Technical specifications
For Extension of 3.3KV switchgear

I. Introduction:
3.3KV indoor substation was installed to supply electrical power to all 3.3KV motors and
distribution transformers installed at Heavy Water Plant, Tuticorin. The existing 3.3KV substation
consists of panel with 31outgoing feeders and no spare feeder is available to extend power supply
to new projects. It is planned to supply power to new projects from 3.3KV switchgear after
extending with new 3.3 KVindoor type panel having 5 VCB outgoing feeders. New panel shall
have common incoming Busbar for all the five outgoing feeders.Each feeder shall have VCB rated
for 630 Amps, 175 MVA fault level. Three out of five outgoing feeders shall be suitable to feed
power to transformers as per technical specifications given below and remaining two outgoing
feeders shall be suitable for feeding power to motors of rated capacity given in data sheet. This new
panel shall be integrated with existing 3.3KV, 1250A, 175MVA, NGEF make panel with EKU type
5012/10 MOCB.

II. Scope:

1. Scope of Bidder:

a) Design, Engineering, manufacturing, testing at manufacturer’s works, proper packing, safe


delivery, erection, integration with existing switchgear, pre & post commissioning testing at
site,commissioning of indoor type 3.3KV panel with five3.3 KV, 630 A, 175MVA indoor
type VCBoutgoing feeders as per technical specifications given below. Three out of five
feeders shall be suitable to feed power to transformers (rating of transformers may be
around 2.5 MVA) and remaining two outgoing feeders shall be suitable for feeding power to
motors of rated capacity given in data sheet.
b) Minor civil works like chipping, grouting required for erection of these panels are included
in the scope along with supply of foundation bolts, earthing strip of suitable size required
for panels earthing, material required for integrating new panels with existing panels and
other accessories for successful erection of panels.

c) It is not the intent to specify herein all the details of design & manufacture. However, the
equipment shall conform in all respect to high standards of design engineering and
workmanship and shall be capable of performing in continuous efficient operation and
confirming to all relevant standards.

d) Bidders are advised to visit the site before quoting for better understanding of the scope and
condition before bidding.
2. Scope of department:
a. Auxiliary supply (230V AC, 110V DC) required for space heaters, control circuit etc
will be provided by the purchaser.
b. Power supply required for cutting, welding, testing etc will be provided by the purchaser
at free of cost.
c. Civil works required for making provision to insert out going power cables will be in the
scope of purchaser.

III. Applicable codes and standards:

All standards, specification and codes of practices referred to herein shall be the latest editions
including all applicable official amendments and revisions. In case of conflict between this
specification and those (IS Codes, Standards etc.) referred to herein, the former shall prevail. All
work shall be carried out as per the following standards and codes

VCB panel shall also conform to the provisions of the latest revisions of the Indian Electricity rules and
any other statutory regulations currently in force.

V. General Requirements:

i. The panel covered in this specification is for extending power supply to new projects at
Heavy Water Plant – Tuticorin and these shall be integrated with existing 12KV, 1250A,
40KA (sym) ASEA make VCB panel of type HCA 12/1240. Rough sketch of existing
panels is given in annexure-B.
ii. Metal clad switchgear shall be complete with all the accessories for efficient and trouble
free operation. The equipment offered shall be safe, reliable and compact to install.The
circuit breaker, switches and protective device etc shall be of latest design so as to ensure
rapid and efficient interruption of fault current low arc energy, small arching time and
freedom from fire hazards.
iii. The switchgear shall be designed, manufactured and tested in accordance with the best
international engineering practices under strict quality control to meet the requirement
stipulated in the technical specification. Adequate safety margin with respect to thermal,
mechanical, dielectric stress and insulation coordination etc. shall be maintained during
design, selection of raw material, manufacturing process etc. so that the switchgear
provides long life with least maintenance.
iv. The workmanship shall be of the highest quality and shall conform to the latest modern
practices for the manufacture of high technology machinery and electrical switchgear.
v. The switchgear panel shall be free standing, floor mounted, fully compartmentalized, metal
enclosed construction complying IS and IEC standards. Each Breaker panel shall be

