1. Introduction

In recent years, together with the development of the country, the educational branch has
changed with regard to quantity and quality, and it is also becoming a common concern
of the whole society. The education branch is asking a pressing requirement in order to
enhance the quality of education more than ever in all the learning level and branch of
learning. The education and training plays the important role and essential factor in order
to the development of the country. Not only in Vietnam but also countries around the
world consider the education as the top national policy for national development.
Education is a prerequisite condition in order to decide the economics of a country have
economic development or not, the country has many talents in order to serve the country
or not.

Among the educational problems which both the realities and the theory must be faced
that is the problem with regard to the education should be commercialized or not? This is
not only a question put on Vietnamese education, but also a general question for
education around the world.

2. Definition of educational commercialization

2.1 Education

When the society develops, the demand with regard to study learning, to broaden
one's knowledge and to improve skills, the factor is increasing. However, the forms of
traditional education with support and orientation from the state cannot satisfy more
sufficient with regard to the all of this needs. Therefore, the educational business was
born. Providing the forms of educational services, the educational business seems to be
increasingly developing sinewy, becoming an important parts of the educational system
of countries around the world in general and Vietnam in particular. Education is a form of
studying, imparting knowledge and skills of people that are passed from this generation
to other generation through the form of training, research and teaching.

Commercialization of education can be understood as follows: Generally
commercialization is the process in which a new product or service is brought out the
market. Unlike the traditional form, educational business will get student-centered, most
of the capital investment will come from the private, not that state's capital. Currently,
educational business has encouraged by the state and create conditions in order to
develop .In addition to the goal of the investment, educational commercialization is also
understood as schools link with other businesses in order to create a business
environment in schools or linking with high-quality programs or international standards.
This will lead to schools compete together in order to provide educational quality with a
reasonable price. This wholesome competition brings the interests with respect to the
buyer or in case of the student.

3. The standpoint of educational commercialization.

When the doors of public schools doesn't satisfy the large numbers of students, this
will create a liberal market in education, it is deserving a welcome. The trend of
commercializing the education is increasingly strengthening in Vietnam that is due to
high profits from this activity bring. This is also due to the reason why educational
institutions outside public school, spring up mushroom from primary schools to
universities.

However, the recent conflict have related to the educational system in Vietnam from
primary level to university, this is showed that the educational environment is being
"commercialized", a business activity is short of control, will lead on the corollary. The
education is not the same as other business industry, when in education, aside from the
profit, it is also bringing humanistic. If when has considered an education as a business
activity and it operates according to market orientation. The rules of competition and
profitability are bring out the consideration, and schools will also manage as a business.
Including director, marketing department, and department of media and communication.

To attract the large numbers of students comes to the university and create a reputation,
schools must invest in material facilities, the advertising activities such as sharing a
image, information with regard the school on social networks or newsprint,...; expanding
many a new branch of learning. To respond the need to advertise with a view to attracting
the large numbers of students comes to the university, schools must have plentiful
budgets, to pay teachers' salaries and some other expenses.

However, the number of students enters university, which is increased sturdy, this leads
into erupt in order to the size and increasing the amount of students entered university,
leads into ability to sponsor from the government is increasingly limited. While the cost
of university education is incessantly increasing, forcing the state to increase the right to
self-control in public universities, allow them to find an extra source from outside in
order to increase sales.

Instead of relying only on the source of expenditure from the state, source of private
capital sources from business activities with regard to education that are contributing a
considerable to the development and diversify forms of education, helping need that
increasingly higher of the people.

