This technical specification document (TSD) defines the scope of supply and scope of services of
complete material handling system (mechanical) for a single line Waste to Energy plant.
Fly ash from the 2nd and 3rd pass of boiler transported to bottom ash chute through screw conveyor.
The ash / residue collected in the fabric filter hoppers transfer to screw conveyor through slide gate
attached to fabric filter hopper. Ash / residue from the common screw conveyor is transported to
residue silo through pneumatic conveying system.
2 TECHNICAL REQUIREMENTS
For general project information and requirements, refer to TII-16-01 “General Information” (See:
Enclosure 1A to this TSD)
The following technical specification is binding for the total extent of products and services offered.
However, the supplier is not released from pointing out to the purchaser in case technical
requirements cannot be fulfilled or in case they may cause technical drawbacks.
The complete scope of supply has to be carried out according to TII-16-02 “Regulations and
Standards“ (See: Enclosure 1A to this TSD).In addition or in case of conflicts the works shall comply
with the relevant standards applicable in India.
The expected lifetime of the works is 25 years based on regular operations and maintenance.
The system must be designed for operation in harsh conditions. Simple maintenance, minimum
servicing and support must be guaranteed. Therefore the equipment shall have the sufficient
strength , durability and be solid. The lubrication points must be easily accessible and easy to identify

Note:-

The supplier guarantees compliance with the technical characteristics in accordance with this
specification document.
General guarantees
The Guarantee period for all equipment/materials and structural/architectural works shall be two (2)
years after the formal acceptance date of the plant. The Supplier shall guarantee the following two
cases. Also during the guarantee period, if the operation of the supplied equipment has stopped
owing to defective supplied equipment which is needed to be replaced or repaired under the
supplier's responsibility, the guarantee period shall be extended for a period equal to the forced
stoppage.
Performance guarantees
The supplier shall guarantee the performance shown in the data sheet or technical specification for
two (2) years after the formal acceptance date. If the supplier can not attain the guarantee figures in
performance test at site and it is judged supplier’s responsibility, the supplier shall replace and/or
repair the corresponding equipment, in this case replacing and/or repairing works are included in the
supplier’s obligation..
Mechanical guarantees
The supplied equipment shall be guaranteed for two (2) years after the formal acceptance date. If
any trouble happens within the guarantee period and it is judged as the supplier’s responsibility, the
supplier shall replace and/or repair the corresponding equipment free of charge, in this case
replacing and/or repairing works are including in the supplier’s obligation.
2.2.1 Availability
The supplier guarantees an availability of at least 8,500 working hours per year for his scope of
supply.
According to TII 16.05 Thermal / Sound insulation (See: Enclosure 1A to this TSD).
1. Conveying capacity.
2. Power consumption.
3. Utility consumption (water / air if screw conveyor used water / air cooling.)
The reference documents that are marked with " √ " in the respective column are part of this
specification and the supplier must ensure that they are received.
General information
The scope of supply includes, all the components indicated in the Enclosure 1B to this TSD:
Diagrams, plans, drawings and other documents.
All lubricants proposed for the works shall be suitable for all operating and environmental conditions
on the site. All oils and greases shall where possible be readily available in the country. The number
of oils and greases shall be kept to a minimum and the supplier shall submit to the purchaser for
approval a schedule containing all items of the works which require lubrication with the quantity type
and grade of lubricants required. The supplier shall supply the first fill of lubricants for the works
supplied under the purchase order.
All parts to be fitted on the civil or steel structure (inserts, anchor bolts, foundation bolts , nuts ,
inserts , templates, etc.) shall be specified and supplied by the supplier within his battery limit.
Notes:-
The supplier to ensure complete assembly of equipment will be required for erection and
commissioning of equipment at site (assembled system). Site welding etc. shall be avoided.
Parts and components constructed with buck stays, ribbings or with upwardly opened profiles, in
which water puddles can form, are to be furnished with purposeful drain holes,which have to be
drilled before the anti-corrosion coat is put on.