compartmentalized with separate metallic partition. One compartment shall be for breaker
draw out trucks, HV bus compartment, and incomer cable compartment.
vi. The incoming bus-bar compartment may be common which may run along the entire
length of switchboard as per manufacturer's standard switchgear design.
vii. All operations of circuit breaker, disconnection, earthing, spring charging etc shall be done
from front of the Switchgear without opening any additional panel door to ensure complete
safety of operator.
viii. Each panel shall be provided with one earth bus of suitable size.The earth bus shall be of
tinned/nickel plated copper or aluminium and it shall be connected with existing earth bus.
All metallic cases of relays, meters, instruments etc. shall be connected to this bus
independently for their effective earthing.
ix. All fuses used in the switchgear shall be of HRC type. All current carrying and live parts
shall be of tinned/ nickel plated copper.
x. The switchgear shall be cooled by natural air flow and necessary arrangements shall be made
while designing and manufacturing.
xi. Total height of the panel shall be finalized after the consent of the HWP-Tuticorin in line
with existing panel. The height of devices like CB ON-OFF switches, position switch
operating handle, shutter actuating lever, spring charging/opening etc shall not generally
exceed 1600 mm and shall not be generally less than 1000 mm.
xii. The doors shall be provided with 3-point locks operated by suitable handle. A backwards
slanting hood of 2 mm thick sheet should be provided for protection against rainwater.
Bottom plates of the panel shall be fitted with removable brass cable glands to allow cable
entries from the bottom. All the breaker front panel shall have padlocking facility.
xiii. The switch board panel shall have the facility for extension on both sides.
xiv. Thermostatically controlled space heater with common MCB shall be provided in required
compartments. Each panel shall be provided with cubicle illumination lamp in shrouded
holder, controlled by door operated switch. Space heater of suitable power rating along
with control switch shall be provided inside each panel. Cubicle lamp and space heater
shall be suitable to work on 240 V AC, 50HZ, 1-phase supply. In each panel, one 3-pin 10
Amp industrial type power plug along with control switch shall be provided for extending
240 V AC supply.
xv. Safety Interlocks:
Suitable interlock & Indications shall be provided to prevent access to cable compartment
doors, in case the incoming supply is ON. Following Safety interlocks shall be
incorporated:
1. Breaker cannot be closed in any intermediate position other than the 3 fixed positions.
2. With the breaker closed, it cannot be racked in/out from any of the three positions to
another.
3. Truck cannot be racked into service position with the door open. Door interlock shall have
defeat feature.
4. Unless control connections are engaged a) door cannot be closed b) truck cannot be moved
to ‘Service’ position.
5. Unless control connections are disengaged, truck cannot be withdrawn beyond the isolated
position.

6. Control connections cannot be disengaged with the truck in ‘Service’ position.
xvi. Lifting Arrangement:
Switchgear shall be provided with suitable lifting arrangement to lift the entire unit. Lifting
arrangement (lifting eye) shall be positioned in such a way so as to avoid any damage to
the housing, primary terminals or the tanks during the process of lifting for
installation/transport. The general arrangement drawing shall show clearly the lifting
arrangements provided such as lifting eye, guide etc.
xvii. Painting:
All sheet metal parts (panel, mechanism box, metal housing, instrument transformer etc.)
for installation shall be designed and fabricated with special care to avoid rust/fungus
formation and corrosion. Painting of outside of panel shall be same color of existing panel
installed at HWP-T 3.3KV/415V substation. Internals of the panel shall be of white colour
to have a better visibility of the bus bars. The flaps and other partition whichare likely to
have voltage shall be properly marked in red.
xviii. Labels:
All front mounted as well as externally mounted items including fuses shall be provided
with individual identification labels. Labels shall be mounted directly below the respective
equipment and shall clearly indicate the equipment designation. Labeling shall be on
aluminium-anodized plates of 1 mm thickness. The letters are to be properly engraved.