This means that the learner is seen as the "customer", while the school is the service
provider. Of course that has positive results, as it requires schools must perform a
explanatory responsibility with regard to use accountability, training results, and must be
interested more than to the needs of learner. However, the student is not a "customer"
who can put money out of buying educational services according to the definitive
purchase and definitive sale, this phrase is meaning we pay for a Iphone produce and
bring an iphone way back house. Education is seen a special service because its
customers plays extremely the important role in process of creating value. Schools can
sell certification, but not sell skills, knowledge, attitudes, values, and qualities. University
degree is only the convention, certainly not of a piece of the elements. So, students are
considered as "customers" will create the corollary as identify the diploma with the
values that it represent, and as a result as the values will be bankrupt. The advocate of the
tendency of educational commercialization on university know that this is an
indispensable path in the short of the lack of source of public sponsor in order to meet the
needs of universities.

Currently, commercialization is having a positive effect on education. Some important


aspects are as follows:

 Employment opportunity and development of professional efficiency of


teachers: Commercialization of education provides opportunity of
employment. It provides many opportunities of job as well as guarantees for
students. Many schools always create favorable conditions for students to
have a job after graduation, including operate the annual with regard to "Job
Fair". The festival is providing a link between school-business-students,
thereby creating opportunities for the business to recruit qualitative human
resources.

The commercialization of education pays attention to the effective professional
development of teachers. In private institutions, they appoint highly qualified
teachers, intelligent teachers, and also provide a training course for teachers for
their career development.

 Quality of education: Commercialization of education always attach special


importance to the quality education. Education and training play an important role
with the economic development. Not only in Vietnam but almost all countries in
the world, as well as governments consider education as it is the top national
policy.

 Social development: Education and training is an important factor to ensure the


social development in the integration period. Commercialization of education give
emphasis on the social development. System of the modern and advanced
education system has an impact all aspects of sustainable development. In
economic, the educational system will provide high-quality human resources in
order to the society to effectively combine with regard to capital resources.

The benefits of "commercialization" will bring to the school as follows: Universities have
a free to participate in relationships with many different profession, this will improve and
enhance infrastructure through sponsor from partners. Better infrastructure, it will benefit
the school in general as well as students in particular. Students also have the opportunity
to be in contact with reality as well as the career opportunities. Do not be the benefits of
commercialization that was brought the school as was stated in the above paragraph,
which forgot about the main task of education-training , that is : to enhance intellectual
standards of the people, to train human resources with a view to developing intellectual
potentiality, the supply to the country with regard to the source of labor has high quality.

The goal of education is developing comprehensive with regard to the Vietnamese's


people have as regards the morality, knowledge and culture; have a quality and capacity;
promoting the potential and creative capability of each individual; enhancing intellectual
standards of people, developing human resources, fostering talents in order to satisfy the
needs to career of building and defending national, international integration. However,
this goal have a share of being shaken when education is "commercialized", the
heartbreaking stories related to "commercialization" such as out of being short of the
unpaid money, the school does not allow students to enter school or because of adjusting
a fee due to a epidemiologic, lead into a conflict between the parents and the school.
This won't be still a minority, if the school lay a profit targets above goals of student
education.

4. The advantages and the disadvantages of educational commercialization

4.1 The advantages of educational commercialization

The outstanding advantages of "Commercialization of education" as follows:


Attracting the source of force (financial resources and ability and intellect) of the society
in order to improve the educational quality. Currently, we have "commercialized", it
hasn't still recognized official. The system of training centers established by the people
that has created prestigious and recognized by society such as the Vietnam USA Society
English Center (VUS), Aptech Programmer School, or the system of private universities
and colleges such as Hoa Sen, Hung Vuong ... Create different sub-classes in the system
of national education that allow to respond different groups of people's legitimate needs
(learning in order to enhance knowledge, learning in order to work, learning in order to
be creative...), as well as demand for manpower of different career. This is an important
premise in order to avoid egalitarianism and level in education.

4.2 The disadvantages of educational commercialization

However, the recent conflict have related to the educational system in Vietnam from
primary level to university, this is showed that the educational environment is being
"commercialized", a business activity is short of control, will lead on the corollary. the
primary drawback of educational commercialization is tuition fees. Privatized institutions
are being symbolized by wealthy and elite parts in society.

