Introduction:
The USAID Energy Secure Philippines (ESP) Activity focuses on advancing inclusive economic
growth and resilient development through increasing private investment to promote advanced
technology deployment and boost the energy sector’s resilience to shocks and stresses. USAID
ESP has three primary objectives as follows: 1) improve electric utility performance, 2) increase
deployment of advanced energy sources and systems, and 3) enhance competition in the power
sector. One essential activity to attain the third objective is assessing the experiences of local
government units (LGUs) on Republic Act No. 9184, also known as the Government
Procurement Act, in relation to procurements of energy services and equipment.
The purpose of the survey is to determine the current energy performance, accessibility, availability, and
plans of the LGU with respect to the recently passed Energy Efficiency and Conservation Act (RA
11285).
