SCOPE
R3 1.1 This document specifies mandatory requirements for new diesel engines and auxiliary
equipment to be used for essential and standby electrical power supply. This
specification covers diesel engines operating on diesel fuels. This specification is
appropriate for attachment to an inquiry or purchase document.
R3 1.3 A pound sign (#) indicates that Purchaser/ESSO review/ approval is required before
design is finalized.
1.4.1 In case of conflict between the various documents, the order of precedence is as
follows:

1.4.2 All conflicting requirements shall be referred to the Purchaser in writing. The Purchaser
will issue confirming documentation, if needed for clarification.
DEFINITIONS
R3 2.1 Standby Power - a source of electrical energy which is used during start-up or, upon
failure of the normal source; provides electric power of acceptable quality and quantity
to either allow the facility to continue to operate or to keep the facility in a safe shutdown
condition (e.g. supply emergency lighting and ventilation requirements).
2.2 Rated horsepower and rated speed - the Vendor’s rating of the engine after allowance
for the accessories and departing for the site of application.
2.3 Design horsepower and design speed - the rating of the engine required by the
generator.
2.4 Speed regulation, speed variation, speed rise and trip setting - as defined in the
NEMA Standard SM 22-1970, Part 3.

2.5 Engine site rating - the rating of the engine as measured at the flywheel in general
accordance with Overload Power as defined in ISO 3046/1. All direct engine driven
loads will be deducted before declaring this power.
3.1 The following specifications, codes and standards form a part of this specification:
3.2 The equipment and materials used shall conform to the latest editions, revisions and
addenda of the codes, standards and regulations listed in Table 1.

DESIGN/CONSTRUCTION REQUIREMENTS
General
R3 * 4.1.1 Data on site design conditions shown on the Project Design Data Sheet. This
specification supplements the data sheets for each individual service which contains
specific details of operating duty and special requirements. Should the engine be
located within a building such that the conditions inside affect the operation of any
equipment, then the declared equipment rating will be in accordance with the more
onerous set of conditions.
R3 4.1.2 The diesel engine is intended as the prime mover for the standby gensets. The engine
shall be designed with "black start" capability. The equipment covered by this
Specification shall be suitable for intermittent operation for the life span of the project
when maintained in accordance with the manufacturer's cyclical preventative
maintenance program.
R3 * 4.1.3 The diesel engine shall be capable of operating on ASTM D975-D2 Diesel fuel. All site
ratings shall be based on the use of the fuel oil specified.
# 4.1.4 Diesel engines for gensets shall be capable of producing 110% of genset site rating
continuously for one hour within every twelve hours of continuous operation at site
design conditions. Rating shall conform to ISO 3046 for overload power and fuel stop
power.
R3 # 4.1.5 The engine noise level shall not exceed 85 dBA @ 1m. Vendor shall state in the
proposal whether or not a noise enclosure is required to meet the requirement.
R3 # 4.1.6 On emergency generator drive applications, the engine shall be capable of starting,
accelerating, to full speed and carrying full load within 10 seconds after actuation of the
start signal.
Principal Items Included In Engine Scope
4.2.1 The following principal items are included in the Diesel Engine and auxiliary equipment
supply scope:
a) Supply of resilient genset mounting pads.
l) Engine enclosure.
Basic Design
R3 4.3.1 Diesel engines shall be heavy duty, compression ignition, turbocharged with direct
injection.
4.3.2 All equipment shall be new and of a model which has been proven in service for at least
two (2) years. When a new design or component is offered that has not been proven in
service for at least two years, proposals shall indicate which components are affected
and the extent of experience with such components.