5. Solution

Some a remedy for education in Vietnam

 Improve effectiveness and efficiency of management: Management is an


extremely important factor, if not a key factor to ensure the success of the
innovation process. Improve the quality of education and training. Therefore, the
quality of management must be improved comprehensively. It is necessary to
fundamentally renovate the management thinking and methods towards improving
efficiency. Implement administrative reform, institutionalize roles, functions,
duties, powers, and responsibilities of education and training management at all
levels and departments. In order to be able to manage comprehensively but still
avoid overwhelming pressure due to embracing too specific tasks, it is necessary
to build an effective and effective education and training quality accreditation
system. Quality management in the education and training institutions must be
responsible by these institutions.

 Diversification of financial resources is one of the basic solutions to ensure
material resources for improving the quality of education and training. Financial
resources can be diversified through the development of appropriate tuition
policies. Currently, in many countries, tuition fees are diversified according to
each goal, subject, subject, content, industry, methods, means and services to
support education. With the characteristics of natural conditions, socio-economic
as Vietnam, it is necessary to develop a reasonable tuition policy that does not
scratch equally, distinguishes the region, according to each target group,
diversifies the types of schools, ensures the good implementation of the task of
universalizing education, meets the educational requirements of the whole
population but at the same time creates conditions for students to have many
opportunities association of choice. At eduction and training facilities, research
institutes can actively exploit financial potential through scientific research
projects, technology transfer contracts, cooperation with enterprises ... In addition,
social resources can be exploited through good implementation of socialization.
However, measures to strengthen financial capacity will be inefficient if there is a
lack of anti-waste measures in education and training.

 Build universities that meet regional standards: The step-by-step orientation of


building a number of universities meeting regional standards, towards
international standards, in order to gradually affirm Vietnam's position in
education and training in the international arena is essential. We don't just stop
with building an Education & Training development strategy without
breakthrough decisions. This is also a content consistent with the general trend of
the times. However, to do this successfully, it is necessary to have a sure step and
an appropriate roadmap. First of all, there should be a suitable policy mechanism.
Next, financial resources must be guaranteed. In particular, a school that meets
regional standards and progresses to international standards cannot fail to meet the
standards of the quality of human resources. Human resources here are not only
management staff, lecturers but also students.

Currently, Vietnam does not really lack scientists, managers, Lecturers have deep
expertise, experience and enthusiasm, but lack appropriate mechanisms and
policies, creating favorable conditions for them to confidently devote themselves
to the country's education and training development. In the short term, it is
imperative to separate the goal of economic efficiency from the goal of ensuring
superior quality through the selection of only truly elite students.

In the long term, this is the right investment, because strict and standardization
right from the selection stage not only creates favorable conditions for the whole
education and training process, but these students will be the students when they
graduate from school. the practical basis proving that the new model is effective,
soon affirms Vietnam's position in education and training in the international
arena. In terms of not enough experience in high quality education.

It can be seen that the country's education and training is still developing on the basis of a
weak socio-economic situation. Overcoming the shortcomings of the quality of Education
and Training not only depends on the will and efforts of the Education and Training
sector, but also needs the participation of all sectors, levels and the whole society. We
must have a comprehensive solution, but we cannot help but have breakthrough and key
decisions and persevere to the end that can bring real positive changes to our education
and training career country.

5. Conclusion

Commercialization of higher education generally leads to modern facilities for all


students as money is no longer limited. Furthermore, when universities are free to enter
into corporate relationships with many different disciplines, they can improve and
upgrade their infrastructure through corporate sponsorship. Better infrastructure
ultimately benefits the students. Students also have the opportunity to receive training in
corporate companies and valuable industry exposure as a Memorandum of Understanding
is carried out between university and business. Another benefit of commercializing
higher education is the fact that surveys show that private universities have a more
professional approach than public universities.
