Proposal for approval of metro line 3 project, Hanoi Station - Hoang Mai section worth 40,577 billion
VND Metro line 3, Hanoi Station - Hoang Mai section, 8.7 km length, worth 1.75 billion USD, will be
underground along the corridor Tran Hung Dao - Tran Thanh Tong - Kim Nguu - Nguyen Tam Trinh
street.

The Ministry of Planning and Investment (MPI) has just issued Official Letter No. 4342/BGTVT to the
Prime Minister approving the proposal of the Urban Railway Project No. 3, the section from Hanoi
station to Hoang Mai Station, expected to borrow from the Asian Development Bank (ADB), German
Reconstruction Bank (KfW) and French Development Agency (AFP).

Accordingly, MPI proposes to the Prime Minister to approve the proposal of the project "Urban railway
line 3, section from Hanoi station to Hoang Mai” loan from ADB, AFD, KfW by the employer is the Hanoi
City People's Committee

The project has a length of 8.7 km underground along the corridor Tran Hung Dao - Tran Thanh Tong -
Kim Nguu - Nguyen Tam Trinh Street. The dual tunnel parallels and undergrounds through the
intersections of O Dong Mac (Ring road 1), Mai Dong (Ring road 2) and ends behind Ring road 3 with 7
underground stations (Hang Bai, Tran Thanh Tong, Kim Nguu, Mai Dong, Tan Mai, Tam Trinh, Yen So), 1
depot area (behind, close to Yen So pumping station).

Expected implementation time of the Project is from 2023 to 2028 with a total investment of 1,752.78
million USD, equivalent to 40,577 billion VND, of which loans from foreign donors: 1,478.68 million USD,
equivalent to VND 34,231 billion, including a loan of USD 940.8 million from ADB; loan KfW 305.08
million USD; AFD loan of USD 232.8 million. The remaining one is reciprocal capital worth VND 6,346
billion, equivalent to USD 274.1 million from the Hanoi city budget.

The MPI requested the Prime Minister to assign it to notify ADB, AFD and KfW about approved the
project proposal by the Prime Minister.

Meanwhiles, assigning the Hanoi City People's Committee to work with the Ministry of Finance (MOF) to
determine the loan preference element and add this information to the Pre-Feasibility Study Report in
case of the approved project proposal by PM.

“Assigning the Hanoi City People's Committee to receive opinions from relevant agencies and the MPI,
coordinated with ADB, AFD and KfW to prepare a pre-feasibility study report as a basis for implementing
the next steps according to speculated regulations ", suggested the MPI.
According to the report of the Hanoi City People's Committee, Hanoi MRT route 3 is the corridor
connecting the western area with the city center and the southern part of city, attracting 488,000
passengers/day in 2020.

Once completion based on the master plan, it will connect major residential areas of Hanoi City, namely
Tu Liem District urban areas, Cau Giay district urban areas, Ba Dinh, Dong Da, Hoan Kiem, Hai Ba Trung
Districts and New Hoang Mai District urban areas. It basically solves mass public passenger transport in
the central urban area to meet the socio-economic development of the capital requirements, easy
traffic congestion, ensure traffic safety, improve the environmental pollution caused by traffic
development for the center of Hanoi.

It is necessary to build the urban railway system in general and the urban railway line No. 3 in particular
to put into operation large-capacity, safe and convenient means of transport.
