One of the fundamental changes will be the setting up of Higher Education Commission of
India (HECI) for the entire higher education. This centralized function acts as the overarching
body for all higher education. HECI functions with four independent verticals National Higher
Education Regulatory Council (NHERC), National Accreditation Council (NAC), Higher
Education Grants Council (HEGC) and General Education Council (GEC).

9. Regulation of other autonomous education bodies:

Implementation of HECI and its four verticals replaces University Grants Commission (UGC),
All India Council for Technical Education (AICTE) and National Council for Teacher Education
(NCTE). Until now, UGC was responsible for regulating higher education, AICTE regulated
technical and engineering education, NCTE regulated teacher training and education.
Educational bodies such as Indian Council for Agricultural Research (ICAR), Veterinary Council
of India (VCI), National Council for Teacher Education (NCTE), Council for Architecture
(CoA), National Council for Vocational Education and Training (NCVET) etc., will act as
Professional Standard Setting Bodies (PSSBs).

10.Year-end report card are redesigned to a holistic 360-degree multidimensional report that
shows detailed progress and uniqueness of each learner in cognitive, affective and psychomotor
domains. The report will include self-assessment, peer assessment and teacher assessment. The
national assessment body- The Performance Assessment, Review and Analysis of Knowledge for
Holistic Development (PARAKH) will be established for setting standards , norms and
guidelines for the evaluation for students for all recognized school boards.

11.For high professional standards among teachers, National Professional Standards for Teachers
(NPST) will be established by 2022. The proposed standards will be developed by the National
Council of Technical Education (NCTE). The new standards will guide the teachers at different
stages and the competencies required for that stages. Opportunities such as workshops and online
teacher development modules will be provided under the Continuous Professional Development
of new policy. Under NEP 2020, the National Educational Technology Forum (NETF) will be
provide a platform for the exchange of ideas on the use of technology to enhance learning.

12.By 2040, all Higher Education Institutions (HEIs) will become multidisciplinary institutions,
universities, colleges and HEI clusters. HEIs and university will now range from Research-
intensive Universities (RUs) to Teaching-intensive Universities (TUs) and Autonomous degree-
granting Colleges.
13. The framework for early childhood education for children upto the age of 8 is developed by
National Council of Educational Research and Training (NCERT). This framework is of two
parts namely a sub-framework for 0-3 years old and a sub-framework for 3-8 years old. The
framework will guide for both parents and childhood education institutions. Medium of
instruction till grade 8 will be in mother tongue/home language.

14. The undergraduate degree will be of either three or four year duration, with multiple exit
options. A student can exit with a diploma after completing one year or advanced diploma for
completing 2 years of education. The bachelor’s degree will continue to be awarded to students
completing the prescribed tenure (3 years/4 years) of the course. For example, completing one
year in a field including vocational and professional areas, or a diploma after two years or a
Bachelor’s degree after a three years programme.
