EXECUTIVE SUMMARY
 The southwest monsoon 2016 covered entire Karnataka state by 19th June 2016,
which is more than week later than its normal date.
 During June 2016 the State recorded an actual amount of 220 mm of rainfall as
against the normal rainfall of 195 mm which is (+) 13% departure from normal.
 During July 2016 the State recorded an actual amount of 233 mm of rainfall as
against the normal rainfall of 280 mm which is (-) 17% departure from normal.
 During August 2016 the State recorded an actual amount of 126 mm of rainfall as
against the normal rainfall of 206 mm which is (-) 39% departure from normal. Thus
the State as whole is classified under “Deficit” Rainfall Category.
 During September 2016 the State recorded an actual amount of 109 mm of rainfall
as against the normal rainfall of 159 mm which is (-) 31% departure from normal.
Thus the State as whole is classified under “Deficit” Rainfall Category.
 By Considering the Rainfall deficiency, Consecutive dry spell and Moisture
adequacy by end of September 2016 Government of Karnataka declared 110 taluks
as drought affected.
 During October 2016 the state recorded an actual amount of 29 mm of rainfall as
against the normal rainfall of 136 mm which is (-) 78% departure from normal. Thus
the State as whole is classified under “Scanty” Rainfall Category.
 The continued rainfall deficiency, extended dry spell and consequent moisture stress
in the state in the month of October 2016 resulted in the drought condition in 29
more taluks apart from already declared 110 taluks, Totally 139 taluks are declared
as drought affected taluks in the State.
 Many of these taluks declared as drought affected this year has been subjected to
drought condition successively for the last 6 years. This has caused huge economic
loss to the state in general and agrarian community in particular. The impact of
consecutive drought is huge on the socio-economic condition of the community
depending on the farming and allied sector.
 Due to deficit rainfall consecutively for more than 6 years have resulted in very poor
or no storage in minor irrigation tanks and also depletion of ground water level
which is an important source for drinking water for rural population. Non-availabity
of surface water and depleted ground water levels has caused shortage of water for
even livestock’s.
 Total targeted sown area in Kharif Season for Agriculture crops is 73.00 lakh ha, out
of this 71.67 lakh ha is the area sown.
 Department of Agriculture had estimated that 33.44 lakh ha of agriculture crops
have suffered more than 33% loss amounting to Rs.15539.56 crores (area affected
small & marginal farmers 24.09 lakh ha and other than small and marginal Farmers
is 9.35 lakh ha). As per revised guidelines, assistance sought for input subsidy for
kharif 2016 is Rs.2331.33 crores.
 Department of Horticulture had estimated 2.91 lakh ha of horticulture crops have
suffered more than 33% loss amounting to Rs.1652.81 crores (area affected small &
marginal farmers 1.81 lakh ha and other than small and marginal Farmers is 1.10
lakh ha). As per revised guidelines, assistance sought for input subsidy for kharif
2016 is Rs.304.17 crores.
 An amount of Rs.159.70 crores is required for Cattle care.
 Rs.1733.27 crores is required for managing Drinking water and Rs.100.08 crores is
required for emergency supply of drinking water through tankers in drought affected
139 taluks.
 Rs.74.00 crores is required for water supply in Bengaluru City for BWSSB.
 Rs.362.25 crores is required for providing supplementary nutrition to small children,
nursing mothers and pregnant women in Anganwadies.
 Rs. 250.00 crores is required to take up drought relief measures such as soil
and water conservation and afforestation activities under watershed
development programme.

The total Estimated Loss due to drought in the State : Rs.17193.00 crores

from Government of India.

1) A financial assistance of Rs.120.13 crores is sought @ Rs.13,500/- Ha for


88,984ha unsown area of paddy crops in the Cauvery command area districts
2) The financial assistance of Rs. 235.38 crores is required by the Energy
Department for power procurement.
3) The financial assistance of Rs. 362.25 crores is required for providing
additional Supplementary Nutrition at Anganwadies for small children,
nursing mothers and pregnant mothers in the drought affected 139 taluks.
4) The financial assistance of Rs. 250.00 crores is required to take up drought
relief measures such as soil and water conservation and afforestation activities
under watershed development programme.
5) In total Rs.967.76 crores is required as a special grant in addition to the
assistance sought under NDRF for drought relief activities.
1. INTRODUCTION

Karnataka State is reeling under drought condition of rare severity. State has experienced
severe drought condition consecutively for 6 years from 2011 to 2016. The state has been
experiencing rainfall deficiency for the last 3 months, i.e., August, September and October 2016,
Dry spell weeks of more than 4 and upto 13 and Moisture Adequacy Index (MAI) less than
50% lead to meteorological, agricultural and hydrological drought in the State.

