V/Line Standard for Lighting and Power Installations

1 PURPOSE
To outline the minimum design standards, practices and guidelines to be followed by all
electrical contractors undertaking work on V/Line facilities and or infrastructure.

2 SCOPE
Document the relevant V/Line design standards which apply to all lighting and power
installations throughout Regional Victoria and outline the contractor’s minimum responsibilities
for installations, Safety and Environmental requirements when working on V/Line premises,
facilities and or infrastructure.

3 STANDARDS
3.1 Lighting and Power Installations
3.1.1 Compliance with Standards
Compliance is required with all applicable laws & standards, including, but not limited to those
shown in Attachment A.

3.1.2 Electrical Installations


All relevant wiring Regulations shall be adhered to in all situations. No exemption shall be
sought unless prior approval is given by V/Line.
It is expected that the installer shall comply with all Regulations, such as current directives
issued by Energy Safe Victoria, and the Victorian WorkCover Authority.
Documentation
Any design undertaken on behalf of V/Line shall include drawings and design notes with
sufficient detail to enable construction of the installation. The design shall ensure ongoing
operations and provide for limited maintenance requirements for the life of the installation.

Other services (e.g., communications, fire and mechanical) shall only be included to the extent
that they are required, as part of installation, operations or maintenance.

3.1.3 Lighting

Introduction

The Disability Discrimination Act (DDA) contains the Disability Standards for Accessible Public
Transport (DSFAPT) which outlines the minimum standards for access for people with disabilities
to public transport. These standards require that any lighting provided must comply with minimum
levels of maintenance illumination for various situations shown in the notes to AS 1428.2 (1992)
Clause 19.
AS 1428.2 in turn requires that ’Illumination levels shall be uniform and comply with the
requirements for maintenance illumination set out in AS 1680.2.
The required lighting levels stated in Table 1 below, are the minimum illumination levels required.

Fluorescent Lamps

Only Tri-phosphor lamps or LED replacement equivalent lamps shall be used.

3.1.4 Power
Installations of GPOs
New installations of GPOs shall comply with the requirements and limitations specified in the
current version of AS/NZS 3000 Electrical Installations, and any other relevant standards.
Electrical Supplies
When a point of supply from a Supply Authority is required, V/Line (or its appointed Consulting
Engineer) shall make all necessary arrangements, including supply connection. (Note: Tariff
selections to be made by V/Line).
Time Switches
When specified, electrically operated time switches shall be digital (electronic) type. Time
switches shall incorporate a ‘reserve’ whereby the device continues to function for a period of
no less than 8 hours on loss of power supply. Time switches are to be supplied with operating
instructions.

3.2 Practices & Guidelines


3.2.1 Certificate of Electrical Safety

The Electrical Safety Act 1998 and the Electricity Safety (Installations) Regulations 2009
require that the person who is responsible for carrying out the electrical installation work
ensures that a Certificate of Electrical Safety (COES) is completed in accordance with the Act
and Regulations.

In addition to the Certificate of Electrical Safety being lodged with Energy Safe Victoria, a copy
shall be provided to V/Line, for all works undertaken.

Design & Construction Approval

V/Line will review, comment & endorse all designs & specifications, provided by Electrical
Designer of Electrical Installations (Designer), prior to installation in the field.

The Designer will incorporate design comments from V/Line and resubmit a modified design
or specification for approval by the same process.

The Designer, will allow 10 working days from the date of submission to V/Line, for V/Line to
produce comments for each design submission. Resubmissions should also allow for 10
working days for comments to be produced.

3.2.2 Lighting Installations


3.2.2.1 General

The standards referred to in Section 3.1.1, Compliance with Standards, are to be adhered to.

The lux levels for design submissions are to conform to the minimum standards set out in
Table 1, Minimum Recommended Lighting Levels for Railway Stations.

Lighting installations are to be designed and installed for easy maintenance of the fittings for
items such as lamp replacement and diffuser cleaning.

3.2.2.2 Luminaires

Luminaires shall be supplied complete with lamps, drivers, auxiliaries, ballasts, housings and
ancillary items, including mounting brackets to make a complete and functioning light fitting.
Construction shall consist of ballasts / drivers and auxiliaries which are integrally mounted
within the fitting. When possible, luminaries should have an inbuilt protective fuse. All
removable panels, hinged doors, and gland plates shall be gasketed using closed cell
neoprene seals, or equivalent, securely held in position. All external luminaires shall be
manufactured in a way that insects cannot enter the lamp and diffuser enclosure.