xix. Auxiliary Switches


1. Each operating mechanism of the circuit breaker shall be provided with adequate
number of auxiliary switches of normally open and normally closed contacts for the
control and operation of the equipment with adequate current rating. Normal
position of auxiliary switches refers to contact position when circuit breaker is open.
2. All spare auxiliary contacts of the circuit breakers shall be wired up and brought to
the terminal block. Minimum 4 N/O + 4 N/C contacts shall be available on each
breaker for this purpose. Auxiliary contact multiplier, if any used, shall be connected
to the DC supply only.
3. In each circuit breaker, one potential free contact of the limit switch of spring
charging motor shall be provided for remote indication of spring charged. This
contact shall be wired up and brought to the terminal block.

xx. Metering and Protection


All the panel shall have a separate section for the Metering, indication, control and Relaying
system. All the indications, metering and relay shall be mounted on the front with proper
rigidity, minimum vibrations and leveled surfaces.

xxi. Busbars and Insulators


1) Existing NGEF make 3.3KV switch board has main horizontal aluminium bus bar and
details are given below:

2) This panel is to be integrated with existing 3.3KV switchgear and all the activities
required for extension of switchgear are in the scope of bidder.
3) Incoming vertical bus bar of ASEA make VCB panel is connected to old NGEF make
MOCB panel horizontal main busbar. Oldbus bar from NGEF MOCB panel to
capacitor bank panel shall be removed and new horizontal aluminium bus bar of similar
size, sufficient length shall be supplied and installed by the bidder.
4) Existing vertical busbars of capacitor bank VCB panel shall be connected to new
horizontal bus bar by the bidder.
5) Incoming main busbar of new panel shall have three runs of aluminium bus bar of size
100mm X 10mm and this bus bar shall be connected to new horizontal bus bar through
suitable arrangement.
6) Vertical bus bar of individual feeders of new panel shall have aluminium bus bar of
sufficient size suitable for supplying power to 2.5 MVA load.
7) Busbar shall be of Electrolytic Aluminium with 99.9% purity of adequate size for
specified current ratings. They shall be adequately supported on insulators to withstand
electrical and mechanical stresses due to specified short circuit currents.
8) Busbar shall be supported on the epoxy insulators such that the conductor expansion
and contraction are allowed without straining the insulators.
9) Bus bar cross-section shall be uniform throughout the length of switchgear board. The
busbar shall be internal and properly shielded.
10) Busbar insulators shall be of arc and track resistant, high strength, non-hygroscopic,
non-combustible type and shall be suitable to withstand stresses due to over-voltages,
and short circuit current. Straight run of busbars should be sleeved with full voltage
insulation and tap-offs and joints should be shrouded with removable shrouds of full
voltage insulation. The sleeve shall be heat shrinkable, non-tracking, low absorption
type rated for full insulation level of the switchboard. Busbar shall have insulation
sleeve of proper colour coding.
11) All busbars shall have suitable phase identification.
12) The temperature of the busbars and all other equipment, when carrying the rated
current continuously shall be limited as per the stipulations of relevant Standards, duly
considering the specified design ambient temperature (45 deg. C).
13) Bus bar joints shall be provided with four no. of bolt & nut arrangement to have
sufficient strength to with mechanical forces developed during normal and abnormal
conditions.
14) Clearance between bus bars, bus bar and earth shall be mentioned as per relevant
Indian standard.

xxii. Indication and Control:


1) Each Circuit Breaker should be provided with a separate section for Control &
Indication which may be accommodated with the metering.
2) The Control & indication panels against this specification shall be simplex type with
all controls and indications.
3) All the breakers shall have ON, OFF and TRIP Indication lamps.

