4. Describe your organization, number of employees, equipment and training


facilities, what is the management structure and list key people in the
company and others related to this activity. What kind of trainings do you
provide? Do you collaborate with others to design the curriculum? Do you
offer career prospects for the people that pass the training? Trainers are
employees or outsourced experts? How many people you trained in the
last three years? Please include other relevant references.

High school "SAFET KRUPIĆ" was founded in 1947. It has 56 employees,


of which 51 are teaching staff. There are four major departments in the
school: forestry technician, woodworking profession, mechanical
profession and textile profession. The performance of professional
theoretical and practical teaching mechanical engineering includes 9
teachers. The school is managed by the School Board and by the school
principal. The school has 5 experts for CNC education, while other experts
will be from the economy and other institutions. In the machine sector,
the following professions are educated: mechanical technician, CNC
machine programmer, computer design machine technician, central
heating installer, welder and plumber. The interest of CNC operators and
CNC programmers is the interest of the expressed companies from the
environment, as evidenced by the ten letters of intent and support that
we attach to this application.
Key equipment available to the school: 2 CNC milling machines, 1 CNC
laser, 2 3D printers, 13 computers with simulation software, welding
machines, safety equipment and other threatening equipment

High school "SAFET KRUPIĆ" conducted some similar project in the past.
In last three (3) years we trained cca 150 studenst. For example:

1. Project “Increasing the competitiveness of the workforce in the


municipality of Bosanska Krupa”. The main applicant was
municipality Bosanska Krupa and high school was co-applicant with
other organizations. The aim of project was increasing the
competitiveness of the workforce and the task of school was to train
80 welders. The project results are: 56 of 80 welders successfully
completed the course. Project budget was 200.000 euros.

2. Project “practical training in the workplace” was realized through


the program “Opportunity plus”. The main applicant was Trade
Chamber USK, donator was Swiss Embassy. Employers have
requested this training, as a result of the project is regular practical
training in companies. Project budget was 94.280 BAM. Broj ljudi

Section II. Program Description

1. Title of your proposed activity: Training for the future

2. Describe the training needs of the community you serve. How is this
training going to support employment needs from several companies in
your region and at the same time provide opportunities for employment for
youth and for the general population? If you are a company (not a training
center or a vocational school) looking to provide training, please specify
how this specific activity will benefit the broader community i.e. other
private enterprises and the unemployed (attach letters of
interest/commitment from partner companies)?

Considering the complexity of performing the work of CNC operators and


programmers, as well as certified welders, and according to information
provided by employers in the metalworking industry, it was discovered that
graduates of the metalworking occupation do not have enough knowledge
and skills after formal education. This puts employers in a situation where
they do not have the appropriate staff to perform the tasks of CNC
operators, CNC programmers and welders. That was the reason why the
employers in Bosanska Krupa proposed to the School to initiate the
establishment of a Workforce Training Center for CNC operators and
programmers, and welders. The Federal Employment Service and the
cantonal employment services conducted activities within the labor market
research in the Federation of BiH in order to obtain quantitative and
qualitative data directly from employers, which are necessary to provide
adequate information on labor market trends in 2020. The survey of
employers' needs included 1.034 employers with five or more employees
registered in the Federation of BiH, of which 584 or 56.47 percent
expressed the need to hire 4.838 new workers in 2019. Naveti referencu

According to the expressed needs of employers within this research, the


most required occupations of III and IV degree in 2020, among others, are
the occupation of welder, CNC operator and programmer. In addition,
according to the records of the Cantonal Employment Service of the Una-
Sana Canton, there are no such personnel in the employment records.

Based on the interviews with companies in the area and based on


experience, the school management determined that there is a need for
education of CNC operators and welders. Employers have also expressed a
need for these staff. There is already a certain part of workers who work as
CNC operators or welders, without prior training, and do not even have a
certificate.

The first six companies (6) from the above list will be used to conduct
part of the practical classes.

3. Describe your workforce development (training) activity. How many people


are going to be trained? Where is training going to be organized. Who is
going to train them? Please include training program/curriculum (annexed
to this form if you need more space) that describes training goals and
methods.