3.2.2.3 Lamps & Other Prescribed Waste Disposal

The contractor shall dispose of all prescribed waste specified in Environmental Protection
(Industrial Waste Resource) Regulation 2009 in accordance with EPA requirements.
Lamps, broken glass, sharp items and hazardous materials must not be disposed of through
normal waste removal operations.

3.2.2.4 Interior Applications (Buildings)

The primary consideration in the design of lighting in public transport areas is to provide a safe
and secure area for the public. The elimination of variability and dark spots is also a
consideration.
In the V/Line Operations Staff Areas, enhanced requirements for Operational considerations
are listed in Table 1, Minimum Recommended Lighting Levels for Railway Stations.
General Design Elements
a) Assessment of the task of the area requiring lighting;

b) Selection of the appropriate service luminance level;

c) Assessment of the architectural features, and any special proposal which should be
augmented by the lighting;

d) Calculation of the number of luminaries required;

e) Selection of the most appropriate layout.

f) Preferred option based on whole of life considerations (i.e. initial cost, maintenance
requirements, running costs).

Emergency Evacuation Lighting

Emergency evacuation lighting system requirements for emergency luminaries and illuminated
exit signage are specified in the latest issue of AS 2293.

In addition to AS 2293, the Contractor must ensure that:

a) Illuminated Exit Signage shall be, ‘maintained’ type and fitted with LED luminaires only.
Emergency luminaires shall be separate installations and not combined into an existing
light fitting, these fittings shall be fitted with LED luminaires.

b) A dedicated final sub circuit for Emergency Evacuation Lighting shall be installed, circuit
breakers/fuses servicing emergency evacuation lighting shall be labelled:

c) A test switches shall be installed for each emergency lighting sub-circuit, this switch shall
be located at the distribution switchboard.

3.2.2.5 Exterior Applications

General

The main consideration in the design of railway lighting is the compatibility of lighting with
railway operational requirements.
Lighting installations can cause interference with the drivers ability to view signals, this may be
due to a physical obstruction within the sight line of the signals, glare caused by spill light, or
interference with the apparent colour of the light source from the signals.

Station Lighting

The choice of luminaire shall take into account the exposure of stations to the elements and
vandalism:

a) Platform Requirements
I. Single face platforms shall be lit from steel poles set along the outer fence line.

II. Nominal location of all poles on the platform is a minimum of 3 metres and a maximum
of 4 metres from the edge of the platform coping. This is subject to the lighting design
requirements to achieve the required lux levels set out in Table 1. Minimum
Recommended Lighting Levels for Railway Stations.

III. Nominal spacing of 15 metres between poles is preferred; however spacing is subject to
lighting design requirements. The final design for the location and spacing of light poles
is to be confirmed with the V/Line Asset Management Department or delegated
representative.

IV. Light poles shall be fabricated from galvanised square tube with single or double arm,
underground or aerial supply, ground setting or flange based.

V. Tube diameter & gauge shall be designed to suit. Maximum pole height should take into
account maintenance requirements.

VI. Underground installations require a pit to be installed adjacent to each lighting pole with
1 x 100mm HD conduit and 1 x 63mm conduit installed between pit and the point of
supply. 2 x 32mm HD conduits are to be installed between the pit and the pole
mounting base. The installation of pits is not required if junction boxes are used beneath
an accessible platform surface.

VII. The final design of the location and spacing of the light poles is to be confirmed with the
V/Line Asset Management Department or delegated representative.

VIII. Only LED lighting shall be installed and the fitting constructed in such a way that insects
and dust cannot enter the light fitting.

b) Verandas
Only vandal proof LED light fittings are to be installed to achieve the requirements of
Table 1. Minimum Recommended Lighting Levels for Railway Stations.

c) Subways
I. Fittings shall avoid glare, illuminate ramp junctions and changes in direction, and provide
uniform light as per Table 1. Recommended Lighting Levels for Railway Stations;

II. Only LED lighting shall be installed and the fitting constructed in such a way that insects
and dust cannot enter the light fitting.

III. Fittings & mountings shall be robust and wiring shall be in galvanised conduit to reduce
vandalism (install steel cage around fittings were required);

IV. Where daylight lux levels within the subway are below the minimum required, lights shall
operate 24 hours per day.

d) Pathways
I. All pathways used by passengers to access the station shall be illuminated to the
standard specified in Table 1. Minimum Recommended Lighting Levels for Railway
Stations;

II. Poles shall generally be located at changes of direction and at crib crossings which are
not illuminated by roadway lighting;

III. Only LED lighting shall be installed and the fitting constructed in such a way that insects
and dust cannot enter the light fitting.

e) Footbridges
I. In order to avoid shadows cast by stairway steps, each flight of stairs shall be lit by
means of a light located at the foot of the flight (or on each landing) and mounted as
high as possible;

II. Only LED lighting shall be installed and the fitting constructed in such a way that insects
and dust cannot enter the light fitting.

f) Car Parks
I. The pole layout shall suit the topography of the car park, making allowance for
obstructions such as trees;

II. Asymmetric flood lights shall be used to fill irregularly shaped areas or where it is not
practicable to position poles in optimum locations;

III. Where car parks are close to residential areas, care shall be taken in proposed layouts
to avoid spill light & glare affecting adjacent houses or properties.

IV. A pit is to be installed adjacent to each lighting pole with 1 x 100mm HD conduit and 1
x 63mm conduit installed between pit and the point of supply. 2 x 32mm HD conduits
are to be installed between the pit and the pole mounting base.

V. Only LED lighting shall be installed and the fitting constructed in such a way that
insects and dust cannot enter the light fitting.

g) Station Lighting Control


I. Provision should be made for platform, pathway, subway and car park lighting to
operate all night and be operated by a photo-sensitive switch via a suitably rated

switching contactor. Provision shall be made for the addition of a time switch and test
switch located at the lighting sub circuit supply switchboard.

II. Public areas of the station building (toilets, waiting room, veranda, booking lobby) shall
be switched from the booking office.

III. Installation of the lighting circuits is to allow for half the lights to be switched off via the
time clock and contactors as required.

IV. The final lighting circuits and control is to be confirmed with the V/Line Asset
Management Department or delegated representative.

V. Smart lighting control solutions, e.g. Cbus, may be used to control lighting where
applicable.

h) Rail Yard Lighting


I. In the context of this document, a yard includes train maintenance areas & stabling
yards, etc.;
II. The prime purpose of lighting railway yards is to enable staff, including drivers,
shunters, train examiners and maintenance staff and contractors, to walk safely in the
narrow pathway between trains;
III. Illumination levels required shall be specified as per Table 1. Recommended Lighting
Levels for Railway Stations;
IV. Where possible, LED lighting shall be installed and the fitting constructed in such a
way that insects and dust cannot enter the light fitting.
V. Pole lighting shall be used as either perimeter or between track lighting to achieve
required lux levels under normal operational conditions.

i) Earthing of Concrete Poles

All concrete poles must be earthed. Where the supply cables provide an earth conductor,
the bonding of the pole to the earth conductor may be sufficient to comply with the most
recent issue of AS/NZS 3000.

Should the supply cable not include an earth conductor or a separate earth cable is not run,
then an earth copper stake is to be installed at the base of the pole and this earth stake shall
be bonded to both pole steel reinforcement and supply neutral.

3.2.3 Power Installations


3.2.3.1 Distribution Boards

Size

The number and size of distribution boards shall be based on the requirements to localise
faults, reduce wiring runs, and minimise overall cost of installation and maintenance.

Capacity

A provision for 30% spare capacity shall be made with any new or upgraded installation.

Switchboards

In order to simplify installation and maintenance, standard distribution boards shall be used.

Switch gear

An isolating switch shall be provided at all distribution boards.

Labelling of Circuits

All distribution boards shall be identified by a systematic number.

Labelling of Switchboards

Each switchboard is to have a label attached to indicate its point of supply and the supply
circuit, per sample below:

Switchboard Schedules and Drawings

A clear and precise schedule shall be provided for each switchboard and single line drawings
shall be provided for switch boards that contain control devices.
Where applicable the VRIOGS 007.2-2012 Infrastructure Drawing Standards will apply.

Approval
The final design and location of the switchboards is to be confirmed with the V/Line Asset
Management Department or delegated representative.

3.2.3.2 Circuit Protection

Electrical protection shall be provided for mains and sub-mains, to detect overload, short
circuit, or earth fault on the protected circuit; and to safely isolate that circuit. Circuit breakers
shall be installed as required in the most recent edition of AS 3000 for all station buildings and
associated equipment.