Based on the drought indicators, State has declared 110 taluks as drought affected as per the
Manual for Drought Management 2009 guidelines as on end of September 2016. A
memorandum was submitted to Ministry of Agriculture, GOI on 27th October 2016, seeking
assistance from NDRF for RS. 3375.77 Crores. In response, a central study team was deputed
from 2nd to 5th of November 2016 to study drought situation prevailing in the State and assess the
severity and losses. The inter ministerial Central Study team visited 15 drought affected districts
of the State between 3rd November to 5th November 2016.The team interacted with officers,
Elected Representatives, the General Public and collected data on Severity of the Drought
situation and also about the relief measures taken up by the State Government. The study team
had discussions with the State officers and Hon’ble Ministers on 5th November 2016.

Further, failure of rainfall during October has aggravated drought situation in the remaining
taluks of the State. By considering the drought parameters upto October 2016 once again the
Government of Karnataka has declared 29 taluks.

Karnataka state has been successively subjected to drought condition. This has put
tremendous stress on the socio-economic condition of the state.

The deficit/Scanty rainfall during June to September 2016 associated with long period of dry
spell resulted in moisture stress has severely affected the agriculture and horticulture crops in the
state. In the memorandum submitted, rainfall data has considered upto September, additional 29
taluks declared based on the rainfall situation upto October 2016 and details area given below.

2. RAINFALL DURING OCTOBER 2016

The State as a whole recorded an actual amount of 29 mm of rainfall as against the


normal rainfall of 136 mm with percentage departure from normal being (-) 78%. Thus the
State as whole is classified under “Scanty” Category.

Meteorological sub division-wise rainfall indicates that Percentage departure from


Normal was (-) 84% in South Interior Karnataka, (-) 80 % in North Interior Karnataka, (-) 81%
in Malnad region and (-) 57% in Coastal Region.

Taluk wise Rainfall pattern during October 2016: Out of 176 taluks Rainfall was
deficit/Scanty in 168 taluks which constitutes 95% of the total taluks. Talukwise rainfall depicted

The percentage departure of rainfall from normal during October month since 1966, for
the State as a whole, is presented in the figure below:

The above time series analyses of rainfall data for the last 50 years for the Month October
indicates that the percentage departure for October 2016 rainfall is (-) 78 %, which is the lowest
negative departure since 1966 for the State.
The percentage departure of rainfall from normal during October month since 1966, for
the South Interior Karnataka as a whole, is presented in the figure below:

The above time series depicts that, the rainfall during October 2016 is the lowest in last
50 years for South Interior Karnataka.

3. CUMULATIVE RAINFALL PATTERN DURING THE PERIOD FROM JUNE TO OCTOBER
2016

The State as a whole recorded an actual amount of 718 mm of rainfall as against the
normal rainfall of 975 mm with percentage departure from normal being (-) 26%. Thus the
State as whole is classified under “Deficit” Category.

Meteorological sub division-wise rainfall indicates that Percentage departure from


Normal was (-) 33% in South Interior Karnataka, (-) 20 % in North Interior Karnataka, (-) 34%
in Malnad region and (-) 23% in Coastal Region.

Out of 176 taluks Rainfall was deficit/Scanty in 139 taluks which constitutes 79% of
the total taluks.

4. DRY SPELL PATTERN 2016

During the period from 1st June to 30th September 2016, which constitutes 17 standard
weeks, as many as 78 taluks of 22 districts have experienced dry spell for ≥4 consecutive weeks.

The Dryspell continued even in the month of October in the State. Extended dry spell is
recorded in128 taluks of 28 districts till end of October. As a result the crops sown got severely
affected in these taluks. (Fig.3)

5. MOISTURE ADEQUACY INDEX (MAI) 2016

During the period from 1st June to 30th September 2016 as many as 125 taluks of 23
districts are under Moisture Stress condition.

The deficiency in rainfall and extended dry spell during the month of October resulted in
Moisture stress condition in 129 taluks of 24 districts indicating drought condition. (Fig.4)

6. DROUGHT INDICATORS:
Guidelines in the Drought Manual 2009, Ministry of Agriculture and Cooperation, Govt.
of India, are being followed for drought declaration in the State. Rainfall deficiency of more than
20% of the normal, ≥ 4 consecutive weeks of dry spell, Moisture Adequacy Index (MAI),
Normalized Difference Vegetation Index (NDVI) along with crop area affected by deficit
rainfall, were considered for identifying areas affected by drought. Due to cloud coverage, the
quality information on NDVI was not available and hence other four indicators were considered.
KSNDMC has generated information on all drought indicators at HOBLI level with high spatial
and temporal resolution rainfall data obtained from its network of telemetric rain gauges.

