1 Scope:
1.1 The purpose of this method is to establish a uniform and systematic set of procedures to be
implemented in the testing and commissioning of the installed fire protection system at Capitol
Vista Office Project.
1.2 The systems will be Pre-commissioned and Commissioned in accordance with the approved
method of statement.
1.3 Ensure that the fire protection system is installed properly and shall perform as designed and as
per requirements.

3 Health, Safety, and Environment:
3.1 “AECOM” will operate a strict safety policy. “AECOM” recognizes the importance of safety
on site and will strictly adhere to the safety requirements for working.
3.2 A team of experienced and well qualified safety officers will be assigned to implement and
control the Health Safety & Environment Plan on site.
4 Key Personnel:
4.1 The Contractor’s T&C Engineer for Mechanical/Electrical Group has the overall responsibility
for the implementation of this Method of Statement.
4.2 The Contractor’s T&C MEP Coordinator will ensure that the resources are available to carry-out
the works as per approved drawings, method statement, and work schedule.
4.3 The Contractor’s Site Engineer/Supervisor is responsible to ensure that the work has been
carried out as per approved drawings. He shall assist in the inspection and testing and
commissioning procedures.
4.4 The Contractor’s commissioning technician/s shall ensure that the method statement is followed
to achieve the required data as per equipment schedule and project specification.
4.5 The Contractor Safety Officer will assist in all issues related to the HSE.
4.6 The specialist supplier shall certify the works as per Azerbaijan Ministry of Emergency.
4.7 The contractor, “AECOM”, shall perform all testing and commissioning works with client
representative attending as witness.
4.8 Client Representative shall attend Azerbaijan Ministry of Emergency inspection and testing.
5 Method and Sequence of Work:
5.1 Pre-Commissioning
5.1.1 Pre-commissioning checklist items are to be completed as part of start-up & initial
checkout. These are prerequisite to commissioning activities to ensure readiness of the
system for commissioning.
5.1.2 Items that do not apply shall be noted with the reasons on this form (N/A = not
applicable, BO = by others).
5.1.3 Contractor, assigned responsibility for sections of the checklist, shall be responsible to
see that checklist items by their subcontractors are completed and checked off.
5.1.4 “Contractor/Comment” column to the right of an item refers to comments of the
commissioning team regarding that particular item, and the contractor responsible for
verifying completion of the item.
5.2 Commissioning
5.2.1 In all test sections, circle or otherwise highlight any responses that indicate deficiencies
(i.e. responses that don’t meet the criteria for acceptance). Complete the Punch List for
all deficiencies. Correct all deficiencies and retest. Attach all retest data sheets.
5.2.2 Commissioning checklists are to be reproduced as necessary. Checklists are generic
and items that do not apply shall be noted with the reasons on this form (N/A = not
applicable, BO = by others).
5.2.3 Prior to commissioning, ensure that pressure testing has been performed.
5.2.4 The fire protection system includes:
For the following two items, acceptance criteria are installation that is well-ordered
and -supported, in addition to being tight and leak-free:
5.2.4.1 Piping – conveys fire protection water pumped to sprinklers and fire
hoses/nozzles.
5.2.4.2 Sprinklers – discharges water to the fire source via sprinkler zone valves;
activation of sprinklers lowers the pressure in the system, setting off a series
of events designed to quickly extinguish a fire (See 5.2.5.3).
For the next five items, acceptance criteria are that they perform as stated and as per
design:
5.2.4.3 Alarm pressure switches – detects pressure drop in the line and activates
fire/jockey pumps and alarm horns/bells/strobes/lights.
5.2.4.4 Fire/Jockey pumps – delivers water through the piping and maintains
pressure in the system.
5.2.4.5 Valve detector/sensor/supervisory switch – detects water flow in the line
and returns corresponding signals to the control panels.
5.2.4.6 Fire alarm control panel – controls alarms, valves and/or pumps.
5.2.4.7 Alarm horns/bells/strobes – alerts building occupants and service personnel
of fire events, simulated or authentic, giving ample time to act appropriately
to prevent damage to life and property.
5.2.5 Commissioning procedure:
5.2.5.1 Pressurize the system to 13.8 Bar and check equipment, piping and
connections to piping system for leaks. Pressurization shall be done for two
hours through manual override of the operation of the jockey pump and
shall be carried out on riser by riser basis.
a. Check fire hose reels, valves, etc., for leaks, and check that their action
is smooth.
b. Any leaks and unsatisfactory action are to be repaired and retested
until the entire system operates as designed.
NOTE: Before pressurization, be sure all pressure reducing valves for hose cabinets and lending
valves are closed.
5.2.5.2 Adjust the setting of fire hose pressure reducing angle valve (PRV) and the
landing valve PRV at each fire hose cabinet.
a. To adjust setting of fire hose PRV:
i. Check static pressure at nearest Control Valve Cabinet (CVC) or
Sprinkler Zone Valve (SZV).
ii. Fully close fire hose PRV, detach the fire hose, attach pressure
gauge adaptor set to PRV and re-attach the fire hose to the other
end of the pressure gauge adaptor set.
iii. Run the fire hose to the nearest drainage point and secure it so
that it will not flop or otherwise be dislodged from the drainage
upon application of pressure.
iv. Slowly open fire hose PRV until pressure reading reaches 4.5 Bar.
v. Mark setting on fire hose PRV.
vi. Remove pressure gauge adaptor set, with fire hose still attached.
b. To adjust setting of landing PRV:
i. Fully close landing PRV.
ii. Attach the pressure gauge adaptor set to PRV. Ensure that fire
hose is secure and shall not be dislodged from the drainage upon
application of pressure.
iii. Slowly open fire hose PRV until pressure reading reaches 6.9 bar.
iv. Mark setting on landing PRV.
c. Adjust each fire hose PRV and landing PRV at the same floor to the
same setting as the PRVs on the initial test hose cabinet.
5.2.5.3 Simulate a fire event to check if the connected mechanical equipment
(pumps/alarm gongs) functions automatically as designed. This may be
done by opening a test valve, thereby lowering the pressure in the system,
the same reaction that activation of a sprinkler shall cause.
a. Acceptance criteria: all components such as pumps, gongs, and
pressure switches function as designed during a fire event.
b. Check that the pressure drop due to the simulated fire event described
above initiates the following series of events:
i. Alarm pressure switches are activated to operate fire and/or
jockey pumps, initiating water flow through the fire piping line.
ii. Flow and pressure sensors send corresponding signals to control
panels.
iii. Water flowing through alarm check valves activates alarm gongs.
5.3 Temporary Works
5.3.1 Necessary permits shall be obtained prior to works.
5.3.2 Location of work to be secured through the use of barricade tapes. Unauthorized
personnel to be excluded from work location.
5.3.3 Scaffoldings, where needed, shall be erected by trained personnel and inspected by the
safety engineer before being released for use.
6 Testing and Commissioning Equipment
6.1 The following equipments and tools are required to perform the above works:

7 Applicable Spares and Consumables
7.1 Requirement for spares and consumables is minimal, including only batteries for the torch and
electrical measurement instruments and typical builders’ consumable items such as cleaning rags
and spare screws.

Verify that fire extinguishers provided are correct as per design and specifications;
Check location of extinguisher, its mounting, or its cabinet as applicable and verify
that it is correct as per design and specifications
Check pressures and verify that they are at the correct level; check that safety pins
are in place and the entire extinguisher is secure
Valve Equipment Tag/valve description:

Verify that valves provided are correct as per design and specifications
Check that water connections are secure and tight and no leaks are visible, especially
after pressurization to 12 bar
Check that switches, actuators and gauges installed with the valve are in place and
operating correctly
Check that valve action is smooth and proper as per design and manufacturer’s data

Control Test Drain Equipment Tag:

Verify that valves provided are correct as per design and specifications
Check that the cabinet is mounted plumb and secure and there is no undue pressure
on the piping
Check that water connections are secure and tight and no leaks are visible, especially
after pressurization to XXX bar
Check sight glass for water presence inside the valve

8.3 Commissioning Checklist


Check Y/N/NA Comment

Piping System
Pressurize system to 13.8 bar for 2 hours and check for leaks, with special attention
on connections to fittings, valves and special equipment; repair all leaks found and
retest until all leaks are corrected
Simulate a fire event by opening a test valve to initiate pressure drop in the line;
check that when the pumps start running, there are no visible leaks at the pipe system
Fire Hose Reel Equipment Tag:
Under pressure, check that there are no leaks at connections to the fire piping system
Check the action of fire hose reel mounting by swinging out the reel to ensure that it
does so smoothly and the swivel is reasonably balanced and not unduly strained by
the weight of the reel and hose.
Check that the hose can be run out smoothly
Adjust the setting of the fire hose pressure regulating valve to 4.5 bar and the landing
valve PRV to 6.9 bar (see procedure on part 5.2.4.2 and 5.2.4.3 on page 7)
Valve Equipment Tag/Valve Description:
Check that water pipe connections do not leak under pressure
Check that the valve action is smooth and there are no leaks on the valve bodies
especially at the packing
Control Test Drain Equipment Tag:
Check that water pipe connections do not leak under pressure
Check the sight glass for presence of water
Set valve to DRAIN and check if the corresponding alarm in the sprinkler valve room
is activated

Check that there are no leaks at the interface between switches and valves/pipes
Check that the valve detector/sensor/switch function correctly
Fire Alarm Test Module Equipment Tag:
Check that there are no leaks at connection points with the fire pipe system
Check that valve action is smooth and there are no leaks at the valve stem
When the valve is fitted with drainage hose or is poised to drain into a drainage point,
open the valve to initiate a drop in pressure in the line; this is to simulate sprinkler
operation and lead to a simulated fire event
Air Release Valve Equipment Tag:
Open the isolating valve to include the air release valve into the fire protection water
system
Check that there are no leaks at connection points
Observe the operation of the air release valve; check that air is released periodically
through the vent port
Sprinkler System Tag:
Check that there are no leaks at high pressure at any connection point with the piping
system
Fire Department Inlet Connection Equipment Tag:
Check that there are no leaks at high pressure on all connection points with the fire
protection system
Water Motor Alarm Equipment Tag:
Check that there are no leaks at all connection points with the fire protection system
Check that the alarm is activated when pumps run
Go around the vicinity and check that the alarm is audible at all areas at a reasonable
distance away