The operation of any protective device shall only affect the faulted circuit. Other devices
upstream shall be able to discriminate with the device nearest to the fault.

The Supply Authority may impose restrictions on the maximum size of feeders installed on the
main switchboard to achieve discrimination with the Supply Authorities protection devices.

3.2.3.3 Distribution System

Installation

The installation shall allow for spare capacity of not less than 30%, shall be accessible for
future upgrading and maintenance and be constructed in a manner to minimise vandalism.
The design shall indicate the method of installation to be used. Under track crossings shall
comply with the Railways of Australia (ROA) Code, or Victorian Rail Track Corporation
(VRTC) regulations.

Cable Type & Size

Copper cables shall be used for all electrical installations. All main and sub-main cables shall
have spare capacity of not less than 30%.

All cabling, with the exception of MIMS cable, shall be multi stranded. The minimum
permissible cable size for any sub-circuit shall not be less than be 1.5 mm sq. All cables shall
be of approved manufacture and shall comply with all standards in this specification.

3.2.4 Power Supply

The electrical supply to the site is to be reviewed in conjunction with the power requirements
necessary to service the proposed works as detailed on the drawings and as stated in the Site
Specific Technical Specifications.
Where the existing supply proves to be inadequate arrangements are to be made with the
supply authority to upgrade the service.
The final electrical supply arrangements with the supply authority are to be confirmed with the
V/Line Asset Management Department or delegated representative.

3.2.5 Switchboards

Where required, modify or replace existing station switchboards to allow for new circuits. All
new equipment installed shall match existing unless otherwise specified. New switchboards are to
be a pre-approved by the V/Line delegated representative.

3.2.6 Underground Cables

The installation of cables in the ground shall be carried out in accordance with the most recent
issue of AS/NZS 3000 – Australia/New Zealand Wiring Rules and Railways of Australia (ROA)
code.
All conduits for underground mains shall be heavy duty 'Orange' underground category PVC pipe
complying with the most recent issue of AS/NZS 3000 Australia/New Zealand Wiring Rules.
Where trenches are excavated across roadways, car parks or paved areas, the Electrical
Contractor shall backfill the trench with 20mm of Class 3 crushed rock. The crushed rock shall be
placed in layers not exceeding 150mm finished depth and compacted to a minimum of 95% of
standard density. This backfilling shall extend for a minimum of 1.0 metre outside all paved areas
and shall be subject to the supervision of the V/Line delegated representative.

The Electrical Contractor shall be responsible for reinstatement and making good, at their own
expense, any damage during trenching, backfilling or cleaning up.
Where trenches are left open, the Contractor shall ensure that any trenches or pits are protected
by barriers or by other suitable means to prevent hazards to pedestrians. The Contractor shall be
responsible for taking all necessary precautions to prevent flooding and caving in of trenches, and
shall be required to make good any damage resulting from such an event.

Care must be taken during excavations to prevent soil blocking drains or causing an obstruction
on roads or paths. Roads and paths shall be made good to the satisfaction of the V/Line
delegated representative.

The Contractor shall undertake a thorough site investigation of all underground cable routes to
familiarise themselves with the site conditions. Each run of cable shall consist of one unbroken
length, unless specific authorisation for the use of cable joints has been obtained from the V/Line
delegated representative.
The contractor shall install in the switchboard or meter box a drawing of all the underground cable
and conduit locations as required in the latest version of AS/NZS 3000.
3.2.7 Neutral Conductors
The neutral conductor of all cables shall have the same cross sectional area as the phase
conductors.
3.2.8 Lamps, Luminaires And Poles
Every luminaire installed shall be equipped with the appropriate lamp of the rating specified or
where not specified, in accordance with the highest nominal maximum rating of the luminaire.

All luminaires being maintained shall be cleaned and re-lamped, checked for operation and
provide with new starters where applicable.
Lamps, luminaires, and poles shall be of a type specified on drawings.
3.2.9 Electrical Pits
The pits shall be installed in the locations as indicated on drawings.
The pits shall be 435mm dia x 550mm deep, Type 43 plastic HDPE – Aco Cablemate cable pit
with concrete lid or equivalent.
3.2.10 Testing And Commissioning

The Contractor shall provide all necessary facilities, including all necessary instruments, test
equipment and labour for carrying out tests.

Tests shall include the following:

 A visual inspection.

 Insulation resistance measurements.