By considering above said drought indicators, till the end of September 2016 ,110 taluks
of 25 districts have been declared as drought affected.

The review of ground situation across the state at end of October suggest that the drought
indicators Viz., Rainfall Deficiency, Extended dry spell, MAI and NDVI shows that the drought
condition is clearly observed in 29 additional taluks apart from already declared 110 taluks in the
State. (Fig.5).

Kharif Crops Area coverage

Sowing of kharif crops was completed in an area of 71.67 lakh hectares against a set
target of 73 lakh hectares by end of September, accounting for 98% coverage. Normal area
coverage during kharif stands around 69.19 lakh hectares; the corresponding coverage of
previous kharif season was 64 lakh hectares.

Impact of Dry spell

The deficit/scanty rainfall during August and September and dry spell of more than 6-8
weeks affected rainfed crops in an area of 30.82 lakh hectares accounting for 43% of the sown
area. The affected area of 110 taluks declared as drought affected was 25.54 lakh hectares, out of
which 23.80 lakh hectares was assessed to be with >33% crop loss.

Considering the deficiencies of rain, dry spell duration and soil moisture inadequacy etc.
the State Government has declared another 29 taluks as drought affected on 29th October 2016.

Further, the failure of rains even during October and first week of November 2016 has
resulted in increase in affected area. As per the revised estimates, kharif crops in about 35.18lakh
hectares have been affected accounting for 49% of the sown area. District-wise rainfall details
are furnished in Annexure-1. Details of Crop-wise and District-wise area coverage and area
affected are furnished in Statement I & II, respectively.

Estimated Crop Loss

The estimated financial loss at the rate of cost of cultivation for affected crops in the 139
(110 +29) drought affected taluks is as follows:

Taluk-wise and Crop-wise area affected details are furnished in Annexure-2 &
2A, respectively.

As per the Joint Survey by the field officers of Agriculture and Revenue Department crop
loss is estimated to be greater than 33% in 28,25,958 hectares in 110 drought affected taluks and
6,92,239 hectares in the other 29 drought affected taluks totaling to 35,18,197 hectares.

Central Assistance sought as per SDRF guidelines: As per SDRF guidelines Small and
Marginal farmers are eligible for input assistance of Rs. 6,800 per ha in rainfed areas,
Rs.13,500/- per ha in Irrigatated areas and Rs.18,000/-per ha for Perennial crops. Out of the total
affected area of 35.18 lakh hectares, crop loss more than 33% in an area of about 33.44 lakh
hectares, out of which about 24.09 lakh hectares belongs to small and marginal farmers and
assistance sought is Rs.1718.56 crores and 9.35 lakh ha belongs to OSMF. The assistance sought
is Rs.612.77 crores.

Assistance for Damages occurred to Horticulture Crops: The major crops affected includes
Coconut, Aracanut, Chilly, Onion, Tomoto, Potato, Mango and Other Vegetables. The Total area
affected due to drought is 2,91,112 ha, Estimated loss calculated based on cost of cultivation
is Rs.1653 crores (Cropwise area damaged due to drought is given in Annexure – 1 and 2)

RURAL DEVELOPMENT AND PANCHAYATH RAJ DEPARTMENT
(DRINKING WATER SUPPLY)
In Karnataka there are 60,220 rural habitations in 176 Talukas, out of which 42,612
habitations of 139 droughts declared Talukas are drought affected. More than 80% of Rural
Water Supply Schemes depend on ground water source. In the 2016-17 Action plan 4,343 –
PWS schemes & 2,273- MWS schemes have been takenup.
Successive drought and over exploitation of ground water by different sectors have
affected source and sustainability, due to which coverage is affected and supply level is
drastically reducing and quality is also getting affected.
As per the NRDWP guidelines and as permanent measure State has already taken up number of
Multi village schemes with surface water as source to address coverage and quality. These funds
can’t be diverted for drinking water stress due to drought. If additional funds are made available
under drought same shall be utilized to complete such of the schemes which are under verge of
completion.
The Regular grants of NRDWP both under State and Central sector cannot be diverted
for the above said CAP works, since it will hamper approved action plan works and MVS
schemes in progress and their O&M Systems. However, in accordance with the approved CAP,
works are going on for supply of drinking water in the rural areas to tackle drinking water
scarcity, in anticipation of Gol assistance and support. Under NRDWP the allocation for 2016-17
is Rs.1980 crores for 55,806 number of works and Rs.1056 crores is released
Karnataka is the second largest state after Rajasthan with arid and dry land where quality
and coverage is main problem, and to overcome this multi village water supply schemes are
designed to cater purified water from distant sustainable source like big Dams and Reservoirs.
The cost of such multi village water supply scheme is higher compared to local source based
ones which is not sustainable for such arid regions with depleting ground water. To complete
these schemes in time regular financial fund flow is very essential. There are 163 ongoing MVS
schemes. The completion of these on going schemes will permanently solve drinking water
problem. In the drought affected area 96 important schemes are to be completed on priority. For
2016-17 the action plan is for 1980.00 cr, out of which Rs.298.91 cr is Central share. Hence
Rural Development and Panchayath Raj Department requests for Rs. 1072.90 cr as a special
package for early completion of ongoing Multi village schemes.
Karnataka has taken up a massive programme of providing safe drinking water, to
habitations with ground water source, through installation of water purification plants. At
present more than 7,093 plants are commissioned in the rural areas in the State.