R3 4.3.4 Four-stroke engines shall be used for intermittent and continuous (4000 h/yr and up)
operation, while either two-stroke or four-stroke engines are acceptable for (emergency)
services less than 1000 h/yr.
R3 4.3.5 The mean piston speed shall not exceed 9.15 m/s (30 ft/s) for engines in standby or
continuous service.
4.3.6 Each engine shall be equipped with a barring tool to permit slow rotation for
maintenance purposes. An interlock, with indicator, shall prevent engine starting while
device is in use.
4.3.7 The engine crankcase shall be provided with a pressure relief valve(s) to vent a
crankcase explosion in an operating engine. In addition vent piping for the crankcase
vapours shall be provided.
4.3.8 Electrical wiring on engine shall be per ECS 16-101-1 and shall be suitable for the
electrical area classification.
4.3.9 Engines rated 300 kW and above or when recommended by the engine manufacturer
shall be provided with a system of preheating and pre-lubrication to allow automatic
starting and loading within 10 seconds in an emergency situation. See also Lube Oil
and Cooling system sections.
R3 4.3.10 Engines 2000 kW and below shall be packaged type mounted on a common baseplate
with the electric generator and auxiliary equipment. The skid shall be bolted to a
concrete pad (supplied by others). The vendor shall recommend size, type and location
of bolts to be provided by Purchaser. Skid shall include 4-point lifting lugs to the
manufacturer's standard.
R3 4.3.11 All equipment shall be designed to permit rapid and economical maintenance. Major
parts shall be designed (shouldered or doweled) to ensure accurate alignment on
reassembly.
Cooling System
4.4.1 Engine vendor shall supply their standard cooling water system complete with skid
mounted radiator, expansion tank, and engine mounted adjustable V-belt driven
centrifugal pump for circulating coolant through separate closed circuits for each cooling
duty (i.e. engine jacket, cylinder heads, lube oil and charge air and exhaust manifold
cooler, where applicable).
4.4.2 The cooling system shall be sized for the operation of the engine at overload conditions
and maximum site design temperatures.
4.4.3 The engine shall be supplied with a forced air radiator sized to allow a minimum of 1.2
safety factor and 50% ethylene glycol coolant.

4.4.4 For design purposes the cooling air intake temperature to the radiator shall be 50° C.
4.4.5 The cooling system shall have a thermostat controlled electric heater to maintain the
recommended cooling water temperature during standstill to ensure rapid starting under
emergency conditions.
4.4.7 Each engine cooling circuit shall be supplied complete with thermostatic valve which
shall restrict cooling water flow until engine reaches an appropriate operating
temperature.
Couplings
4.5.1 Each engine shall be directly connected to a single bearing generator via a suitably
rated stainless steel flexible disc type coupling.
4.5.2 The flexible coupling shall be capable of continuous operation with misfiring on one
cylinder. This would be considered an abnormal operating situation and the engine will
be shutdown as soon as possible after this condition is detected.
4.5.3 Coupling guards shall be provided and mounted so that they cover rotating parts.
Guards shall be designed of reinforced expanded metal of a strength to prevent contact
with any rotating part as a result of bodily contact.
Generators
4.6.1 Generator shall be manufacturer’s standard supplied in accordance with the job
specification and ECS 16-9-4.
Auxiliary Piping
4.7.1 All piping connected to equipment experiencing vibration due to operation (including the
genset) shall be provided with flexible connections.
4.7.2 All piping connections to individual equipment components (i.e. diesel engines, heat
exchangers, radiators, lube oil centrifuges, etc.) shall terminate with ANSI flanges.

Fuel Systems
a. Day tank for 24 hours operation at full load with additional capacity to prevent
overheating, due to recirculated fuel, assuming no make up fuel during 24 hour
period.
b. Primary and secondary replaceable element fuel filters with water separators.
c. Gear driven Fuel Supply Pumps.
d. Final Fuel Cartridge Filter, complete with bypass circuit.
R3 e. All necessary engine mounted injection pumps, relief valves, etc.
f. Fuel Cooler (if necessary).
4.8.2 The day tank shall include, as a minimum, the following features:
4.8.3 A "fail safe" means of stopping the engine on overspeed by blocking fuel and / or air
supply to cylinders shall be provided.
R3 4.8.4 The fuel system shall be inherently self priming and suitable for ASTM D975-D2 diesel
fuel. A back-up manual hand priming pump shall be included and installed with
appropriate check valves.
4.9.1 Each engine shall be supplied with a complete lube oil circulating system which shall
include:
4.9.2 Lube oil filters shall be full flow duplex filter (cartridge type). Cartridges shall have a
mesh of 20 microns. Filters will be located after the lube oil cooler. Strainers shall be
provided prior to each pump.
4.9.3 A lube oil heat exchanger shall be provided to cool the lubricating oil. The heat
exchanger shall transfer heat from the lube oil to the engine coolant. Alternatively,
should site conditions warrant, the lube oil can be circulated directly to an air-to-oil
radiator.
R3 4.9.4 The Supplier shall furnish full details of recommended lube oils for engine offered, listing
manufacturer (approved manufacturers are ESSO, Shell, and Elf), type and
identification.
4.10.2 The intake air filter shall be suitable for mounting inside or outside the building. If
mounted outside, the air intake manifold shall be provided with a rain hood or other
approved means of preventing rain from entering the filter system. Intake system shall
also have screens to prevent the ingress of items such as paper, leaves, etc.
R3 4.10.3 Air intake silencers shall be provided if necessary to meet the noise requirement as
noted in specification ECS 2-1-1.
4.10.4 Expansion joints and/or flexible connections shall be provided for connections to the
turbocharger.
R3 4.10.5 Allowances shall be made for the anticipated pressure drop in the air intake systems.
The declared Engine Site Rating will reflect the anticipated loss and the Supplier shall
indicate the maximum allowable pressure loss in the system and the anticipated loss in
their proposal.
Exhaust System
4.11.1 The engine exhaust manifold shall be lagged and clad to minimize heat loss and provide
personnel protection.

