Local Language ). After the independece of Republic Indonesia, the government tried to do the land reform
on the West Sumba. But the proccess had failed because of the strong traditional custom in the Region.
Therefore, the land ownership is based on the local custom not by the Government Act. The land boundary
is also not limited by the longitude or lattitude but by the stone, tree, river, etc according to the local
custom. I will explain the social structure on the diagram which also represent the land structure in the West
Sumba.

According to the diagram ,the structure of the land owner in every West Sumba region is most likely the same.
The firstborn son is the landlord, so in order to acquire the land for the Jarthropa Plantation we need to
approach the right firstborn son of the land to start the negotiation. He has the right for all his land, regardless
of the people currently cultivating or live on their land. This actually makes the negotiation process simpler.
There are many unused land in Sumba and all the part has a very fertile soils. Jartropha trees are growing well
and yielding many fruits.
Overall, the culture and characters of the native are friendly and open. Most of them are living in poor condition
and they are very welcome to serious investors.
5. Overall Conclusion
After reviewing and surveying the social and the technical condition of the potential Jarthropa plantation estate
in West Sumba. We conclude that, West Sumba is really have a potential to develop high yield Jathropha
plantation. Technically, just from our naked eyes we could see that most of the soil in West Sumba has very rich
carbon composition which is good for the plant. Currenty we are conducting sample soil analysis from the three
sites which we visited during the survey and we will know the result as soon as possible. West Sumba had all the
infrastructure required to develop an estate as we mentioned above. The local villagers also helped us a lot
during the survey, they explained to us about the local Jarthropa which had grown perfectly around their estate.

From this point of view, we realized that Jartropha is a perfect crop in Sumba. With yearly rainfall around min
1.000 MM per year, crops such as rice , cashew, and jarthropa will have full potential yield around the West
Sumba region.