Measures already initiated by State Government

 Rs. 94.50 cr is released towards task force of 189 rural constituencies. Out of which Rs.
73.71 Cr is expenditure.
 Regular meeting with the Deputy Commissioners and Chief Executive Officers of
District to review seasonal conditions and drought relief measures are being taken up.
 Identifying the villages which are facing /likely to face shortage of Drinking water and
contingent action plan to tackle the issue.

 Zilla Panchayaths have initiated combat measures viz., flushing, deepening, hydro-
fracturing of borewells and repair and maintenance of RWS schemes, with energizing the
schemes wherever civil works are completed. 139 drought affected blocks and many
more pockets are facing severe drinking water problem and there is a dire need to take up
certain emergent works. Block level" control rooms" have been activated to address
complaints then and there itself.

 State has geared up its men and machinery for completion of on going schemes. If need
be State will take action for using private bore wells through respective Deputy
Commissioners to mitigate drinking water stress.
 Revival through hydro fracturing, identifying new sources, augmenting sources will have
to be taken up. To reinforce sustainability water harvesting structures, recharge works are
also taken up under various other schemes like MGNREGA.
 To assist, in addressing drinking water grievances toll free no 1800 4258666 is made
available.

Requirement of Additional funds for mitigating drought

Due to continued drought condition for the past 3 years and the drought situation during this
year also 139 blocks have been severely affected. Taluk level Task Force committees /
control Rooms are functioning very effectively. Hence, Central Assistance at this critical
juncture will be more helpful, so that approved action plan and contingent action plan works
will not be hampered and there will not be any escalation in the approved cost estimates.
Required financial discipline and accountability is being ensured in the implementation of
approved works as per the Contingent Action plan.
Massive programmes to mitigate shortage of water supply has been taken up to mitigate
the situation. Regular meetings and Video conferences with the district officers, in the
affected districts on the status of drinking water supply is being conducted. Under these
circumstances, GOI is requested to Release Rs.1733.27 crores (Rs. 1394.81 for 110
Taluks and Rs.338.46 crores for 29 Taluks) to tackle drought situation in the affected
139 taluks, during this year and ensure proper water supply in the affected areas.

Supply of Drinking Water through Tankers
In the State, more than 60% of the habitations are dependent on underground water for
their needs as there is shortage of any available surface water sources. Since, the state is facing
drought situation continuously for the 5th year and due to shortage of rainfall, most of the tanks
have not filled up. Hence, ground water table has depleted to lower levels, and most of the
borewells are drying up. In this situation, it is becoming increasingly necessary that water has to
be transported through tankers until new source is made available. And most of Rural
Development and Panchayath Raj Dept (RDPR) drinking water schemes are planned schemes;
we cannot use the funds available in RDPR for these emergency needs. It has been estimated that
40 villages in each 139 taluks of 26 districts may have to be transported water in the coming days
at the rate of 2 trips per village per day for the next 90 days as per NDRF norms. An assistance
of Rs.100.08 crores is required for transportation of water. Presently water is supplied
through tankers to 247 Villages in the rural areas. Details given in Annexure.

Measures undertaken under MGNREGA due to the failure of South West
monsoon in the State
Providing employment in drought affected areas under MGNREGS:

In addition to the declaration of 110 drought affected taluks, considering the four
consecutive weeks of dry climate and other parameters recently State Government vide order
No. RD 259 TNR 2016 (Part-I) Bengaluru Dated: 29-10-2016 has declared 29 more taluks as
drought affected areas during 2016-17 and thus totalling to 139 drought affected blocks of 26
districts. More than 8.00 lakh works are being under taken and 4.18 crore person days have been
generated in these 139 drought affected taluks as of 2nd November 2016. Further 10.25 lakh
households have been provided with employment and further 37080 households have completed
100 days of employment and total expenditure incurred in these drought affected blocks under
the scheme is Rs. 1541.61 crores.

