A. International (WHO)
The General Data Dissemination Strategy (GDDS) developed by IMF (8) is
designed: to assist countries in assessing and documenting their statistical practices
and procedures and in compiling metadata; • to enable countries to develop and
implement plans for improvement in the different areas of statistics covered by the
GDDS. The principal goal of the GDDS is to improve data quality — quality relating both
to the actual data and also to the whole statistical system. The strategy involves
providing short-term technical assistance to countries to engage in a systematic review
of existing statistics as compared with international standards — essentially an
externally facilitated self-assessment. The process engages both data producers and
data users and seeks to bring about more effective communication both among national
statistical agencies and with the user community. Based on the result of the
assessment, countries develop a comprehensive improvement plan for the statistical
system. The GDDS has been used as the basis for the formulation of national strategies
for the development of statistics.
B. National (DOH)
A Philippine-German Cooperation is in partnership toward developing a need-
responsive and cost-effective Health and Management Information System (HAMIS).
Four information baskets are being strengthened specifically to address these needs in
a cost-effective way: public health information systems, hospital information systems,
information systems on economics and financing, information systems on good health
care management. BLACKBOX is the management information system for
public health programs, vital statistics, mortality and notifiable diseases of
the Philippines. It handles and retrieves all data that is being collected by
public health workers routinely all over the Philippines.
C. Local (HOSPITAL)
The local government unit has been using the Smart Infocast platform to
broadcast text updates to city officials and employees, health workers, and barangay
and police authorities. 
 
With the outbreak of COVID-19, the LGU is also using Smart Infocast to disseminate
important information and advisories and receive feedback and reports from its
constituents regarding the disease. o enhance the online monitoring system, Smart has
optimized LTE connectivity in sites near GenSan’s identified COVID-19 data centers,
which are located at various rural health units, checkpoints, and transport hubs. 
 
These areas include Barangays Apopong, Calumpang, Bula, Lagao, Tinagacan,
Fatima, San Isidro, West, Tambler, Labangal, and Mabuhay, Buayan, Bawing; and the
city health office, Bulaong terminal, seaport or pantalan, and airport. The company has
also provided LTE SIMs and data credits for use of health workers at the LGU’s COVID-
19 data centers. The public, meanwhile, may avail of free Smart Wi-Fi at the airport and
bus terminals, as well as the city health office and St. Elizabeth Hospital.