4) Adequate quantity of cable glands of suitable size shall be provided for
instrumentation and control cables.
5) All the control wiring shall be carried out with 1100 volts grade single core, multi
strand flexible tinned copper wires with PVC insulation. The conductor size shall 2.5
sq mm (minimum) for circuits. Wiring trough may be used for routing the cables.

xxiii. Earthing:
1) A copper/aluminium earthing bus of adequate current capacity shall be provided at the
bottom and shall extend throughout the length of each switch board. Successful bidder
shall produce documentary evidence for sizing of earthing bus bar by taking all factors
into consideration. It shall be bolted/ welded to the framework of each panel and each
breaker earthing contact bar. The earth bus shall have sufficient cross section to carry
the momentary short-circuit and short time fault currents to earth without exceeding
the allowable temperature rise.
2) Suitable arrangement shall be provided at each end of the earth bus for bolting to
station earthing grid. All joint splices to the earth bus shall be made through at least
two bolts and taps by proper lug and bolt connection.
3) All non-current carrying metal work of the switchboard shall be effectively bonded to
the earth bus. Electrical continuity of the whole switchgear enclosure frame work and
the truck shall be maintained even after painting.
4) All metallic cases of relays, instruments and other panel mounted equipment shall be
connected to earth by independent stranded copper wires of size not less than 2.5 sq.
mm. Insulation colour code of earthing wires shall be green. Earthing wires shall be
connected to terminals with suitable clamp connectors and soldering shall not be
acceptable. Looping of earth connections which would result in loss of earth
connection to other devices, when a device is removed is not acceptable. However,
looping of earth connections between equipment to provide alternative paths of earth
bus is acceptable.
5) VT and CT secondary neutral point earthing shall be at one place only on the terminal
block. Such earthing shall be made through links so that earthing of one secondary
circuit may be removed without disturbing the earthing of other circuits.
6) Facility for earthing cable buses of outgoing feeders as well as bus bar shall be
provided.
7) The panel shall have Voltage Presence Indicator (VPI) to warn the operator against
earthing of live connections.
8) All hinged doors shall be earthed through flexible earthing braid.
xxiv. Equipment shall be installed in a neat workman‐like‐manner so that it is leveled, plumbed,
squared and properly aligned and oriented. Tolerances shall be as established on Contractor’s
drawings or as stipulated by Employer. No equipment shall be permanently bolted down / tag
welded to foundation until the alignment has been checked and found acceptable by the
Engineer. Contractor shall furnish all supervision labor, tools, equipment rigging materials,
bolts, wedges, anchors, concrete inserts etc. in proper time, required to completely install,
test and commission the equipment.

xxv. Manufacturers and Employer’s instructions and recommendations shall be correctly followed
in handling, erection, testing and commissioning of all equipment.
xxvi. Panel wiring shall be suitably bunched and clamped for neat appearance. The conductors
used for wiring purpose shall be PVC insulated 1100 volt grade semi flexible heat resistant,
flame retardant and vermin proof electrolytic copper cable conforming to IEC:227, 502 or
IS:1554. The wiring shall be securely supported and taken though PVC through PVC
troughs. Each wire shall be continuous from end to end without any joint in between.

xxvii. VCB panel shall be installed on finished surfaces, concrete or steel sills. Successful bidder
shall be required to install and align any channel sills which form part of foundations. Power
bus enclosure, ground and control splices of conventional nature shall be cleaned and bolted
together with torque wrench of proper size or by other approved means. Tape or compound
shall be applied where called for in drawings. Contractor shall take utmost care in handling
instruments, relays and other delicate mechanisms. Wherever the instruments and relays are
supplied loose along with switchgear, they shall be mounted only after the associated
switchgear panels have been erected and aligned. The blocking materials, employed for safe
transit of instrument and relays shall be removed after ensuring that panels have been
completely installed and no further movement of the same would be necessary. Any damage
shall be immediately reported to Engineer.