Thermal separation at transition areas or at the connection of warm to cold system components (heat
/ cold bridges), whereby the possible thermal expansion must be taken into account.
Transportation sizes must be agreed with the purchaser
The supplier shall precisely mention in his proposal the scope of supply and works for equipments.
The supplier shall clearly indicate if any clarification and deviations considered in the offer compared
with TSD requirement (In format provided along with TSD).In abscence of such deviation sheet it will
be presumed that offer is strictly as per TSD and all it’s enclosure requirement in full.
Supplier shall not disclose any technical information submitted by Hitachi zosen India Private Limited
(HZIND)
Mechanical scope
The supplier shall supply the said goods including below mentioned related to items in conformity
with the descriptions or conditions given in the data sheet and / or specification attached hereto and
all other attached documents. “Marked scope of supply for material handling system
(Mechanical)” (See: enclosure 1B to this TSD).
Turnkey material handling system (Mechanical) consisting of the following major components:
1. Boiler 2nd and 3rd pass ash handling system (Refer design parameter and layout drawing)
2 nos. screw conveyor with cooling arrangement, cooling menthod supplier to specify.
(Screw conveyor will be directly attached to boiler 2nd and 3rd pass hopper with no bottom support
supplier to decide and design the conveyor with proper support)
2 nos.inspection door on each screw conveyor 1 at front end and 1 at discharge end (One touch
type)
1 no. expansion joint (downward expansion 20 mm and lateral expansion 15 mm).
Notes:-
Specific requirement for each equipment refer below notes:-
1. Expansion joints
The construction of the joint shall be as per the EJMA standards.
The expansion joints shall be complete with internal liner (MS plate)
The material of internal liner and bellows shall withstand the applicable temperature pressure and
axialand lateral movements.The flanges of the expansion joint shall be of carbon steel and drilling
shall conform to ASME B 16.5 class 150# rating.
The expansion joints shall not allow any leakage at the maximum operating pressure.
Limit rod assemblies shall be provided to prevent excessive expansion.
Alternatively fabric expansion bellow can also be considered with Internal sleeve/pipe arrangement
for protection of fabric from ash.
2. Knife edge gate valve.
The inner body, spindle and knife plate (min 8 mm thickness) of the knife gate valve shall be of
stainless steel. Outer body & yoke of the valve shall be CS / CI.
The knife gates shall provide leak-proof system and fresh air should not enter through gland sealing.
3. Screw conveyor
Conveyor shall be completely sealed especially dust leak from inspection door, top cover plate and
shaft penetration area shall be prevented.
The drive and non drive end shaft shall be provided with stuffing box / dust seal with lantern rings.
A latern ring at seal shaft shall be installed to make sure there is no scatter of fly ash from shaft
through portion.
Grease nipple and lubrication pipe for latern ring shall be installed.
Supplier shall prevent shift of shaft caused by thrust load.
The material of construction of trough, paddle should be abrasion resistant and of adequate
thickness.
Inspection door shall be of one touch type with proper sealing arrangement.
The inspection door shall be with wired mesh door to avoid direct contact with moving part when
inspection door is open.
4. Motorized double flap valve
Flap valve shall be pressure and dust tight contruction.
Flap valve shall be provided with inspection door / handhole.
Flap valve shall be compact design.
General Notes:-
Strictly no leakage allowed through any part / component of material handling system
supplied by supplier.
The ash generated from municipal solid waste fired boiler have corrosive and abrasive nature hence
accordingly MOC of ash handling system components shall be selected.
Boiler 2nd and 3rd pass hopper bottom flange elevation and for fabric filter outlet flange elevation
along with dimensional details mentioned in attached reference drawing (See: enclosure 1B to the
TSD).Supplier to fit equipement shown in marked scope of supply in available space and provide
layout of same for review and approval.
Gaskets to be supplied for the flange connections to ensure the gas tight sealing. 10 % extra quantity
should be considered for shop trial assembly wherever applicable.
Gasket material should be of Non-asbestos only. During the selection of material for gaskets, the
supplier has to check and considering the restrictions given on materials in TII 16.01.