The education will be conducted in accordance with the established teaching


curriculum. The curriculum will be harmonized with the needs of employers
and in accordance with the applicable standards that regulate the
performance of these tasks.

The program will include 45 participants for CNC operators and 30


participants for welders. An Agreement on obligations and rights of students
will be signed with all participants, which includes compliance with all school
rules, epidemiological measures due to the COVID 19 Pandemic, then
obligations to attend and take the exam in order to obtain the Certificate. It
will also be specified that candidates with 90% + attendance can take the
final exam. Classes will be conducted according to the established
Curriculum.

The goal of the training is to train the workforce for the needs of the metal
sector, and in general the project addresses the lack of skilled labor in key
industries in the northwestern part of BiH, which solves the main problem of
unemployment and low productivity in the metal sector.

The training will be conducted in the premises of the School "Safet Krupić"
(theoretical and part of the practical, and the rest in the production facilities
of the above mentioned six (6) companies in the Bosanska Krupa).

4. What is the cost of the training? Include estimated training cost. How much
will be paid by individual trainees or companies and how much is requested
from WHAM funds? What is the structure of the training cost? Please note
that budget table and budget notes will give you an opportunity to detail
these costs.

Training costs include the cost of trainers (personnel costs, Fringe Benefits),
then supplies necessary for teaching, such as raw materials,licens for
software, certificates and promotion material.

Provodeći analizu tržišta došli smo do infomracija da program obuke za CNC


operatera u našem regionu u obimu od 240h u prosjeku košta
2000KM/operateru, dok je cijena za zavarivače, također za 240h,
1500KM/zavarivaču. Svoj budžet smo I projicirali na osnovu tih podataka,
tako da ćemo za ukupu vrijednost našeg projekta (94.095,38KM) dobiti 45
obučenih CNC operatera/programera I 30 obučenih i certificiranih
zavarivača.
Isti broj operatera/programera bi u prosjeku koštao 45 x
2,000.00KM/kandidatu=90,000.00KM, plus zavarivači 30 x
1500KM/zavarivaču=45,000.00KM.

Prilikom izvođenja nastave kandidati će biti podjeljeni u manje grupe kako


bismo poštivali propisane mjere vezano za COVID 19. Također, prilikom
izvođenja praktične nastave u školi zbog kapaciteta materialno-tehničkih
sredstava I kvaliteta nastave biti će formirane grupe od po 10-12

The companies from the surroundings are participating in the project, the
companies will give their in-kind contribution in the use of machines in the
amount 51.829,6 BAM according to the attached documentation.
5. On a form annexed to this application, please list all the results to be
achieved and the indicators you will use to measure success (refer to
document 3a Indicators Template).

Explanation: In an interview with the companies, it was found that there
are a certain number of workers who work as CNC operators or welders,
but they do not have sufficient skills, as well as a certificate.
 Number of people to be employed: 40
Explanation: The aim of project is to employ 35 of 40 people in the
companies
 Number of young people: 40
 Number of requalified persons: 15

6. Describe your method for selecting trainees and beneficiaries. How will you
assure that the planned number of trainees and newly employed people are
going to be achieved? How would you support coordination with potential
employers or other third-party institutions to ensure most if not all the
people trained are able to secure employment after finalizing the
training/courses?

The selection of participants will be done in two ways:


a) Employers of companies that have supported the project will nominate
their employees,
b) For the remaining participants, there will be public advertising so that it
is provided to employees from other companies and unemployed
potential participants,
c) Take lists from the Employment Bureau and determine the selection of
“related” occupations for retraining or training. The school will be activly

Students who are not employed, must show a minimum of knowledge in


the field of mechanical engineering and completed at least high school or
technical school. As the project envisages the activity of dissemination and
visibility of the project results, the general public will be informed about all
activities through the media, the school's website and social networks.

The training includes 14 trainers of mechanical engineering trained to


conduct technical-practical teaching of mechanical engineering with many
years of work experience, and 14 external experts from the economy.