R3 4.11.2 The diesel genset shall be provided with exhaust silencers which shall meet the noise
requirement as noted in specification ECS 2-1-1. Exhaust silencers shall be protected
by a heat and corrosion resistant coating.
4.11.4 Stainless steel expansion joints shall be provided at both the turbo-charger and the
exhaust silencer connections to accommodate engine vibration and expansion due to
thermal changes in both vertical and axial directions.
Starting System
4.12.1 The engine shall be equipped with a sealed, no maintenance, heavy duty 24 volt battery
powered electric starting system of sufficient capacity for a minimum of 6 cranking
cycles with cold lube oil, each of which includes a 15 seconds crank with a 15 second
rest.
R3 4.12.2 a. The Supplier furnished battery charger shall be a heavy duty, industrial grade
charger in accordance with manufacturer’s latest design, specifically designed
for emergency start duty. Batteries shall be heavy duty type in accordance with
manufacturer's standard supply.
c. The charger shall be equipped with input and output circuit breakers. Input
transient protection (high current, voltage spike) shall be provided. The charger
shall be protected against damage due to reverse connection of the battery.
e. The charger shall have an alarm and status indication providing LED display and
form “C” contacts. The display shall indicate AC power on, AC power failure, low
battery voltage, high battery voltage, high rate, float rate, charger trouble.
Separate alarm contacts shall be provided for initiation for AC power failure, low
battery voltage, high battery voltage, and charger trouble.
f. Individual adjustment potentiometers shall be provided for float, high rate (equal,
boost) and alarm voltages.
g. The charger shall be free standing, weather proof, rust resistant, and shall have
natural convection cooling. The Supplier shall provide a simple sun shade
structure for sun protection of the charger.
4.12.3 A battery rack shall be provided for installation adjacent to the engine skid. Either the
battery rack or battery posts shall be insulated to avoid accidental grounding of the
battery connections.
4.12.4 Controls shall be provided to automatically crank the engine when required.
4.12.5 Automatic controls shall be provided for starting and exercising. A starting sequence of
up to four, ten second cranks, with three, fifteen second rest periods shall be provided.
An automatic weekly exercising feature shall start the engine, run it for a minimum of 1/2
hour, and shutdown automatically. Alarm contacts shall indicate start-up and failure to
start (at the end of the sequence).
4.13.1 Each generator shall be equipped with an exciter supplied in accordance with ECS
16-9-4.
R3 4.14.2 Controls and instrumentation for the diesel genset shall conform with ECS 15-1-5.

4.14.3 The scope of control and protection equipment provided shall include the equipment
outlined below:
4.14.4 Each engine shall be supplied with an isochronous speed and load governing system
providing the following options:
a. Speed trim.
b. Governor speed sensor.
c. Separate overspeed sensor.
d. Failed speed signal override, such as ball head back up governor actuator.
R3 4.14.5 The following diesel genset points will be monitored to facilitate genset control.
Suppliers are encouraged to include, as extras, any additional points which may be
beneficial to the operation and maintenance of the equipment.
4.14.6 The points in Table A1 of Appendix A below shall be inputs to the control device for
each specific machine.
R3 4.14.7 The Supplier shall provide a local control panel with each engine. Panel shall be fully
wired and ready for connection to the equipment or package.
4.14.8 The Local Panel (LP) shall be located inside, adjacent to the genset, and shall have the
following attributes and control equipment associated with it:
a) The panel shall not be mounted on the package structure and will be free-
standing, supported on vibration isolators.
b) Manual control of the unit and auxiliaries shall be possible from this panel. The
following controls shall be available on the LP:
• Engine prelube (pump and heaters) start and stop (if required).
• Engine electric auxiliaries start and stop.
• Engine emergency stop push button (hard wired). This push-button is
functional whether or not manual/auto operation is selected.
c) All essential unit safety functions shall be protected via hard wired tripping in the
LP. This protection shall be operational whenever the engine is operational and
will protect against occurrences such as:
R3 e) As a minimum, the LP shall be provided with a fan to aid in cooling its interior
components. If necessary, due to the extreme temperatures and sensitive
electronics, the panel supplier will be required to supply an air conditioner for
cooling purposes. The panel shall be provided with thermostatically controlled
anti condensation strip heaters.
f) The LP shall contain terminal blocks with a minimum of 20% spare capacity.
R3 4.14.11 The Genset package Supplier Scope shall include for co-ordination and interfacing to
the Control System.

