The Executive Engineer U.P.P.W.D, Lucknow on behalf of Governor of Uttar Pradesh invites the
Percentage rate bids from the eligible and authorized Contractors registered with U.P.P.W.D. Class A,B,C,
and D as the case may be. The Bidder may submit bids for any or all of the works. Bidders are advised to
note the minimum qualification criteria specified in Clause 3 of the Instructions to Bidders to qualify for the
award of the contract..

1. Cost of Bid Document, as per coloum 6 (non-refundable) to be deposited in the account of U.P. E-Tender online
account through e-tender portal by internet banking only. All concerned please note that the bidding process will
not move onward if the the bid document’s cost (Tender Fee) is not paid through e-tender portal by Internet
Banking.
2 Bids must be accompanied with security of the amount specified for the work in the table as per column 5. Bid
security will be deposited in the account of up e-tender online account through e-tender portal by internet
banking only. All concerned please note that the bidding process will not move onward if the bid security (EMD)
is not paid through e-tender portal by internet banking. No other form of bid security will be accepted.
3 The bidders are required to submit the following :
1-Cost of Bid Document (Tender Fee) :- Certificate of proof of payment in the account of up. e-tender online
account by internet banking which will be generated when payment made through e-tender portal by internet
banking.
2-Bid Security (EMD) :- Certificate of proof of payment in the account of up e-tender online account by Internet
banking which will be generated when payment made through e-tender portal by Internet Banking.
4. Time allowed for completion is mentioned in column no.7 including rainy season.
5. Website http://etender.up.nic.in may be referred for detailed terms and conditions of the invitation
for bids.
6. Bid document with detailed terms and conditions will be available online on website http://etender.up.nic.in
from 21.01.2020 to 27.01.2020 upto 12:00 Hours.

8. Bid security must be valid for 45 days beyond the validity of the bid.
9. Bids must be submitted online on or before 12:00 Hours on 27.010.2020 and will be opened on 28.01.2020
at 12:30 P.M. in the office of undersigned. If the office happens to be closed on the date of opening of the
bids as specified, the bids will be opened on the next working day at the same time and venue.
10. The bids shall remain valid for acceptance for a period of 90 days from the last date of submission of
bids.Before submission of online bids, bidders must ensure that scanned copy of all the necessary
documents have been attached with bid.
(i) The department will not be responsible for delay in online submission due to any reason whatsoever.
(ii) All the information required for bid must be filled in and submitted online.
(iii) All documents/papers uploaded/submitted by the bidder must be legible.
11. A bidder shall not be permitted to bid for works in the circle responsible for award and execution of contracts
in which his or his spouse’s near relatives (defined as first blood relations, and their spouses) is posted as
divisional accountant or as an officer in any capacity between the grades of SUPERINTENDING
ENGINEER and Junior Engineer (both inclusive)

12. A pre-bid meeting will be held on 24.01.2020 at 12:00 Hours (noon) at the office of “Executive Engineer
Ty.Maintenance Division No.3, PWD, Lucknow” to clarify the issues and to answer questions on any
matter that may be raised.
13. No engineer of gazette rank or other gazette officer employed in engineering or administrative duties in an
engineering department of the state/central government is allowed to work as a contractor for a period of
two years after his retirement from government service, without government permission. This contract is
liable to be cancelled if either the contractor or any of his employees is found any time to be such a person
 who had not obtained the permission of the government as aforesaid before submission of the tender or
engagement in the contractor’s service.
14. Any bidder who is registered with the state bar council is not allowed to participate in bidding process.

15. Any bidder who is having criminal record is not allowed to participate in the bidding process
16. Each bidder is required to furnish an affidavit online on a non-judicial stamp paper of Rs. 100/-giving all
information on prescribed Performa required for evaluation of the bidding capacity of the bidder.
17. Bidders must submit information/document on prescribed Performa i.e. T4,T5,T6 with each bid.
18. Uploaded documents of successful bidder will be verified with the original documents before signing the
agreement. The successful bidder has to provide the originals to the concerned authority on receipt of such
letter, which will be sent through registered post.
19 Performance Security/Performance Guarantee will be decided as per G.O. No.622/23-12-2012-2 Audit/08 T.C.-2
Dt. 08.06.2012 which are following “Performance Security/Performance Guarantee will be taken 0.5% per 1%
below rate up to 10% below and 1% per 1% below rate more than 10% below.”
20. Labour cess @ 1% will be deducted from contractor`s bill and GST shall be paid extra as per rules.
