COMMENTS ON TEACHING TECH, INNOVATION AND MODERN WAR

1. The Div HQ vide ltr at Flag A had asked for comments on pub ‘TEACHING TECH,
INNOVATION AND MODERN WAR’ by 25 feb. Units had been asked to fwd
comments, which are placed as under :-
a. Comments from 123 MRA unit - Flag B
b. Comments from 126 MRA unit - Flag C
2. Main pts from units are :-
a. Stanford University has launched a course named teaching technology
Innovation and Modern War which exam examines new military system
operational concepts and doctrines that will emerge from 21st century
Technologies developed on National Defence strategy as per the strategy
Central challenges to us prosperity and security is the re-emergence of
long-term strategy competition by what the national security strategy
classified as revisionist power
b. student in this course will go off to senior roles in defence policy and the
companies building new disruptive technologies it will also inspired them to
help lead the transformation of the department of Defence to meet 21st
century challenges
c. the national power of a country is more than just its military strength is the
combination of a country's diplomacy information and intelligence capabilities
d. the incidents in Eastern Ukraine Tibet Hongkong have made us realise that in
spite of having technological as from other Nations it is still losing its
dominance
e. incremental improvements in weapons typically result in increased mental
improvements in Doctrine and because of the complexity of the DOD
increments and acquisitions system the incumbent contractors are typically
the same
f. senior hierarchy is most comfortable with technology and doctrine they learnt
in their early ages when visionary start promoting what at first looks like a
technological toy leadership receives them as bringing this order to a well
order system
3. Fol is Recommended
a. us needs to review its doctrines and operational concepts in order to
overcome the declining dominance
b. there may be a requirement to develop new doctrines with emerging new
class o f disruptive Technologies and weapons
c. it is high time to think about its development systematically which also is the
basic purpose of the sessions
d. development of a new Doctrine will be challenging as it has to be decided
that which of these Technologies and new weapons will be most important
against China Russia North Korea Iran and non Nation States
e. weapons and doctrine need to continue to project power in South China Sea
will be different than those needed to protect the ballistic States or counter
aboriginal thread in the Middle East