The proposal for enhancement of employment days from 100 to 150 days on account of
declaration of drought by the State Govt has been sent to Govt of India for approval in order to
provide employment to the labourers in the drought affected areas. IMCT and SLCC have
recommend to increase the employment days limit to 150 days. Presently contingency plans are
being prepared for the drought proofing works at Gram Panchayaths levels. Further at each
village level, one major community work is being under taken to ensure that adequate work is
available under MGNREGS.

IEC activities in drought affected districts have also been scaled up and more than 14000
Rozgar Divas have been organized in the current year at village and Gram Panchayath levels to
ensure maximum participation and ensuring adequate work for the labourers demanding
employment and prevention of large scale migration.

Apart from this, about 13678 calls have been received on the MGNREGA toll free
number 1800 425 8666 in the current year and efforts are being made to provide employment to
all the persons who seek employment under this programme.

Additional demand for work in the drought affected areas:

In view of the drought situation prevailing in these blocks, there has been a great demand
for employment from the labourers to be provided under MGNREGS. As on 02-11-2016, 4.18
crore person days have been generated in the drought affected districts as against the approved
labour budget of 1.85 crore person days. As a result there is an increase of 226% in the number
of person days actually generated over and above the agreed labour budget. The demand in
excess of the labour budget is due to the drought conditions prevailing in these districts.

Having regard to the above facts, a proposal for revision of labour budget was submitted
to Ministry of Rural Development, Government of India for the year 2016-17 on 23rd September
2016. In the proposal, Government of India has been requested to increase the labour budget
from 6.07 crore person days to 12.42 crore person days for the year 2016-17. This would entail
an excess expenditure of Rs. 2500 crores over and above the approved budget of the current year.

Details of MGNREGS works undertaken under drought proofing:

During the year, more than 40,000 various drought proofing works like construction of
bunds, farm ponds, multi arch check dams, bore well recharge structures, river and tank
rejuvenation works, gokatte and open wells have undertaken under MGNREGA. The cumulative
expenditure for all these works in the drought affected districts is more than Rs. 275 crore.

Water Management in Bengaluru City from January 2017 to May 2017.

Due to drought conditions, all the 4 Taluks in Bengaluru City is declared as drought
affected taluks. At present, around 1350 MLD of water from Cauvery source is being pumped to
Bangalore for a population of around 11.60 million. The requirement of water from Cauvery
basin is 1.58 TMCft per month. Hence, total requirement from October 2016 upto May 2017 is
around 12.64 TMCft (appx).

There will be evaporation and soil absorption losses during the summer in the reservoirs.
In Cauvery basin area, the water supply requirement to the other towns and cities such as,
Mysore, Nanjangudu, Mandya has to be catered from the above reservoirs apart from for rural
water supply and irrigation purposes.

Due to drought and less storage of water in Cauvery Basin, contingency action plan is
drawn for water supply management in Bangalore anticipating short supply of water during the
ensuing summer from January 2017 to May 2017.

At present, Bengaluru Water Supply and Sewerage Board (BWSSB) service area is
575sqkms of Bangalore comprising of 11 Divisions, 31 sub-divisions and 108 service stations
looking after water supply and sewerage maintenance of Bangalore city. Presently, 68 water
tanker lorries are available in BWSSB and they will be utilized during Summer, it is proposed to
procure additional 40 new water tanker lorries of 6000 ltrs capacity to provide for each service
station for which the total cost will be 40 Nos. x Rs.15.00 lakhs = Rs.600.00 Lakhs (Rs.6.00

Crores). The areas under each Service stations where water can be supplied through water
tanker lorries are identified and statement of the same is enclosed vide Annexure-A. For these
areas, it is proposed to hire 432 Nos. of water tanker lorries at an average of 4 water tankers for
each Service station (Total 108 Service stations) by considering 5 trips daily. Accordingly, the
cost to be incurred for hiring 432 water tankers will be Rs.16.74 crores. The total Budget
required is Rs.23.00 Crores.

Proposal for rejuvenation of existing Borewells & Drilling of New Borewells

To augment the water supply during summer days of 2017, it is proposed to take up re-
drilling and flushing of existing borewells, replacement of motors, pipes & cables, additional
lowering of pipes and cables, cleaning of existing borewell mini water tanks, disinfection of
borewell water supply system through Sodium hypo-chloride dosing units, providing new mini
water tanks wherever required, drilling of new borewells along with maintenance of existing
borewells.

