Problem Statement

The problem of the El Rancho Unified School District with its unrepaired locker rooms that
don't meet modern requirements is not only in Steam Academy but in almost every old school in
California. Existing locker rooms lack a ventilation system and have old facilities that havent
been reconstructed since the school was established back in 1950. Not equipped locker rooms
affect students, PE teachers and parents, as the students are not motivated to attend PE classes.
Because students are no longer able to be refreshed after PE classes they have to go to the next
class sweaty and smelly. Moreover, when the weather doesn't allow classes outside, students
have to do exercises at the canteen.
We have identified several reasons that cause the problem:

Objectives
The objective of this policy brief is to provide higher standards/quality of locker rooms and more
sports equipment for students in the El Rancho Unified School District, after the rebuilding of
lockers rooms.

Methodology
The model collected will come from various case studies from locker rooms of other school
districts in the United States based on existing standards of student locker rooms. Learning
locker rooms from other school districts will demonstrate what an average locker room should
look like, then more details could be provided about how to improve locker rooms in the El
Rancho Unified School District.
Besides, our research will include data collection based on existing laws and policies. Before
improving locker rooms, in order to protect the legitimate rights of all students, the California
education law which contains the parts of locker rooms and the current policy of locker rooms in
the El Rancho Unified School District all need to be understood.
Additionally, surveys tailored to discovering the main concerns of students will be conducted.
The first survey will reflect on students’ personal experiences within locker rooms before or after
PE class. Better experiences in locker rooms will stimulate students to participate in PE class
more actively, thus, providing a better environment of locker rooms is essential to improve the
overall quality of teaching. Another survey will include suggestions from students refering how
to use space in the locker room more efficiently. As the users of locker rooms, decorating locker
rooms which fits in the interests of students, will be helpful to achieve the final goal of the
project.
Lastly, interviews with PE teachers will also be included in our project to demonstrate the details
needed to be improved in locker rooms. PE teachers know about the needs and interests of
students, and they are also familiar with which type of training exercises should be included in
locker rooms. With the help of PE teachers, the ways to achieve the final goal, which is
improving locker rooms with better decoration and advanced training machines, will be more
clear and reachable. Open-ended questions will be asked during the interview, so more
informative and subjective answers can be collected. In addition, online conversations will be the
main format of the interview.
