The Pandemic COVID-19

Project Problem Statement

General Instructions:

You are invited to review and analyze the scenario below and determine from the
requests what actions you need to take by using your knowledge and ability to
analyze and decide.

The activities given below can be found in the Simplilearn course material. However,
if you need further clarity, please feel free to reach out to the trainers for guidance.

The duration to perform tasks documented below are recommendations and should
be considered as suggestions to the level of detail expected in the project. You may
not have all the information to perform these assignments as you would in a real
project, but you should be able to provide relevant details to show that you
understand what is being discussed, why it’s important, and what action you would
take to control your project.

The data provided is general, but specific information is given when required. It will
give hints as to what you need to consider, and you can apply your knowledge of
PRINCE2 Agile gained during the class and apply them to this project. You are free to
provide your own solution and can add specific details as you would do in a real
project. However, the answers you provide must be in line with PRINCE2 Agile, must
be reasonable and realistic, and must be wholly integrated into the project.
Remember, all aspects of your answers must either support the project success or
minimize failure, and you will need to justify them to ensure a successful outcome.

The project situation presented here is fictitious. Any coincidence with persons living
or dead, organizations, customers, vendors is purely coincidental.

Organization Profile:

Since its inception in 1968, Melville Labs, headquartered in Santiago, Chile, has
expanded its laboratory expertise across the globe in pursuit of its desire to help
improve people's lives.

Building on its solid reputation, Melville Labs is committed to strengthening its

branded product portfolio with the launch of additional medicines developed from
its research and manufacturing process as well as through strategic brand
acquisitions and licensing.

Project Management Structure

● The board chairperson heads the lab.

● The secretary reports to the chairperson and provides administrative and
document support.
● Each division under the council chairperson is headed by the respective
head.

Project Mandate:

The project mandate document usually contains an outline of the business case and
will explain the reason why the project is needed. Remember, the project mandate
is the trigger for the project. The business case information will be taken from the
project mandate, if included, and will be what we call the outline business case,
which will be part of the project brief.

The trigger to start the project is the project mandate, and it appears from outside
the project team. PRINCE2 Agile says that the project mandate is created by
someone from corporate or program management.

Starting up a project is the first process and has the following main outputs that are
given to the project board:

• The project brief, which contains the outline of the business case
• The initiation stage plan, which is the plan for the initiation stage
• The project product description

The starting up a project process is considered to be outside the project. The project
does not start until the project board takes its first decision. So, the starting up a
project process provides the information to start the project.

Problem Statement:

Melville Labs recently started to operate 24 hours a day, seven days a week. The
change in working hours is primarily due to the outbreak of the pandemic COVID-
19.

The local health ministry has assigned Melville Labs, along with other health labs in
the production of the Portable XOXO COVID-19 Instant Test Kit. This test kit helps the
health care professionals to identify the affected individuals with the earliest
possible time.

The key components of the Test Kit are:

● Sample Pads
● Absorbent pads
● Digital body temperature thermometer
● Medical exam charts
● Penlight
● Sterile tongue depressors
● Full-color HST instruction manual

The ministry has instructed all the three labs to follow the working guidelines for
the minimum viable product (MVP).

● 95% pass in quality control rate

● Rapid results in 10 minutes
● Small sample sizes
● Sold in packs of 10
● The kit can be stored at room temperature or refrigerated (2-30°C)
● Following the incubation period, IgM may appear in blood within 3-5 days.
IgG will appear as soon as 1-2 weeks
● Shelf life of 24 months from manufacture date
● Forensic or medical professional use only
● Tests should be conducted by a licensed phlebotomist or a medical
professional
● Verification of use case prior to shipping is mandatory

Because of a general shortage of testing materials and people trained to do them,

as expected, patients will be treated all around the clock. The authorities of the
health ministry are urging the labs to expedite this project.

In the just-concluded senior management meeting, the following challenges and

risks have been identified.
● Too much dependency on the suppliers as the majority of the raw materials
is from external sources.
● The project is extremely time-bound and cannot afford too many deviations.
The success of the project is the early realization of the product.