The details of borewells maintained by BWSSB at present is as follows:

1. Energised Borewells 7,933 Nos.


2. Hand pump Borewells 2,175 Nos.

3. Defunct Borewells 619 Nos.

BWSSB is maintaining 10,108Nos. of borewells in core area and former CMCs/TMC
area of Bangalore city for 575 Sqkm.

Inspite of augmenting of water supply through these 10,108 Nos. of borewells there is
still shortage and scarcity of water in Bangalore city. Out of these borewells, yield of some of the
borewells have reduced and many borewells have dried up. It requires rejuvenation, flushing,
redrilling of extra depth to existing borewells to improve quantity and quality of water.

In view of the above, it is proposed for re-drilling, flushing, replacement of motors, pipes
& cables, additional lowering of pipes and cables, cleaning of existing borewell mini water
tanks, disinfection of borewell water supply system through Sodium hypo-chloride dosing units,
providing new mini water tanks wherever required, drilling of new borewells along with
maintenance of existing borewells in core area and former CMCs/TMC area of Bangalore city to
improve water supply situation. The estimated costs are as follows:

drought season due to less storage of water in Cauvery Basin.

Animal Husbandry Sector
The state has 130 lakh fodder dependent animals in 176 Taluks of the state .As of now
110 Taluks have already been declared drought affected. Now additional 29 taluks have been
declared drought affected. Which have the total Cattle population of 24.66 lakhs.(Annexure-I)

1.Fodder Situation in the State

The total available fodder in the state is assessed every week during the drought period
by taking the sown area and the crop residues available post harvest. Accordingly as on 03-11-
2016, the total available dry fodder in the state is 86.03 lakh tones which is expected to be
sufficient for next 18 weeks(@ 5kgs /animal / day). In view of the poor monsoon, the sowing
area for the kharif season is significantly reduced in the state thereby affecting the availability of
crop residues post–harvest during post-monsoon days. Hence, to overcome the shortage of
fodder in the ensuing days, the following drought mitigation measures are proposed in the
additional 29 taluks drought affected taluks of the state.

The additional 3.19 lakh minikits at a total cost of Rs.7.98 crores is proposed now,
under NDRF to be distributed in the 2nd phase in the affected 29 Taluks. The statement is
enclosed in Annexure-III. About 31900 hectares will be covered under fodder cultivation for
3.19 lakh minikits yielding approximately 15.95 lakh metric tonnes of green fodder in the 2nd
phase.(1 minikit of 5 kg seeds will be sown in 0.1 hectare which yields about 5 tonnes of green
fodder)

2. Establishment of Cattle Camps


It is proposed to establish temporary cattle camps wherever essentially required which will
be decided by the District Administration strictly on the need basis. Each cattle camp can shelter
500 cattleheads to be maintained for a period of 90 days under NDRF norms. It is proposed @
Rs.70/animal / day for fodder, feed and medication Now, it is proposed to establish 60 cattle
camps at the total cost of Rs.30.00 crores (@ Rs.50.00 lakh per camp of 500 cattle) including
the cost of transportation of fodder to the cattle camps @ Rs.15/tonne / km for a maximum of
500 kms as approved by the State Government. The statement of cattle camps and cost proposed
is enclosed in Annexure-II.

Establishment of Fodder Banks / Fodder Depot:
It is normally proposed to store dry fodder of about 250 tonnes in each fodder bank
at the selected sensitive places to supply fodder to the affected farmers under NDRF norms
on no loss - no profit basis. The purchase rate of dry fodder(ragi, paddy, jowar, maize etc.,)
is about Rs.6,000/tonne as per State Government Order. The stored dry fodder will be sold
to the farmers @ Rs.6/kg.

A total of 59 fodder banks of various capacities(Rs.5.00 lakh to Rs.20.00 lakhs/bank)


are proposed at the total cost of Rs.11.80 crores. (Annexure-III).

3. Medical Assistance /Health Care

It is proposed to provide urgent and essential medical assistance to the animals in the
drought affected areas to save the lives of the cattle during the stress period. It is mostly
observed during the previous drought conditions that about 10% of the cattle population is
affected due to stress and prone to diseases which necessitates medical intervention with
antibiotics, analgesics, anti-inflammatoryagents fluids, steroids, antiallergics, parasiticides
etc., The medical assistance is proposed at the rate of Rs.74.00 per animal for 90 days. The
proposed total cost is Rs.2.26 crores for the affected 29 Taluks.(Annexure-III).