i. The panel along with CT, PT, Control, indication, meter,microprocessor based protective
relays, all other accessories and circuit breaker having vacuum as interrupting media with
separate interrupters of 630 Acontinuous current rating for each phase mounted on single

frame shall be suitable for indoor Installations. There shall be a common drive mechanism
for interrupters, which must work in synchronism. These breakers shall be provided with
suitable local and remote control.
ii. The operating mechanism of the vacuum circuit breaker shall be motor wound spring
charged type. It shall be electrically and mechanically trip free with anti-pumping device.
All working parts in the mechanism shall be of corrosion resistant material. Self-lubricating,
wearing resistant bearings shall be provided in the mechanism.
iii. The mechanism shall fully close the circuit breaker and sustain it in the closed position
against the forces of the rated making current and shall fully open the circuit breaker
without undue contact bounce at a speed commensurate with that shown by tests to be
necessary to achieve the rated breaking capacity in accordance with IEC:56 or IS:13118.
The mechanism shall be capable of being locked in either the open or closed position. The
mechanism shall be capable of fully closing and opening again after the auto-reclose time
interval specified as 0.3 second in this specification.
iv. The entire circuit breaker with its operating mechanism shall be mounted on a horizontal
draw out type trolley mounted inserted into a floor standing sheet steel enclosure having
lockable door for closing after insertion of VCB into service position and test position,
suitable for withstanding electromagnetic/electro-dynamic forces of both symmetrical &
asymmetrical faults and any flashover inside the CB enclosure should not come out except
from vent given in top of panel. It shall have plug-in off load type isolating main and
auxiliary contacts with all necessary safety features, door limit switch etc.
v. The VCB shall be provided with three distinct positions namely service, Test and Isolate in
the panel and in all the position VCB should remain in the cubicle.
vi. A mechanically operated circuit breaker position indicator shall be provided in a location
visible from the operating side of the breaker without the necessity to open the mechanism
door. The word ‘OFF’ in white letter on green background shall be used to indicate that the
breaker is in the opening position and the word ‘ON’ in white letters on a red background to
indicate that the breaker is in the closed position. These indications shall be provided in
addition to the electrical indication.
vii. The state of charge of the operating springs shall be indicated by a mechanical device
showing ‘SPRING CHARGED’ when closing spring is fully charged and operation is
permissible and ‘SPRING FREE/RELEASED’ when closing spring is not fully charged.
viii. Mechanical counters to record the number of closing operations shall be provided for circuit
breaker.
ix. ON/NEUTRAL/ OFF control switch with rear terminal connections to be provided at
operating side for breaker operation from panel.
x. MECHANICAL EMERGENCY TRIP DEVICE: Device suitable for manual operation in
the event of failure of electrical power supply shall be provided at operating side and the
device shall be accessible without opening any access doors and distinctly labeled. It shall
be shrouded and protected against inadvertent operation.
xi. The base channel shall be provided for installation of the panel.

ii) Instrument transformers:


1. All instrument transformers shall withstand the power frequency and
impulse test voltage specified for the switchgear assembly. The current
transformer shall further have the dynamic and short time ratings at least
equal to those specified for the associated switchgear and shall safely
withstand the thermal and mechanical stress produced by maximum fault

currents specified when mounted inside the switchgear for circuit breaker
modules.
2. Instrument transformers shall be suitable for continuous operation at the
ambient temperature prevailing inside the switchgear enclosure, when the
switchboard is operating at its rated load and the outside ambient
temperature is 45 deg. C.
3. The parameters of instrument transformers specified in this specification
are indicative and shall be finalized during detailed engineering and
approval of department, considering the actual burden of various relays
and other devices finally selected.
4. CTs shall have clear indelible polarity markings. All secondary terminals
shall be wired to separate terminals on an accessible terminal block.

A. CURRENT TRANSFORMERS (CTs):


a. Each feeder shall have one current transformer for each phase R,Y& B and it shall have
two cores for metering and protection and these CTs shall be mounted inside the panel.
b. Current transformers shall be of indoor, single phase, resin cast, copper wound, suitable
for operation in hot and humid atmospheric conditions and shall comply to IS: 2705
(latest amendment).
c. All current transformers shall be ring core type suitable for 3.3KV system. CT shall be
so constructed as to ensure that the dry type (resin, epoxy or any other polymer) does
not absorb moisture or develops cracks or breaks in to pieces during its life span when
installed.
d. High grade non-ageing cold rolled grain oriented (CRGO M4 or better grade) silicon
steel of low hysteresis loss and high permeability shall be used for the core so as to
ensure specified accuracy at both normal and over currents. The flux density shall be
limited to ensure that there is no saturation during normal service.
e. Secondary windings of current transformers shall be used for metering, instrumentation
and protection and shall be rated for continuous current of 120% of normal rated current
of primary winding. The CT VA rating should be suitable for connected instrument,
meter but in any case it should not be less than 5 VA.
f. The accuracy for metering CT core should be 0.2, protection CT for O/C and E/F shall
be 5P20 and secondary current rating of CT shall be 1A.
g. CT shall have adequate continuous, short time voltage withstand capability.
h. Current transformers shall be located in the cable termination / Circuit breaker
compartment. All CTs shall be single phase type.

B. POTENTIAL TRANSFORMER:

a. The single phase PTs (for all the three phases) shall be of resin cast type, copper
wound shall be provided for metering purpose and shall comply with IS: 3156 (latest
amendments).
b. Primary voltage of potential transformer shall be 3.3KV/√3 and secondary voltage
rating shall be 110V/√3.
c. The potential transformer shall have accuracy class of 0.5.

d. The Primary winding shall be protected by HRC Fuses in suitable holder designed
by the manufacturers. The secondary windings shall be protected by HRC cartridge
fuses in fuse holder consisting of carriers and bases.

iii) PROTECTIVE RELAY & CONTROL PANEL


a. Indoor switchgear panel shall have communicable numerical protection relays
(IEDs) complying with IS/IEC on all feeders. These IEDs shall also be used for
protection, control & monitoring the switchgear.
b. All Numerical relays shall have features for electrical measurements and storage of
eight number (minimum) of fault events with time.
c. Numerical relays shall be suitable for the station auxiliary supply (110 V dc) and
shall have facility of a test push button to test the relay functioning. Annunciator for
`warning' and `emergency' signaling conditions on individual panels. Common audio
signaling with `Accept', `Reset' and `Test' push buttons for the switchboard where
common annunciation panel not specified. Audio signaling to have distinct tones for
`warning' and `emergency'.
d. Trip circuit supervision scheme shall be such that testing of trip circuit healthiness is
possible irrespective of whether the C. B. is in the closed or open position. The Trip
Circuit Healthy lamp should glow continuously in CB ‘ON’ Position and on demand
in C.B. ‘OFF” position. The rating of dropping resistance in series with Trip Circuit
Healthy lamp shall be such that the Trip Coil should not get damaged because of
continuous current flowing through it.
e. The Control Relay Panel (Instrument Chamber) should be mounted on top of the
VCB Panel. Control panel (inbuilt) with protective relay and meter shall be provided
for breakers.
f. The transformer feeders shall have protection scheme with the following minimum
relays/protection:
i. Numerical, communicable non-directional relay suitable for transformer
feeders having protections like over current, Short Circuit & Earth fault.
ii. Master trip relay (electro mechanical type)
iii. Trip circuit supervision relay(electro mechanical type)
iv. Anti-pumping relay (electro mechanical type)
v. Auxiliary relays for transformers like oil temperature alarm & trip, winding
temperature alarm & trip, buchholz relay alarm & trip.
g. Motor feeder shall have protection scheme with the following minimum
relays/protection:
1. Numerical, communicable relay suitable for compressor motor
having all protections like overload, over current, short circuit,
earth fault, locked rotor, unbalance and single phasing etc.
2. Mater trip relay
3. Trip circuit supervision relay.
4. Anti-pumping relay.
h. The voltmeter and ammeter with selector switch to be provided.
i. Indication lamp like ON, OFF, Trip, TC healthy, Spring charging, test position,
service position, R, Y, B, etc are to be provided.
j. One multi-function meter to be provided for each panel.
k. In general, fuses and MCBs shall be limited to the minimum required for safety. The
protection scheme shall include fuses for VT secondary circuits and DC supply to
each panel and fuses for MCB for spring charging motor and incoming AC supply.

