensor network is implemented, for
water and air, smart logistics and smart sensor in the home of elderly or
chronically ill; roll out of 4G and 5G networks to ensure faster speeds; wireless
and fiber broadband growing segments of telecommunications; roll out of 'Next
Generation Network' (NGNBN) almost complete with FttH and wireless network
fiber based services; mobile sector saturated, but with mobile operators
competing to offer more to the consumer such as value-added services; 4 MVNO;
demand for data storage in Singapore (2020)

b. Internet
- Domestic: excellent domestic facilities; fixed-line 33 per 100 and mobile-cellular
156 per 100 teledensity; multiple providers of high-speed Internet connectivity
(2019)
- International: country code - 65; landing points for INDIGO-West, SeaMeWe,..
and SJC2 submarine cables providing links throughout Asia, Southeast Asia, Africa,
Australia, the Middle East, and Europe; satellite earth stations - 3, Bukit Timah,
Seletar, and Sentosa; supplemented by VSAT coverage (2019 )
- Internet users: Total: 5,286,665 (percent of population: 88.17% (July 2018 est.)).
Country comparison to the world: 80

(CIA, 2019)
(“GlobalEDGE: Your Source for Global Business Knowledge,” 2010)

Conclusion of Singapore:
- Strengths
● High non-price competitiveness.
● High value-added industry (new technologies, finance, chemistry, pharmaceuticals).
● Major goods transport and trading hub (air and sea), financial center.
● Large FDI inflows thanks to the advantageous tax regime, political stability and
excellent business climate.
● Asia's leading exporter of capital through sovereign wealth funds.
- Weaknesses
● Dependent on exports and imports (energy and food).
● Skilled labor and housing shortages, aging population.
● Limited freedom of speech.
● Vulnerable to the structural slowdown of the Chinese economy and U.S.-China
geopolitical tensions.

4. Conclusion
All three countries have advantages and disadvantages, especially during the Covid-19
epidemic still complicatedly evolving, affecting almost all countries in the world.
With IREX, Energy Joint Stock Company in particular and Vietnam in general, cooperation is
very important, it is based on friendship and fairness between the two sides. And Japan,
Canada or Singapore are all the places that stick with Vietnam in many areas where the
clean energy potential is the best today.
