(Public Health - POE Assessment and Training). The success candidate will be offered Consultancy

1. Background
Operational in Indonesia for more than 40 years, IOM Indonesia is one of the largest IOM
missions in the world working on a wide range of activities in partnership with the
Government of Indonesia, civil society, private sector actors, migrants and communities.
IOM Indonesia is engaged in several thematic areas, including: Counter-Trafficking/Labour
Mobility and Human Development (CT/LMHD), Disasters, Climate and Resilience (DCR),
Immigration and Border Management (IBM), Migrant Assistance, Migration Health, and
Resettlement and Voluntary Returns.
IOM’s Immigration and Border Management (IBM) Division supports Member states in
improving the policy, legislation, operational systems, human resources and administrative
and technical structures required to respond more effectively to diverse migration and
border management challenges. IBM activities are in line with IOM’s commitment to
facilitate orderly, safe and regular migration and mobility.
Under the guidance and direct supervision, the National Project Officer and in close
coordination with other relevant units in the mission, the successful candidate will
contribute to the provision of services and targeted assistance to beneficiaries of IOM’s
project on Empowering Migrant Worker Households and Strengthening Capacities at Points
of Entry in Indonesia.

2. Nature of the consultancy & IOM Project to which the Consultancy is contributing
Under the direct supervision of the National Project Officer and over all supervision of
Programme Coordinator and Deputy Chief of Mission, the consultant will be responsible for
the joint rapid assessment of selected PoEs, providing technical and programmatic support
to improve the capacities and processes of the PoEs to mitigate COVID-19 risk and
transmission to travelers, migrants, frontline officials and other staff. Following the
assessment, the consultant will support the implementation of a series of related activities,
including capacity building for staff and relevant community leaders/members, aligning the
SoP of the Ministry of Health with international standards on public health management. The
consultant will also produce a final factual report of the assessment including
recommendations for a well-rounded PoE response to the COVID-19 outbreak.
1. Finalize the joint assessment tools and forms in coordination with IOM and relevant
government agencies, incorporating key operational areas, such as registration,
screening and referral.
2. Conduct joint rapid assessment at selected PoEs in coordination with the Ministry of
Health, Immigration and other relevant agencies. Prepare trip assessment reports of
each PoEs visited, including COVID-19 risk assessment, mitigation plans and detailed
recommendations to submit to IOM after every visit.
3. In the event that travel is prohibited due to COVID19 travel restrictions, the Consultant
is expected to devise an online alternative to the PoE assessments, including revision of
assessment form, if necessary and conduct those online assessments accordingly.
4. Assess the SoP on the PoEs at the national level for possible formal adoption and
implementation of IOM’s own SOP for Frontline Officials in the COVID-19 outbreak at
POEs nationwide to ensure adherence to infection prevention and control protocols,
preparedness to carry out initial case management, including isolation, triage, and
referral, as well as referral management.
5. Conduct capacity building for frontline officers and POE officials on COVID-19 including
detection, notification, management, and referral of ill travellers in line with SOPs.
Capacity building shall include preparation and management of pre and post-tests, or
any equivalent measure, to obtain accurate data on increased knowledge of participants
on COVID-19 handling.
6. Provide support on the Risk Communication and Community Engagement Campaigns
(RCCE) training of peer messengers (migrant worker households, community members,
transportation personnel) which will focus on increasing the peer messengers’
awareness and skills in delivering fact-based information about COVID-19 risks, ways to
prevent and mitigate COVID-19, how to access COVID-19 health care services, and anti-
stigmatization.
7. In coordination with IOM, hold meetings with relevant government agencies, including
the Ministry of Health and DGI, and local government health agencies, along with any
other relevant UN and/or civil society organization working on COVID-19 issues relevant
with the assessment, as well as any other external sources as recommended by the IBM
team. Facilitate interagency coordination meetings relevant to POE assessment, training,
SoP alignment and other relevant issues pertaining to COVID-19 risk mitigation.
8. Corroborate gathered information through one-on-one (telephone/skype/Zoom)
discussions with Programme Coordinator and IBM team.
9. Prepare an overall assessment report on the PoEs capacities to mitigate COVID-19 at
both the national and local level which includes the following critical aspects:
• Challenges faced by PoEs on handling the screening and handling of COVID-19 cases
• Overview of current referral pathways for suspected COVID-19 cases

• Providing recommendations on how to improve the current COVID-19 mitigation
process.
10. Facilitate training for Government agencies and community members to raise awareness
on COVID-19, access to referral pathways and case management.
11. In coordination with IOM, present report findings to select Government and UN partners
as requested.
5. Realistic delivery dates and details as to how the work must be delivered
The total duration for this assignment is proposed 6 months. The consultant will determine
his/her final work schedule at the beginning of the assignment with the approval of IOM
Indonesia’s Programme Manager. The work schedule will set up clear deadlines for the
completion of each expected deliverable.

The quality, targeted and detailed of the work performed as established in above as well as
compliance with agreed delivery dates.
The Consultant will work under the direct supervision of the the National Project Officer
(IBM) and under overall supervision of Programme Manager and Deputy Chief of
Mission. As work progresses on the consultancy, the Consultant will share expected
delivery results for the review of National Project Officer (who will ensure to provide
timely comments to the consultant’s work).

9. Consultant’s Workplace
Language: Fluency in English, both oral and written. Fluency in Bahasa Indonesia is an
advantage.
The consultant will need to submit technical and financial proposal in ENGLISH.
2. Financial Proposal listing all costs associated with the assignment in local
currency (IDR). In particular, the financial proposal should itemize the
following:
a. Consultancy fees, including additional supporting resources person per
day/activity;
b. Variable cost inclusive printing of study tools, banner, meeting costs (if
any)

12. Evaluation
A proposal shall be rejected at this stage if it does not respond to important aspects of the
Vacancy Notice or if it fails to achieve the minimum technical qualifying score which is 80%.
The technical proposals of Individual consultant shall be evaluated based on the following
criteria and sub-criteria:
