SCOPE

1.1 ECS 15-0-100 covers the mandatory general requirements for all instruments and associated
devices included in the specifications for instrumentation, ECS documents numbered with the
prefix "15".

1.2 An asterisk (*) indicates that additional information is provided by ESSO in an addendum to this
specification.

1.3 A pound sign (#) indicates that ESSO review/approval is required before design is finalized or
equipment is purchased.

SUMMARY OF ADDITIONAL REQUIREMENTS

2.1 Table 1 lists the specifications, codes and standards included in ECS documents numbered with
the prefix "15".

2.2 The equipment and materials used shall conform to the latest editions, revisions and addenda of
the codes, standards and regulations listed in Table 1.

2.3 Various ESSO Chad Specifications from other disciplines shall be used with the instrument ECS
as appropriate.

2.4 All piping being supplied as part of an instrument or instrument device shall be in accordance with
ASME 31.3, except as modified in these project specifications.

2.5 All piping and instrument systems shall conform to the requirements of the appropriate regulatory
authority for the project.

ELECTRICAL REQUIREMENTS

3.1 All electrically operated instruments shall be CENELEC certified for use under the conditions of
hazard that prevail at site. Furthermore, all instruments shall also be weatherproof in
accordance with IEC 60529-IP54.

R3 # 3.2 All electrically operated instruments shall meet the area classification in which they are to be used
and must be non-incendive in accordance with NFPA, IEC, CENELEC or another internationally
recognized authority. FM approved instruments are accepted by ESSO when IEC certification is
not available. The electrical equipment shall be supplied with a permanently attached label with
the testing authority and the electrical area classification compliance.

# 3.3 Instrument signals shall be standardized (SI). Pneumatic signals shall be 20 to 100 kPa (3 to

15 psi), and electronic signals shall be 4 to 20 mA (DC). However, pulse signals, thermocouple
signals, on/off signals and some analyzer signals may be exceptions to this. RS 232, 485 or other
high level communication signal shall be as required and subject to ESSO approval.

R3 3.4 Electrical supply shall be 120 VAC ±5% at 60 Hz and 24 VDC. Power sources are un-interruptible
by battery backup and battery respectively.

INSTRUMENT IDENTIFICATION

4.1 The instrument identification described herein refers to the tagging supplied by the
instrument/device manufacturer and/or Supplier--that is, the tag that is permanently attached to
the instrument/device. Any tagging, naming, signing or other coding specific to the site installation
procedures is not included in this specification.

4.2 The basic standard for instrument identification shall be ISA S5.1.

4.3 Identification tags and symbols shown in the tables of the general specification, "Component
Identification", shall be used for all facilities

4.4 Instruments shall be identified with the following information on a nameplate permanently affixed
to the instrument/device (all instruments and control devices on all packages shall have project
assigned tag numbers):

a. Instrument identification number, per Instrument Data Sheet or otherwise project


assigned tag number.

b. Manufacturer's name, instrument model and serial number.

c. Pressure rating and materials.

d. Voltage, power, electrical class and approval agency.

4.5 Name plate/tag plate shall be sturdy stainless steel or equally weather/corrosion resistant
material. Method of fastening to the instrument shall be by 18 gauge monel tie-wire, stainless
steel cable fastened with stainless steel crush-clamps, or if mounted directly, stainless steel
screws or pins shall be used for attachment. Plate size shall be a minimum size of 12 x 50 mm
(1/2 x 2 in.). Lettering shall be 3 mm (1/8 in.) minimum height. Plate colour and finish shall be so
as to enhance the readability of the information.

4.6 Manufacturer standard tagging shall be acceptable if it meets the preceding criteria.

4.7 A separate tag bearing the tag number exclusively is acceptable.

4.8 Adhesive fastening of tag plates is unacceptable.

INSTRUMENT AIR

R3 5.1 All plant instruments shall be designed to function with a minimum instrument air supply pressure
of 415 kPa (60 psi). If direct connected without regulation, they shall be capable of withstanding
up to 865 kPa (125 psi).

5.2 All air supplies to all instruments and all accessories (including volume tank outlets) shall be
regulated to the required inlet pressure. In cases where the instrument or device operates on air
line pressure, the supply shall be filtered prior to entering the device.