4. Supplementary Nutrition
In order to take care of the nutritional status of the animals particularly of milch animals in
the milk shed area apart from fodder and health, supplementation of additional nutrients in the
form of mineral mixture cattle feed, tonics etc., are proposed at the total cost of Rs.6.41 crores in
the affected taluks(Annexure-III).
5. Migration of Cattle Population
No reports of migration of cattle is received till today from the affected 15 districts. The
district Deputy Director have been watchful on the distress sale of livestock in the shandies

6. Relief Measures undertaken

Supply of Fodder Minikits to farmers

a) 6.62 lakh Fodder Minikits were distributed under NLM and RKVY in the 176 Taluks @
Rs.250/- per Minikit at a total cost of Rs.17.19 crores. Action has been initiated to allocate
fodder minikits to affected additional 29 taluks in the 1st phase. About 66235 hectares was
covered under fodder cultivation. For 6.62 lakh minikits yielding approximately 30-35 lakh
metric tonnes of green fodder in the 1st phase (1 minikit of 5 kg seeds will be sown in 0.1 hectare
which yields about 5 tonnes of green fodder)

b) Instruction has been given to District Deputy director to assist the District Administration to
establish cattle camps and Fodder depot wherever essentially required to cater to the needs of the
local affected areas.

c) Periodical Vaccination is conducting in drought affected 29 taluks

d) Nutritional supplements and mineral mixtures is distributing to the animals in drought affected
29 taluks to overcome the mineral deficiency.

e) Periodical health checkup is undertaken in the livestock

f) Periodical deworming has been undertaking for parasitic infestation

Provision of Supplementary Nutrition

64,558 Anganwadies are working in Karnataka State under Government of India ICDS
Scheme. Supplementary Nutrition is provided to small children, Pregnant women and Nursing
Mothers comprising of 41,45,756 beneficiaries from the past 6 months, where small children are
aged between 6 months to 6 years. The rate prescribed is Rs.6/- per day to small children and
Rs.7/-per day for Pregnant women and Nursing Mothers.

Due to deficit rainfall, 139 taluks are declared as drought affected taluks and there is
shortage of food in these drought taluks. Hence, It is necessary to provide increased quantity of
nutritious food to small children, Pregnant women and Nursing Mothers at the anganwadies.
Rs.40.26 crores additional fund is required per month for providing additional supplementary
nutritious food, Rs.362.25 crores additional fund under NDRF is required to provide additional
supplementary nutritious food to small children, Pregnant women and Nursing Mothers from
November 2016 to June 2017.

Power Sector
1. Status of Power Supply in the State (Demand and Supply)

During the Monsoon season from June-16 to September-16, the daily average restricted
Power demand in the State is about 8200 MW to 8800 MW and the average energy requirement
is about 180 MU. The State could able to manage the Power demand by procuring Power from
outside sources of 334.64 MU at a cost of Rs. 162.30 crores on Short term basis during June-16
to September-16. The urban areas are supplied with 22-24 hours of Power supply and rural areas
are supplied with 7 hours of 3 phase supply in batches and 10 hours of single phase Power
supply continuously during night time.

2. Additional Power required for pumpset farmers in drought affected areas.


The Irrigation pump sets consume about 37% of State’s daily Power consumption. Out of
334.64 MU Power purchased during Monsoon period, 37% of Power i.e., 123.81 MU is
being consumed by Irrigation pumpsets. Irrigation pump sets in the State are supplied
with 7 hours of 3 phase Power supply in batches, wherein 4 hours of supply is given
during day time and 3 hours supply during night time as announced by the Government.

3. Details of Relief measures taken up by the Department.


 Energization of Drinking water installation is given a top priority and 2,270 No. of
Drinking water installations were energized.
 Instructions have been given to energize the drinking water installations without
waiting for payment of deposit amount and other procedural formalities.
 Measures are taken to replace the failed transformers feeding drinking water
installations within 24 hours.
 Monsoon contingency plan was put in place with all essential line materials kept in
store stock for effective maintenance of the distribution network.

4. Total requirement of assistance from GoI.


An amount of Rs.162.30 crores had been spent for Power procurement during the
season for Power supply in draught affected areas.

The financial assistance of Rs. 235.38 crores for the expenditure incurred is
required by the Energy Department.

WATERSHED DEVELOPMENT
The productivity of any crop mainly depends on crucial natural resources namely, land
and water, in addition to management practices. Therefore, conservation, up-gradation and
utilisation of these natural resources on scientific principals are essential for the sustainability of
rainfed Agriculture. The watershed concept for development of rainfed area is gaining
importance over the years and it amply demonstrated that watershed developmental tools are
very effective in meeting the objectives with the mission approach.

