SUBJECT : STRICT OBSERVANCE OF THE MINIMUM PUBLIC

HEALTH STANDARDS AND THE CONDUCT OF REGULAR
DISINFECTION / DISINFECTION PROTOCOL AT LEAST
TWICE A WEEK

In compliance with DOH DEPARTMENT MEMORANDUM NO. 2020-157 and 157-A with the
subject: GUIDELINES ON CLEARING AND DISINFECTION IN VARIOUS SETTINGS AS AN
INFECTION PREVENTION AND CONTROL MEASURE AGAINST COVID 19 and DILG MC NO.
2021-053 dated May 12, 2021- IMPLEMENTING GUIDELINES OF THE SAFETY SEAL
CERTIFICATION PROGRAM FOR THIS DEPARTMENT AND THE LOCAL GOVERNMENT
UNITS AS ISSUING AUTHORITIES, in furtherance of JMC No. 21-01- IMPLEMENTING
GUIDELINES OF THE SAFETY SEAL CERTIFICATION PROGRAM dated April 23, 2021, all
concerned Barangay Officials and Personnel/Employees are directed to strictly observe
IMPLEMENTATION of the MINIMUM PUBLIC HEALTH STANDARDS and to abide with the
CONDUCT OF REGULAR DISINFECTION / DISINFECTION PROTOCOLS at least twice a week.

Aside from policing the enforcement of these standards in their barangays, the DILG
further enjoins barangay officials to do regular cleaning and disinfection within their barangay
premises.

Further, to promote health and safety and in order to preserve the comfort and convenience of the
barangay inhabitants, especially during a public health emergency, all Residents, Clients and Visitors are
advised to always wear face mask and face shield, sanitize hands using alcohol and/or hand sanitizer and
maintain social distancing while transacting official business with this Barangay.

SUBJECT : DESIGNATION ORDER AS SAFETY OFFICER AND

PERSONNEL-IN-CHARGE FOR MONITORING THE
IMPELEMNTATION OF THE MINIMUM PUBLIC HEALTH
STANDARDS (MPHS)

Section 16 or the General Welfare Clause of the Local Government Code OF 1991
provides that barangays should adopt measures to promote health and safety, maintain peace and
order, and to preserve the comfort and convenience of the barangay inhabitants, especially
during a public health emergency.
The DILG, through the Office of Undersecretary for Barangay Affairs Martin B. Diño,
issued an advisory dated June 17, 2020, reminding all punong barangays nationwide to monitor
the adherence within their respective jurisdictions of the practice of wearing of face masks,
physical or social distancing, regular hand washing, and the availability of sanitizers, clean
water, and soap. Barangays are also directed to discourage mass gatherings and eating together in
communal areas.
From the foregoing premises, the subject NAMES above are hereby directed to perform
the following functions, to wit:

1. Monitor the strict implementation and maintenance of social distancing and ensuring
the compliances of clients/visitors/employees/local officials to health protocols and areas in the
establishment where people gather (e.g. queue);
2. Minimize the number of participants of their activities such as holding meetings and
other sessions;
3. Coordinate with the appropriate bodies for support and referral to community-based
isolation facilities for confirmed cases with mild symptoms, and to health facilities for severe
and critical care;

4. Undertake contact tracing or coordinate the conduct thereof;

5. Monitor status of employees/personnel quarantined or isolated; and
6. Implement return to work policies.

This Order is issued in compliance to the SAFETY SEAL CERTIFICATION PROGRAM

requirements pursuant to JMC No. 21-01 and DILG MC No. 2021-053.