5.3 All instruments and all accessories shall have dedicated block valves or method of isolation from
its air supply and shall have its own regulator and/or filter.

CORROSION RESISTANCE

6.1 All moving parts, such as linkages, bellows springs, coils, etc., shall be resistant to the corrosive
effects of low concentrations of H2S and mercaptians in the surrounding external environment.
Parts shall be made of stainless steel or other corrosion resistant alloy. Cadmium plating is not
acceptable for this purpose.

6.2 All parts exposed to the process fluid, such as Bourdon tubes, diaphragms, ball and tubular floats,
displacers and bellows shall be resistant to the corrosive properties of the specified fluid.

6.3 External displacer chambers for level instruments shall have as a minimum the same corrosion
allowance as that specified for process piping.

6.4 All instruments shall, as a minimum, be supplied/shipped in sealed, heavy plastic bags containing
desiccant material.

6.5 All plug-in printed circuit board contacting points shall be plated gold over nickel over copper

TUBE FITTING SPECIFICATIONS

7.1 The tube fitting shall produce a leak-proof seal in pressure or vacuum service.

7.2 The tube fitting shall be compression type and shall be of the same material as the tubing.

7.3 The tube fitting shall be easily installed with no special tools required, with exception of a make-up
gauge.

7.4 The tube fitting shall consist of four machined parts i.e. body, front ferrule, back ferrule and nut.
The design configuration of all components shall be such as to prevent surface to surface contact,
one part to another, keeping unit stresses below galling levels.

7.5 316 stainless steel tube fitting carbon content shall not exceed 0.05%.

7.6 Tube fitting shall not torque the tubing during original or subsequent make-up of the connection
and should use geometry rather than torque for make-up.

7.7 Tube fitting shall be capable of gap inspection gauges to be used for checking the gap between
the nut and body hex pad in order to verify a sufficiently made-up fitting so as to eliminate the

problem of under or over tightening, thus assuring safe and reliable connections.

7.8 The tube fitting shall produce a torque less than:

a. 42 lbs/ft for 1/2" 304SS/316SS with tubing wall thickness of 0.049 in.
b. 20 lbs/ft for 3/8" 304SS/316SS with tubing wall thickness of 0.065 in.
c. 15 lbs/ft for 1/4" 304SS/316SS with tubing wall thickness of 0.049 in.

7.9 The sealing and gripping power of the fitting shall be such that a compensating action between
ferrules will overcome commercial variations in tubing wall thickness, hardness, diameter and
installer skill.*

7.10 Fittings shall be available in a wide range of materials and sizes from 1/16 in. through 2 in. in
imperial sizes. All tube fittings shall be available from local distributor inventories in exact
quantities required and within reasonable delivery time. Technical service back-up shall be
available from distributor's local to engineering, packaging and site venues. All tube fittings shall
be from one manufacturer.

7.11 Sealant/lubricants shall be used only on male tapered pipe thread, and shall not be required to be
used on tube fitting ends to achieve make-up. Teflon tape shall not be allowed.

7.12 Tube fitting manufacturers shall comply with the ISO 9002 standard.

STORAGE AND HANDLING

8.1 All reasonable care shall be taken in the storage and handling of instruments to ensure they are in
new condition when turned over to ESSO.

8.2 All instruments including flow metering runs shall be stored in a clean and dry location and shall
be protected against mechanical damage.

8.3 Any instruments which have pneumatic relays incorporated in them, or which have electric or
electronic components, shall be stored indoors and as follows

a. Temperature and humidity shall be controlled to prevent condensation of humidity


(minimum 10°C (50°F) and maximum 50% R.H.)

b. Prefabricated control panels and rack equipment shall be left in the shipping cases until
moved into the control building.

8.4 Any instruments, including valves and valve actuators, which are to be outside, and mounted in
place prior to startup of a unit, shall be covered to protect them from dirt, welding and grinding
splatter, insulation, debris, paint, etc.

8.5 The Contractor shall replace, at his expense, with new instruments or instrument components,
any instruments or components substantially damaged from rough handling or corrosion.

EXCEPTION STATEMENT

9.1 In the event that a Supplier has an alternate to the specification and the alternate is a technically
sound improvement, then the alternate may be submitted as a separate item, identified as an
alternate, for information.