l. The numerical typeS/C, O/C & E/F relay and High speed Trip Relay should be of
draw-out type. These relays should be hand reset type with mechanical operation
indicator. These relays shall have adequate NO/NC contacts for feedback to DCS,
panel indicating lamps, interlocks etc.
m. Numerical Relays shall have appropriate setting ranges, accuracy, resetting ratio,
transient overreach and other characteristics to provide required sensitivity for the
intended application.
n. Failure of a control supply and de-energization of a relay shall not initiate any circuit
breaker operation.

iv) Multifunction Meters


Each feeder shall have one multifunction meters with following properties, digital voltmeter
and ammeter with adjustable scale and range.
a) All the multifunctional meters shall be of digital type with atleast 3 line
display.
b) All the Multifunction meters shall have feature to measure Voltage, Current,
Power, Reactive Power, Active Power, Power Factor and other electrical
parameters with accuracy class of 0.5.
c) The multifunction meters shall not pose extra burden on current.
d) The multifunction meters shall be of communicable type with RS-485
communication with capability to interact with SCADA/DCS.
VII. Guarantee:
The supplied material shall be guaranteed for 12 months from the date of successful
completion of panels or 18 months from the date of dispatch of panels to site, whichever is
earlier.

VIII. QUALITY ASSURANCE, TESTING & INSPECTION:


a. The successful bidder shall submit the QAP for purchaser’s approval. There shall be
no commercial implication to purchaser on account of QAP approval.
b. All materials, components and accessories of the VCB panels shall be procured,
manufactured, inspected and tested by vendor/ sub-vendor as per approved quality
plan.
c. All routine and acceptance tests shall be carried out on all the panels, breakers,
potential transformer, current transformers, microprocessor based relays etc. in the
presence of purchaser’s representative.Charges for all these tests for all the
equipment & components shall be deemed to be included in the bid price.
d. The successful bidder shall submit 3 copies of routine and acceptance test reports of
VCB, meters, PT, CT, relays and all other components.

The final set of various drawings/ documents shall be submitted in triplicate.

XII. Erection & commissioning:


i. Shifting of panels, VCB etc from departmental stores from departmental stores
to installation site shall be under the scope of bidder.
ii. Supplier shall bring all tools, tackles, testing equipment etc required for
successful erection, testing at site and commissioning of panels.
iii. All works like opening, fixing, dismantling of bus bar connected between NGEF
panels and ASEA make VCB capacitor bank panels etc required for integrating
newly supplied panels with existing panels shall be under the scope of bidder.
iv. Old bus bar connected between NGEF panels and ASEA make VCB panel
through adapter shall be dismantled and new bus bar having rated current
carrying capacity equal to rated current of five panels and 1.916KV, 2100KVAR
capacitor bank.
v. Preparation & cleaning of the existing area before start of erection of new
breaker panels.
vi. Erection & commissioning of circuit breaker panels shall comply with the
applicable statutes, regulations, Indian electricity rules, safety codes and
applicable standards in the locality where the equipment will be installed.
vii. Erection shall also include leveling, alignment, mounting of CB, mechanical
interconnections between different sections, inter panel wiring if required. Any
modification in existing structure if any shall be carried out by the bidder at free
of cost.
viii. The following tests shall be done by the bidder at site while commissioning
1. Checking alignment of breaker for free movement inside the cubicle.
2. Checking IR value of circuit breakers both in close and open position.
3. Slow closing/opening operation.
4. Checking of control wiring for its correctness, continuity and IR value.
5. Mechanical operation tests both manually and electrically.
6. Breaker opening and closing time measurement.
7. Checking trip free and anti-pumpingoperation of circuit breaker.
8. Contact resistance measurement.
9. Checking electrical and mechanical interlocks provided.