"This is one component of our strategy to improve lab testing in Melville Hospital,"
Dr. Theresa Tang, Melville Labs CEO, expressed her concerns about the importance
of this project.
Now, the management is planning on setting up the project to address these
issues.

Task 1

Description Identify the executive for this project. Refer to the Lab's
organization chart presented earlier in this document.
PRINCE2 Agile Use the project brief.
Management 1. Corporate: The Board Chairperson

Review Submit the project brief after completing all tasks in this
process.

Task 2

The head of manufacturing sets up a meeting with the other departments and
presents the project mandate.

The following points are the outcome of this meeting:

● This project must be taken on high priority because it creates trust amongst
all the stakeholders.
● The senior management unanimously agrees that a couple of other projects
that the lab council wants to undertake in the next quarter will not start as
planned.
● The vendor management specialist speaks about acquiring all the raw
materials. Also, a quick request for proposal must be floated inviting bids
from prospective suppliers.
● The vendor management specialist quotes a recent directive from the lab
council prohibiting the hiring of any new staff due to some cost-saving
measures.
● A new quality control team should be established only for the recent
product.

Description Identify all the activities involved in the project and how it
is different from "Business As Usual."

Task 3

The Project Board has confirmed the Project will be executed with the PRINCE agile
Framework. They decided to get the advantages and disadvantages of all the three
commonly used agile frameworks and the recommendation of the project
manager.

● Kanban
● Lean Startup
● Scrum

Description The project manager will present the advantages

and pitfalls for each of the frameworks. The
presentation will also include the time of the project,
where more than one framework can be used.

Task 4

The project board needs to understand the solid foundations for the project. The
process enables them to understand the work that needs to be done before
committing to a significant spend.

Description The project manager will present the detailed planning

performed with the below documents.
● Tailoring agreed
● Management approaches
● Controls
● Project plan

Task 5

During a review meeting, many board members desire to see the firsthand feel of
the project. The project manager has to come up with the recommended strategy
working closely with the vendor management specialist. The procurement of the
raw materials has to be planned as per the lab's procurement process.

The project manager needs to prepare one of the following based on the
recommended approach.

● Scrum events
● Kanban board
● The lifecycle of Lean Startup

Description A detailed workflow of the process, controls, and events

is presented to the project board

Task 6
There has been a delay in the deadlines for the production of the test kits. A project
likes to understand PRINCE2 and agile collaboration has the right approach.

• PRINCE2® and agile each have their strengths

• PRINCE2® focuses on direction and management
• Agile is delivery focused

Description The project board is examining the progress of the

project kickoff. A commitment to the right level of the
Prince2 and agile concepts has collaborated. Agile

Task 7

The project manager has to perform the future forecast and rates of progress.
Project manager has decided to deploy the agile relative estimation technique:
Story points

Description Agile uses relative estimates and often based upon a

points system
Popular point systems:
• Fibonacci sequence... 1,1,2,3,5,8,13,21, etc.
• T-shirt sizes... S, M, L, XL, XXL
• Story points
It was used to forecast future rates of progress
empirically.

Task 8

During the managing the delivery process, the project manager is expected to
produce the following product reports to the project board based on the
Agilometer.

The following are inputs on communication requirements for this Project:

• All communications with suppliers and external agencies will be media
based.
• Project manager (that is, you) must compile a weekly report (you have to
decide which PRINCE2 management product meets this requirement) that
shows the progress made during each phase of the project with a summary
of critical issues and risks, supplier team's performance and lessons learnt.
• This weekly report will be distributed by email to board members and local
health authority
• All meetings with suppliers and external agencies must have the proceedings
of the meeting recorded in minutes of meeting and share it with the project
board

Work package A vital interface. Brings PRINCE2 and agile working together.
Collaboratively defined. A bright, safe boundary of control.
Also, space to empower teams to self-organize and enable
productive communication. May include one or more releases
or sprints.
Highlight report Important yet likely to be informal. It contains information on
releases and sprints and the benefits enabled. It could be in
the form of an information radiator or burn chart.
Checkpoint It could be replaced by the daily stand-up but must not change
report the stand-up to "reporting to...". It could be in the form of an
information radiator and/or burn chart.

Description Assess the suitability of the project environment for agile

working. Facilitates the most effective way to tailor