All bolts and all other fixings on the surfaces of steel structure connections shall be chamfered
(smooth surfaces).
Suggest any plan concerning the cost-reduction that doesn’t make performance lower if they have.
The scope of the supplier shall be deemed to include all such items which although are not
specifically mentioned in the specification, but are needed to make the equipment complete in all
respect for its safe, reliable, efficient and trouble free operation.
The material of construction of trough, blade should be abrasion resistant and of adequate thickness.
The shaft shall be of EN-8 as minimum. The screw conveyor shall be provided with inspection door
at top for removal of jammed material.
Direction of rotation arrows shall be clearly & permanently marked on all rotating machines.
Manual knife edge gate valve open and close indication shall be clearly marked with clockwise close
and anti-clockwise open.
Maintenance, such as exchange of the packing, shall be performed easily.
Removable contact protection over rotating parts.
Shims shall be arranged between the electrical motor and the bed plate to facilitate the realigning of
the motors during overhaul, with a possible deviation of 5 mm.
All bolts except those with nylstop nuts shall be provided with lock nuts and spring washers.
Hardware:-
1. Bolt – Grade 8.8 (as minimum)
2. Nut – Grade 8.0 (as minimum)
All transportation frame and stay shall be coated with yellow color.
Approval for the assembly drawing means only the approval of the shape and tie-in dimension
supplier needs to guarantee the performance.
According to TII 16.04 “Corrosion protection and color concept” (See: enclosure 1A to the TSD)
1. Name plate (A corrosion-rasistant name plate shall be attached to each equipment in clearly
visible,easily accessible location.Name plate shall be stamped with following information.)
Purchaser equipment number , equipment name.
KKS number should be in a readable manner in block letters size at least 10 mm in height.
3. Name plates shall be provided for each instruments, valves which are in suppliers scope.
Electrical scope
According to all TII, catalogues and specifications (See: enclosure 1A to this TSD)
Electrical scope shall be as per “Marked scope of supply for material handling system (Mechanical)”
(See: enclosure 1B to this TSD)
The following equipments and devices are included in the scope of supply:
All required electric drives and consumers.
All earthing connections shall be considered for panel / skid etc and provide a common terminal
points.
For LT Motors Refer TII 15.02.01 “Low voltage drives and motorized valves”
According to all TII, catalogues and specifications (See: enclosure 1A to this TSD)
Instrumentation and control scope shall be as per “Marked scope of supply for material handling
system (Mechanical) ” (See: enclosure 1B to the TSD)

3.2.1 Engineering
The engineering services comprise the full engineering work as well as the documents to be
provided in accordance with Enclosure 2 to this TSD "Documents from Supplier”.In case that
Indian officials/authorities request for additional documents,which are not listed as above,they have
to be provided also.
Verification, correction and completion of interfaces on purchaser’s or third party’s drawings and
other documents comprising interfaces to the supplier’s scope of delivery.
All genral arrangement, detail drawing,assymebly and sectional shall be submitted in AUTOCAD
format for approval / review.
Drawings of equipment / component received from sub supplier (AutoCAD version).
Detail drawing list and specifications of all wearing out parts and parts subject to breakage during
normal operating conditions
Installation manual , operation manual , maintainance manual and so on.
Below calculation shall be submitted during prebid stage for review / approval.
1. Sizing calculation of screw conveyor and double flap valve.
2. Strength calculation for screw conveyor shaft.
3. Electrical motor rating calculation.
Factor of safety for all shafts shall be > 1.
3.2.2 Erection
The cold commissioning, trial run and training are part of the scope of supply. Also included are the
following:
1. Supervision for erection and commissioning
Supervision for erection and commissioning is to be provided if needed.
2. Trial run at supplier’s place
Functional test of all equipment like screw conveyor , double flap valve and drag chain conveyor.
3. Training
Instruction to site team for proper operation of system if needed.
4. Response from supplier
During the trial run of the whole plant, the supplier ensures that they are available on a call basis.
