ESPORTS AT UGA. 2018 CONSTITUTION.

Preamble
We, the members of Esports at UGA, and subscribing to the regulations and policies of the
University of Georgia, establish this Constitution to govern the matters within our organization.

ARTICLE I: Name
The name of this organization or association is Esports at the University of Georgia in Athens;
Esports at UGA.

ARTICLE II: Purpose/Mission


The purpose/mission of Esports at UGA is to provide an infrastructure for competitive gaming
teams at UGA to organize and compete against other colleges, as well as bring together distinct
teams to share resources where necessary. We also offer a casual gaming environment for
non-competitive players.

ARTICLE III: Membership


Base membership requirements for any level of membership are as follows:
a. Membership shall be limited to regularly enrolled University of Georgia students, faculty,
and/or staff members.
b. All students must maintain a minimum GPA of 2.0 (not in Academic Probation) and be
enrolled in a minimum of 6 credit hours.
i. Some collegiate competition organizations require a minimum of 12 credit hours.
Members who do not meet these requirements cannot compete in these
tournaments, even if they are active members.

We define two levels of membership for individuals who meet the above membership
requirements:
a. Casual: Free and open to any students enrolled at UGA, passive members are allowed to
play in any inhouse matches or non-competitive games as they please.
i. Casual members can apply by emailing any of the division coordinators or by
attending freely available meetings.
ii. Casual members pay no dues.
iii. Casual members cannot represent Esports at UGA in officially sanctioned
tournaments.
b. Competitive: Only allowed to those who have proven a commitment to the organization,
active members make up the main rosters that represent Esports at UGA in collegiate
tournaments and competitions.
i. Competitive members must be a part of at least one team and regularly attend
practices as defined within the respective division of each team the member is a
part of.

1. Repeated lack of attendance or misbehavior within the team can be


considered as grounds for removal from the roster, to be decided by each
division’s coordinators and individual rules.
ii. Competitive members will form the rosters that will represent Esports at UGA in
various competitive games. Competitive members are not all guaranteed to play;
they are eligible to play at the discretion of team coordinators.
iii. While division coordinators are considered the final word on roster decisions, a
quorum of the remaining competitive members within the division can petition
officers in instances of abuse or absence to appeal division coordinator decisions
or remove the division coordinator and assign a new coordinator from within the
division.
c. Administrative positions: These members have final say on new games and teams being
added. These positions consist of officers. In all other regards, they act as active
members.
d. Each game decided on by the leadership will be its own division, with at least one team in
each division. These divisions will be led by a division coordinator as elected within the
division and approved by the officers.
1. The founding divisions are League of Legends and Counter Strike: Global
Offensive.
2. The inauguration of new divisions will be approved upon the meeting of all the
following criteria:
a. The submission of a unique game.
b. Appropriate number of members as defined by each game’s competitive
rules.
c. 3/5ths approval of the board (officers and divisional coordinators).
3. The dissolution of a division can only happen if either of the following conditions
are met:
a. Insufficient membership
i. Insufficient membership is defined as a division not having enough
active members to successfully field one competitively viable
team.
b. Approval through a unanimous board (officers and divisional leads) vote,
including the vote of the division being dissolved

ARTICLE IV: Non-Discrimination


A. Membership and all privileges, including voting and officer positions, must be extended
to all students without regard to race, color, sex (including sexual harassment and
pregnancy), sexual orientation, gender identity, ethnicity or national origin, religion, age,
genetic information, disability, or veteran status.

B. Membership and all privileges, including voting and officer positions, must be extended
to all students as stated in the University of Georgia Non-Discrimination and
Anti-Harassment Policy. Title VI of the Civil Rights Act of 1964 protects people from
discrimination based on race, color or national origin in programs or activities that
receive Federal financial assistance. Title IX states that: No person in the United States
shall, on the basis of sex, be excluded from participation in, be denied the benefits of, or
be subjected to discrimination under any education program or activity receiving Federal
financial assistance.

ARTICLE V: Officers (qualifications; terms; election and removal)


a. The officers of this organization shall consist of:
i. President: In charge of overall direction and setting the agenda of all full
organizational meetings. Additionally, the president oversees communicating all
organizational changes to all members as well as scheduling all full organizational
meetings.
ii. Vice President: Assists the president in all their duties and stands in for the
president in case of absence. If the president steps down from their position, the
vice president immediately takes over.
iii. Secretary: Responsible for taking notes from all full organizational meetings and
making them available to all members, implementing any amendments passed by
the organization, and bookkeeping for handling dues and tournament winnings
along with outgoing expenditures.
iv. PR/Fundraising: Responsible for maintaining social media presence as well as
on-campus standing, including the organization of fundraisers in cooperation with
the secretary.
b. Qualifications to become an officer:
i. Only full-time students may serve as officers. Full-time enrollment is defined as:
I. Undergraduate: 12 or more credit hours per semester
II. Graduate: 9 or more credit hours per semester
c. All officers may hold their positions as long as they maintain eligibility as stated above or
until they wish to leave their position. No term limits are a part of the organization.
d. Elections happen any time a position needs to be filled, and are scheduled by a discussion
of team coordinators and officers. Elections can involve adding new members, or ejecting
other members.
e. For elections of any officer position, there will be an election called among all officers,
division captains, and active members. Provided the person is an eligible active member,
the person who obtains a majority vote over his competitors during the election will be
awarded the position.

f. Officers can be petitioned for removal by a written statement signed by a majority of


division coordinators. Upon receipt and review by the remaining officers, a full
organizational meeting will be scheduled, and a vote for removal will be called and it will
be passed by passing vote from 3/5ths of all ACTIVE team members within the
organization.
g. If an officer leaves their position, is voted out through a quorum at a full organizational
meeting, or otherwise becomes ineligible to continue holding their position, the following
will occur:
i. For the time being, a team coordinators can be temporarily chosen by the
remaining officers to hold the vacant position. In the case of the president position
becoming vacant, the vice president will step up to fill the position and the vice
president position will become vacant.
ii. From the time the vacancy is announced, a full organizational meeting will be
scheduled to vote for the new officer to fill the vacancy.
iii. Any active member can be nominated to fill an officer position.

ARTICLE VI: Meetings


a. Within the organization, there will be two types of meetings as follows:
i. Full organizational meetings: Upon a unanimous decision by officers, these
meetings will include all members of all teams. These meetings will be more
infrequent than team meetings and will most likely happen before major events
that include multiple teams, as well as for significant expenditures and officer
changes. Any full organizational meetings and their respective agendas will be
communicated by the president in advance to all members, both passive and
active.
A. Full organizational meetings are required for officer elections and
constitutional amendments
ii. Division meetings: These are decided by division coordinators alone for each
division based on their needs. These only require the attendance of their
respective members, and do not require the involvement of any other leadership to
schedule.
b. For any votes within the entire organization, which will encompass officer elections,
constitutional amendments, and general full body issues, a quorum is defined as 3/5ths of
all active team members within the organization.
c. For any votes within the leadership, a quorum is defined as 3/5ths of all division
coordinators and organizational officers combined. Leadership votes deal with fiscal
issues and team leadership.

ARTICLE VII: Amendments

a. The constitution may be amended by a vote of 3/5ths of all active members at a full
organizational meeting with at least an Article VI Section b quorum present. All proposals
must be made available in writing to all active members in advance of the meeting.