The geographical area of the state is 190.50 lakh hectares, of which 129.70 lakh hectares
are available for watershed development. 75% of the cultivable land in Karnataka is depending
on low and uncertain rainfall. 67 lakh hectares of area has already been treated under different
watershed projects by the end of March-2016 and remaining 62.70 lakh hectares of land is to be
planned to treat stage by stage in coming years.

As a result of implementation of watershed development projects farmers have realized


several benefits compared to non-watershed project areas. Among them there is a shift /
diversification from agriculture to agro-horti and agro-forestry, with this farmers have got
significance increase in their income and there is also upgraded environment. Implementation of
soil and water conservation programmes in watershed area has resulted in the significance
increase in the underground level water through recharge.

Pradhana Manthri Krishi Sinchayee Yojane-Watershed Development (erstwhile-IWMP):

IWMP was launched in 2009 under new common Guidelines issued by GOI for
Watershed Development projects as a single programme for watershed development with the
objective of restoring the ecological balance by harnessing, conserving and developing degraded
natural resources such as soil, vegetative cover and water and to create sustainable livelihoods
for asset less. From the year 2015-16, as per the directives of GOI, IWMP shall be implemented
as the Watershed component of “Pradhana Manthri Krishi Sinchayee Yojane-Watershed
Development” (PMKSY-WD)

From 2009-10 to 2015-16, 571 projects belonging Batch -I to Batch-VI of IWMP have
been approved for 29 districts of Karnataka State (except Bengaluru Urban District) at a cost of
Rs.3315 crores with an area 25.67 lakh ha.

From inception DOLR, GOI released an amount of Rs.1684.79 crores (Rs.1453.81


crores of Central share and 230.98 crores state share). An amount of Rs.1674.13 crores has spent
as on 31.10.2016.

During 2016-17 Rs.340.00 have been earmarked in the State budget. But department has
prepared action plan for Rs.500 crores (Rs.400 crores under PMKSY-WD and Rs.100.00 crores
under PMKSY-OI) and same has been approved in the SLSC and communicated to GOI.

During 2016-17 under PMKSY-WD Rs. 116.17 crore (Rs.69.70 central and Rs. 46.47
state share) and in PMKSY-OI-PDMC Rs.60.00 crore (Rs.36.00 crores central share and
Rs.24.00 cr state share) have been released.

In total Rs.176.17 crores released during current year. Out of which Rs.125.00 crore have
been spent upto October-2016 and generated 32.60 lakhs mandays.

During current year 139 taluks in Karnataka has faced the acute shortage of rainfall.
Hence state government has declared these taluk as drought affected taluks and emphasis has
given for the employment generation and water conservation.

Most of the watershed activities in the state will be implemented from the month of
November onwards. Hence the expenditure will be incurred in the coming months. By
considering the prevailing drought situation in the state, grants required to be released to create
employment and water conservation activities such as bunding, trench cum bunding, farm ponds,
Nala bunds, check dam and mini percolation tanks etc., Government of India may release the
balance amount under PMKSY (Rs. 194.30 crores) as advance to the state.

Apart from the regular Action Plan, state may be provided with additional Rs.250.00
crores to take up drought relief measures such as soil and water conservation and afforestation
activities in the 139 drought affected taluks. This will help the state to generate 69.56 lakh
additional mandays in the drought affected areas which will check migration of the people from
those areas.

Preamble:
As per the norms prescribed by Government of India in Drought Manual-2009, the
following indicators are to be considered for the declaration of drought-affected taluks:-

(3)Continuous dry spell for more than 4 weeks.
In view of the failure of monsoon during 1st June to 30th September 2016 and on the
basis of above indicators, the State Government in the Orders read at (1) & (2) above has
declared 110 taluks as drought affected areas. During October 2016 the State recorded -78
departure of rainfall. The continued rainfall deficiency, extended dry spell and moistures
stress in the month of October 2016 resulted in drought condition in 29 more taluks.
Keeping the above parameters in mind, the Cabinet Sub Committee on drought in the
meeting held on 29.10.2016 has decided to declare 29 taluks as drought affected. Hence the
following Order.

In the circumstances explained above, sanction of Government is accorded to declare


the following 29 taluks of 15 districts (excluding irrigated area) as drought affected during
2016-17, with immediate effect:-

In view of the declaration of above taluks as drought affected, it is ordered to take up


relief employment works for landless and small farmers & marginal farmers, emergent
supply of drinking water , supply of fodder, livestock protection and other drought releated
works in the drought affected taluks, as per SDRF/NDRF norms.