R3 5.1 All equipment components and systems supplied under this contract shall be fully
tested in the most complete form possible at the location of manufacture or other
nominated test site approved by Purchaser/ESSO to ensure proper operation of all
components.
5.2 Diesel engines shall be tested to determine the net brake power and service power (i.e.,
site power) of each unit.
5.3 Both the diesel engine and the generator manufacturer shall complete individual testing
in their respective factories.
R3 5.4 Testing of the combined diesel engine and generator shall be witnessed by Purchaser's
Representative.
R3 5.5 It is preferred that the diesel engine is tested using fuel matching the specified site fuel.
Engine Supplier shall specify nominated test fuel and shall supply fuel for test.
5.6 Tests for the Engine shall be carried out in accordance with ISO 3046/1.
5.7 Generator load shall be applied from banks of electrical resistors. Both the driver and
the load bank used for the tests shall be supplied by the Vendor. Load shall be
balanced three phase and the power factor may approach unity. Switching controls
shall be automatic so as to provide instantaneous on/off control for the appropriate value
of load.
5.9 The Local Panel shall be thoroughly tested as part of factory testing prior to shipment.
As a minimum this testing shall consist of point to point checks on all circuits.
5.10 Engine and generator load testing shall, as a minimum, consist of the following for each
genset:
5.11 Timing for each test shall begin after the genset has reached thermal equilibrium at the
required load.
5.12 During the tests previously listed, the following data shall be recorded, as applicable to
either the engine generator or both, at maximum intervals of 15 minutes throughout the
tests:
5.13 To facilitate testing of the diesel engine and generator, the following shall be completed:
b. Provide 3 phase power measuring and recording equipment for the generator
which shall be microprocessor based and capable of providing 1 % accuracy of
recorded values. Provide certified calibration certificates.
5.14 At the conclusion of all factory tests, seven copies of all test results shall be provided.
Manufacturers representatives who certify results shall have the legal authority to
represent the companies interest.

R3 # 6.1 The units shall be suitably packed and protected against all damage which may occur
during handling, sea shipment to the port, rough road haulage to site and extended
tropical open air storage. Unless otherwise specified, the rust preventative shall be of a
type:
6.2 Oil lubricated bearings shall be protected by emptying the lubricating oil supply oil cups,
bottle oilers, ring-oil reservoirs, etc., and replacing that with a small amount of suitable
oil type rust preventative. The shaft shall then be turned until the preservative oil is
distributed to the whole bearing surface. Drain any excess preservative from the
bearing case. This procedure applies to both sleeve and anti-friction bearings.
6.3 All equipment shall have surface preparation, priming and finish painting applied in
accordance with ECS 19-1-1-1 in the Vendor's shop before shipment.

APPENDIX A1
INSTRUMENTATION, INDICATIONS AND CONTROL POINTS NOTES
1. Provide readout indication for the points listed under Local Genset Control Panel (LGCP) such
as a pressure gauge, temperature gauge, or volt meter, ammeter, frequency meters with
phase switches, etc., as required. Other indications may be a simple lamp where an actual
panel mounted gauge or meter is not practical or possible. All alarms and faults shall be
annunciated at this panel.
2. Alarms or faults to be annunciated at the Local Control Panel shall also be annunciated at the
local plant control center. Upon any alarm or fault, not annunciated at the Local Control
Panel, a common “trouble” alarm shall be annunciated at the control center with the individual
trouble point indication at the local control panel.
3. The overspeed sensor shall be separate from any other speed sensors and dedicated to the
overspeed switch only.
4. All shutdowns and alarms shall be failsafe, first out design.
R3 5. Supplier shall add any devices, indicators, controls, or shutoffs as required for any particular
system as recommended by the Supplier of that system if not shown above.
6. Any engine shutdown commands, routine or otherwise, shall open the unit circuit breaker
and initiate underfrequency protection of the excitation system until full stop.
7. Any engine start command shall initiate underfrequency protection of the excitation system
until the minimum allowed frequency is reached and only upon verification of minimum
voltage as recommended by Supplier shall the unit circuit breaker close.
B = Immediate shutdown, bypass on start, must be cleared after crank disconnect plus
10 seconds.