 Polarity, dead and live, of mains and sub-mains cables.

 Sub-circuit tests (polarity and load connections).

 Earthing resistance tests including earth resistance test of the main earthing conductor.

 R.C.D. tests.
 Functional tests which may be required or deemed necessary by the V/Line delegated
representative.

 New main Low Voltage switchboard operation tests.

 Continuity of wiring and resistance test.


 Any other tests required to comply with the latest version of AS / NZS 3000.

The installation shall be deemed to be completed when it has:

 Passed all necessary tests, and:


 Been approved to the satisfaction of the V/Line delegated representative.

The Contractor shall:

 Ensure that all fittings, lamps, accessories, etc. are handed over in good condition. They
shall be clean and free from damage.

 Provide training to the V/Line’s operating personnel on the operation and use of all
equipment and systems installed under the Contract.
 Carry out commissioning and final acceptance tests as required by the V/Line delegated
representative and as specified. Final acceptance tests shall be done in the presence of
the V/Line delegated representative and shall be as required in the latest issue of AS/NZS
3000 and AS/NZS 3017.

 Provide a Certificate of Electrical Safety for the installation and include a copy in the
Operations & Maintenance manual.
All portions of the electrical installation, both prescribed and non-prescribed shall be inspected and
verified by an independent Electrical Inspection company that uses fully endorsed electrical
inspectors.

4.6 4.5 Attachment F – Table 1 Definitions

a) Average Illuminance (Eav) - The mean maintained luminance of the illuminated


surface, calculated in accordance with AS 1158.3.1. All lux level measurements to
be taken at the particular task natural surface height, (e.g. at the platform ground
level). V/Line Asset Management Deopartmentr or delegated representative is
responsible for conducting the lux readings.
b) Covered Area on an Open Station - Any shelter, canopies, building awning etc.
located on the platform – Lighting in accordance with the requirements for waiting
areas in AS 1680.2.1.
c) Enclosed Footbridges - An enclosed footbridge forming a part of the primary
access path to the station – Lighting in accordance with the requirements for
passageways and corridors in AS 1428.2.
d) Enclosed Station - A fully enclosed or underground station where the platforms
are fully covered and no significant amount of natural light (direct or indirect)
reaches the platform area – Lighting in accordance with the requirements of AS
1680 and AS 1428.2.
e) Maintenance Factor - A factor applied to the lighting design to take account of
light losses during the interval between scheduled maintenance.

The maintenance factor to be applied to all calculations is 0.7 unless calculations


carried out in accordance with AS 1680.1 (Section 12) or AS 1158.3.1, Clause 2.4
indicate otherwise. The values of luminous lux provided by the lamp manufacturer
for new (100hr) lamps are to be used in all calculations.
f) Minimum Illuminance (Emin) - The lowest value of maintained illuminance in a
horizontal plane at ground level within an area. Measurement to be taken at the
natural surface. V/Line Asset Management Departmentr or delegated
representative is responsible for conducting the lux readings.
g) Minimum Vertical Illuminance (EVmin) - The lowest value of illuminance on a
designated vertical plane at task level, calculated in accordance with AS 1158.3.1.
V/Line Asset Management Departmentr or delegated representative is responsible
for conducting the lux readings.
h) Open Footbridges - An unenclosed footbridge forming a part of the primary
access path to the station – Lighting in accordance with AS 1158.3.1 – Same
lighting level as adjoining area.

i) Open Station - A station which is essentially open to the sky. The platform may
contain ticket offices, covered canopies etc. – Lighting in accordance with AS
1158.3.1 with levels adjusted to allow for the visually impaired.
j) Platform - For the purpose of the lighting installation the platform is to be treated
as being the area enclosed within the platform fencing from the edge of the coping
and the full length of the set down area of the train. It should also include any open
seating areas included within the platform fencing.
k) Primary Access Path - A primary access path is a path (or a path) that permits
independent travel for all passengers within Public Transport premises. This will
include paths from the car park, the bus interchange etc. – Lighting in accordance
with AS 1158 with levels adjusted to allow for the visually impaired.
l) Uniformity - U1 - Applied to enclosed spaces – The ratio of the minimum
illuminance to the average illuminance as defined in AS 1680.1.
m) Uniformity - U2 - Applied to open spaces – The ratio of the maximum illuminance
to the average illuminance as defined in AS 1158.3.1.
Platform Edge – The edge of the platform coping.
