The Environmental Review Checklist for Identifying Potential Environmental Impacts of Project
Activities and Processes (ERC) and Environmental Mitigation and Monitoring Plan (EMMP) is intended
for use by implementing partners to: assess activity-specific baseline conditions, including applicable
environmental requirements; identify potential adverse environmental effects associated with planned
activity(s) and processes; and develop EMMPs that can effectively avoid or adequately minimize the
identified effects. This ERC/EMMP may be substituted for other ERC/EMMP versions that may have
been attached to previous initial environmental examinations (IEE). If implementing partners are in
doubt about whether a planned activity requires preparation of an ERC, they should contact their
Contracting Officer’s Representative (COR)/Agreement Officer’s Representative (AOR) for clarification.
In turn, the COR/AOR should contact their Mission Environmental Officer (MEO) if they have any
questions. In special circumstances and with approval of the BEO it is possible to have one very
comprehensive ERC/EMMP for multiple projects if they are similar in scope. (When preparing the
ERC/EMMP, please indicate “not applicable” for items that have no bearing on the activity. The
ERC/EMMP should be completed by an environmental specialist. The ERC/EMMP must be completed
and approved prior to the activity beginning.)

B. Activity Description
1. Activity purpose and need
Mixed High School “Safet Krupić” want to organize additional aducation course for CNC
Operators and Welders/Grinders. Educations will be organized in the permises of MSS “Safet
Krupić” and the company “Krupa Kabine” d.o.o. The techers will be school employees with
engagement of two additional industry experts. The course will include training for two professions
in the following quantities:
 20 CNC Operators and
 35 Welders/Grinders.

The beneficiaries are primarily young adults and other adults who have the interests and needs for
additional education in order to be more competitive at the labor market-primariily for the metal
rocessing industries. The secondary beneficiaries are metal processing companies who are
operationg in the territory of the City of Bosanska Krupa who have or will have the need for
additional staff – primarily CNC operators and welders/grinders.
The City of Bosanska Krupa, according to the 2014 Cenzus, has a population of 25.545 inhabitants.
The number of enrolled students in all high schools in the 2020/2021 school year was 493 students.

accomplish the activity;
MSS “Safet Krupic”:
MSS "SAFET KRUPIĆ" was founded in 1947. It has 56 employees, of which 51 are teaching staff.
There are four major departments in the school: forestry technician, woodworking profession, mechanical
profession and textile profession. The performance of professional theoretical and practical teaching
mechanical engineering includes 9 teachers. The school is managed by the School Board and by the school
principal. The school has 5 experts for CNC education, while other experts will be from the economy and
other institutions. In the machine sector, the following professions are educated: mechanical technician,
CNC machine programmer, computer design machine technician, central heating installer, welder and
plumber.
Key equipment for course available at the school: 2 CNC milling machines, 1 CNC laser, 2 3D printers, 13
computers with simulation software, welding machines, safety equipment and other threatening equipment.
The educational processes will include theoretical and practical education in school. The practical
educational processes will imply the usage of aluminium, plastic and plexiglass which is to be processed
during the educational processes by the CNC machines. The residue and waste created as the the byproduct
of processing of aluminium and wood will be stored separately. The potential communal waste (paper,
tissues, ec.) will be places in a separate bin. Aluminium waste will be sent for recycling and be collected by
the Sekundarac d.o.o. Oher waste will be disposed in the conteiners and collected by the local utility
company JKP “10. Juli” Bosanska Krupa.
The first aid kits are installed on 3 locations within he MSS “Safet Krupić” which are always available to the
employees and the students.

Krupa Kabine d.o.o.:


Company Krupa Kabine d.o.o. is the part of SIAC group based in Italy. The Headquarters of  the Siac
Group  are located in Pontirolo Nuovo, near Bergamo. Over the years the production capacity has been
strengthened with the creation of two production poles, in Slovenia and in Bosnia Herzegovina.
SIAC  was born in 1966 from the intuition of Cav. Vittorio Villa who, due to the evolution of the market and
the progressive acquisition of customers, decided to expand his own molding business for third parties into a
real engineering company.

In 1968, passing through the production of components for the bodywork of vans, SIAC enters
the agricultural machinery market , printing bodies for tractors, hoods, tanks and mudguards. The entry
into this sector marks the path and the destiny of Siac, allowing it to establish itself as a reference producer
in the agricultural sector and starting from the 90s also for earthmoving.
Today SIAC, more than 50 years after its foundation, keeps unchanged the spirit and motivations that
inspired its birth.
The primary activity of “Krupa Kabine” is the production of cabins for work vehicles. As part of the
production, the material is processed with the use of CNC milling machines and lathes, CNC lasers, and all
of these parts are joined by welding. After mastering the theoretical and practical slasses at svhool, students
will improve their skills in the production plant on real examples.

C. Activity-Specific Baseline Environmental Conditions


1. Population characteristics
According to the 2013 Census, the municipality of Bosanska Krupa has population of 25.545 inhabitans,
10.000 of which in the wider area of City.
2. Geography
The municipality of Bosanska Krupa is located in the northwestern part of Bosnia and Herzegovina. It
borders the municipalities of Bihać , Cazin , Bužim , Bosanski Petrovac , Sanski Most , Novi
Grad and Dvor in the Republic of Croatia . The international, and at the same time the largest river in the
canton, the Una , passes through the center of Bosanska Krupa. Also, the municipality is connected
to Western and Southern Europe by road communications The largest part of the municipality developed on
a low pass between Hum and the Old Town at an altitude of 176 meters in the extended part of the Una
River.
Before the war in 1992, the municipality of Bosanska Krupa covered an area of 778 km 2 . During the last
war , the municipalities of Bužim and Krupa na Uni , which are bordered by the river Una , seceded , so that
today the municipality of Bosanska Krupa occupies an area of 556 km 2 . According to the 1991 census, the
municipality of Bosanska Krupa had 58,212 inhabitants,

Bosanska Krupa is territorially located in the valleys of the rivers Una and Krušnica.

