This specification covers the design, layout and use of auxiliary structures and facies provided for access and maintenance of plant equipment. 1.2 An asterisk (*) indicates that additional information is provided by ESSO in an addendum to this Specification. 1.3. A pound sign (#) indicates that ESSO review/approval is required before design is finalized or equipment is purchased. SUMMARY OF ADDITIONAL REQUIREMENTS 24 Table 1 lists the standards which shall be used with this specification. 2.2 The equipment and materials used shall conform to the latest editions, revisions and addenda of the codes, standards and regulations listed in Table 1. Platforms around compressors, electrical gensets and other large machinery shall provide space for placement of rotors, turbo chargers and similar components. Platforms servicing equipment manholes shall be not more than 1050 mm (3 ft. 6 in.) below the manhole centerfine. The minimum headroom over platforms and walkways shall be 2050 mm (6 ft. 9 in.) Headroom shall be measured to the lowest point of overhead structural framing {including fireproofing), piping (including insulation) or similar components. Platform flooring for structures shall be as follows: a. Steel structures and equipment platforms: floorplate b. Holes shall be located at low spots and shall be drilled after erection. Where practicable, drainage holes shall not be located directly above ladders and plate stair treads, nor shall they be located over water-sensitive ‘equipment Platform floorplate shall have a raised pattern and 6 mm (1/4 in.) nominal thickness. The use of a rolling stairs/platforms in lieu of permanent structures for access to equipment near grade shall be submitted to ESSO for approval. The provision of operating and service platforms interconnecting two or more equipment items (such as elevated towers) or facilities shall be submitted to ESSO for ‘approval. Such platforms shall be designed for differential movement of the two or more equipment items. ‘The final number and arrangement of platforms, including access and exit locations, shall be reviewed by ESSO. Platforms attached to vessels or similar equipment shall be designed to accommodate thermal expansion. STAIRWAYS AND LADDERS ‘A means of escape in addition to the usual access shall be provided from platforms where the distance to an access exceeds 15 m (50 ft). Minimum effective tread width for stairs with open risers shall be 200 mm (8 in.) For stairs with closed risers, the minimum tread width shall be 240 mm (9.5 in.) Maximum riser height shall be 240 mm (2.5 in.) Minimum effective width of stairways shall be 750 mm (2 ft. 6 in.) except where connecting to 600 mm (2 ft) wide walkways, in which case the effective width shall be 600 mm (2 ft). Maximum vertical continuous flight shall be 6.1 m (20 ft.), unless otherwise approved by ESSO. Vertical clearance above any stair tread to an overhead obstruction shall be at least 1.8 m (7 ft.) measured from the leading edge of the tread. Riser height and tread depth shall be uniform throughout. 4.4 Ladders, guard railings, toe plates, safety cages and similar items shall be constructed of steel per ANSI A1264.1, ANS] A14.3, OSHA 29 CFR 1910, whichever is stricter, and, ‘except as modified below: Safety cages or special guards shall be provided for ladders having a single length of climb greater than 6.1 m (20 ft) above ground level or platform floor. Safety cages shall also be provided on all ladders whose top is a distance greater than 6.1 m (20 ft) above ground level i the platform width at the bottom of the ladder is either less than 1.2 m (4 ft) on the climbing side or 0.6 m (2 ft) to either side of centerline of the ladder. Safety gates shall be provided across ladder openings at each platform landing and shall be designed to withstand a single concentrated load of 0.9 kN (200 Ibs.) Ladder safety devices shall not be used in lieu of cage protection Ladders shall be maximum 9.1 m (30 ft.) unbroken length landing-to-landing. Except where cages are required, ladders shall have a minimum clearance from centerline to rung on the climbing side of 760 mm (30 in.) and a minimum width of 380 mm (15 in.) each way from the centerline of the ladder. If unavoidable obstructions are encountered, the minimum vertical clearance between the obstruction and the centerline of the rung above and below the object shall be 38 mm (1.5 in.) and 115 mm (4.5 in.), respectively. ‘The distance between ladder rungs shall not exceed 300 mm (12 in.) and they shall be uniform and level throughout the length of the ladder. The top adder rung shall be flush with the top of platform. The minimum clear length of ladder rungs shall be 460 mm (18 in.). The ladder rungs shall be minimum 20 mm (3/4 in.) diameter solid steel bars or have the equivalent strength for square, rectangular or other solid or hollow shapes. Safety cages shall extend a minimum of 1070 mm (42 in.) above the top of landing. Cages shall extent down the ladder to a point not less than 2.15 m (7 ft) nor more than 2.45 m (8 ft) above the base for the ladder. Guard railings shall be constructed of structural steel shapes or pipe. Pipe railings shall be seal welded to prevent internal corrosion. Weep holes shall be provided for galvanizing and drainage. Ladder rung design shall be based on a 1.1KN (250 Ibs) concentrated live load. Ladder access shail be designed as follows: a Where ladders are the only means of access, they shall provide for side-step access to platforms unless through ladder type is approved by ESSO. Where ladders serve as a secondary access to platforms, they may be either the side-step or through ladder type. PERMANENT HANDLING FACILITIES Buittin handling facilities shall be provided for the following equipment if it is not accessible to mobile handling facilities: Davits shall be provided for handling pressure relief valves with inlet flange NPS 4 (100 mm) and larger if no other overhead handling facility is available. Facilities shall be provided for servicing channel and tube bundle of tubular units located on the ground under a structure and for tubular units located at an elevated level in a structure. These lifting facilities shall be extended beyond equipment foundations or into drop areas to permit lowering machinery components to mobile handling equipment at grade level. Alternately, removable sections of walls or roofs enclosing such equipment to allow access by mobile lifting equipment may be Substituted for built-in handling facilities, 5.2 Removable sections shall be provided in the flooring of platforms where required for maintenance of auxiliary equipment mounted below the flooring. 5.3 Trolley beams shall be provided for handling the following, if not accessible to mobile equipment Heavy slide valves. Heavy piping, rotation and expansion joints requiring maintenance or repair if sufficient platform framing or working area is not available for temporary rigging. c, Tubes and similar materials for retubing of equipment such as waste heat boifers of fiuid catalytic cracking units that cannot be lowered to the ground for servicing. d. Tubes and fittings of fired heaters. 5.4 A trolley beam or a davit shall be located at the top of a tower for handling tower intemals and pressure relief valves. Orientation of davit and manholes shall be such that: a. __ Intemals removed through manholes are accessible for lifting by davit. b. _Drop-out areas provided at the tower are accessible to mobile equipment. 5.5 The safe working loads of trolley beams and davits (other than those for handling manhole covers) shall be clearly marked on the beams and davits. 5.6 _ Manhole covers shall be hinged or equipped with handling davits.