The MSS “Safet Krupić” Bosanska Krupa is the public institution and the infrastructure and land
where it operates is in public possession.
“Krupa Kabine” d.o.o. is privately owned company, the land where it is located is privately owned.

5. Proximity to public facilities, e.g. schools, hospitals, etc.


The school is located near the industrial zone “Pilana”. Also, from the city center is 500m away by
air line. The City hospital and other major public institutions are about 1100m away from the
school.
“Krupa Kabine” is located in industrial zone “Pilana”, 1000m away from MSS “Safet Krupić”
Bosanska Krupa.

6. Other relevant description of current environmental conditions in proximity to the activity


The School premises were built during the end of 1947, and were constantly upgraded. Adaptation
of the premises was done in 2016, when CNC <technician educational course was introduced into
school’s curriculum, with 2 classes being fully adjuted to the educational needs of CNC technicians
which includes practical and theoretical cabinet.

Copmany “Krupa Kabine” d.o.o. had continuity in its development since its inception. It currently
has approximately 230 employees, and last year an additional plant was opened with another 3,000
square meters of production hall. Also, there is continuity in investing in equipment and following
global trends in this branch of industry.

All of the procedures and legal norms and requirements were fulfilled when it comes to
CNC machines installed in the CNC education cabinets. These include attests of the CNC
machines, Weiding equipment, electrical installation plans and other needed conditions for
CNC operations.
2. Do designs/plans effectively and comprehensively address:

The educational processes will include theoretical and practical education. The practical
educational processes will imply usage of aluminium, steel and plastic which is to bbe
processed during the educational processes by CNC, Welding and Grinding machines. The
residue and waste created as the byproduct of processing of aluminium, steel and plastic
will be stored separately. The potential communal waste (paper, tissues, etc.) will be placed
in a separate bin. The aluminium, steel and plastic waste will be send for recycling and be
collected by the “Sekundarac” d.o.o. The other waste will be disposed in the containers and
collected by the local utility company JKP “10 juli” Bosanska Krupa.
c. Energy efficiency and/or preference for renewable energy sources? N/A

All of machines during the production process store the waste material and debris in
container which is part of the machine itself, so no additional containers are needed. The
waste is then collected and forwarded to third partes for recycling o further disposal

The School has developed in 2013 the Plan of protection and Salvage in cases of Disasters
which includes the risk analysis and includes the organization of protecrion and salavage,
Preventive plan actions, ect.
The School has developed evacuation plan which is placed on two location within the
school and installed “EXIT” signs and arrows that point to the evacuation route.
The first aid kits are installed on 2 locations within the Mixed School which are always
available to the employees and the students. Coordinator of the practical education has a
first aid certificate and is in charge of providing first aid.
g. Mitigation or avoidance of occupational safety and health hazards?
The School has developed Evacuation plan with clear procedures on how to behave during
emergency situations, with clearly indicated fireemergency exits.
The protective equipment used for CNC is not that expensive since the CNC machines are
closed and the risk of injury during these processes is relatively low. The protective
equipment is primarily related to the use of protective clothing, gloves and masks for
welding/Grinding.

premises did not face the problem of flooding or humidity because of the efficient water
management and sewage system of the City.

PERSUAPS are considered amendments to the IEE and usually Negative Determination with
Conditions. See Sections H and I below.*
3. Positive Determination: The activity has potentially significant adverse environmental effects
and requires further analysis of alternatives, solicitation of stakeholder input, and incorporation of
environmental considerations into activity design. A Scoping Statement (SS) must be prepared and be
submitted to the BEO for approval. Following BEO approval of the SS an Environmental Assessment
(EA) will be conducted. The activity may not be implemented until the BEO clears the final EA. If
the Parent IEE does not have Positive Determination as one of the threshold determinations, the IEE
needs to be amended.
4. Activity Cancellation: The activity poses significant and unmitigable adverse environmental
effects. Adequate ERC/EMMPs cannot be developed to eliminate these effects and alternatives are
not feasible. The project is not recommended for funding.
*Note regarding applicability related to Pesticides (216.2(e): The exemptions of §216.2(b)(l) and
the categorical exclusions of §216.2(c)(2) such as technical assistance, education, and training are
not applicable to assistance for the procurement or use of pesticides.

Certification of No Adverse or Significant Effects on the Environment

I, the undersigned, certify that activity-specific baseline conditions and applicable environmental
requirements have been properly assessed; environment, health, and safety impacts requiring further
consideration have been comprehensively identified; and that adverse impacts will be effectively
avoided or sufficiently minimized by proper implementation of the EMMP(s) in Section H. If new
impacts requiring further consideration are identified or new mitigation measures are needed, I will be
responsible for notifying the USAID COR/AOR, as soon as practicable. Upon completion of
activities, I will submit a Record of Compliance with Activity-Specific EMMPs using the format
provided in ERC Annex 2.
