Narrative
On Monday October 4th, 2021, Deputy C. Nebel was assigned to work as the school resource officer at
Six Mile Charter Academy located at 6851 Lancer Ave in Lee County, Florida. Deputy Nebel was
notified of a possible threat to the school involving three, sixth grade students. Dean of Students
Arturo Urgelles gathered the possible suspects and brought them to the SRO office in order
investigate what the threat might be.

Deputy Nebel obtained preliminary information regarding the incident. The investigation revealed
that two female students Omnia Mahgoub, a white female born June 27, 2010, Isabella Brainard, a
white female born June 19, 2010, and one male student Tristan Carrasquillo, a white male born April
17, 2010, may have been planning to commit an arson in the upstairs female restroom while school was
in session. An administrative search was conducted by Urgelles and a lighter was located in

Mahgoub's backpack. Due to the nature of the incident, Youth Services Investigations was notified
and Detective Weich responded to further investigate.

Detective Weich obtained a digitally recorded audio statement from witness and school dean Arturo
Urgelles, a Hispanic male born on March 30, 1981. The following is a summation of the interview:

Urgelles had been notified by the school administration that Mahgoub, Brainard and Carrasquillo may
have been in involved in plan to start a fire in a bathroom of the school. He conducted an
administrative search and found a turquoise lighter in Mahgoub?s backpack. He turned the lighter
over to Deputy Nebel and Detective Weich. Urgelles observed that Mahgoub had ?2:30? written in her
hand, but had rubbed it off of her hand prior to Detective Weich?s arrival. Urgelles also asked the
three students to provide school written statements, which they did complete.

Detective Weich obtained a digitally recorded audio statement from Omnia Mahgoub. Detective Weich
read Miranda Warnings to Mahgoub. She stated she understood each of the rights and still wanted to
talk about the investigation. The following is a summary of the interview:

Prior to Detective Weich's arrival, Mahgoub had completed a written statement to the school
administration. In that statement she wrote that the plan was for the whole second floor to burn
and the rude would people die in the fire. She would then run down stairs to report the fire so
that the younger children could be evacuated.

Detective Weich obtained a digitally recorded audio statement from Tristan Carrasquillo Detective
Weich read Miranda Warnings to Carrasquillo. He stated he understood each of the rights and still

While in homeroom class on October 4, 2021 he heard Brainard, Carrasquillo and Mahgoub talking about
a plan to set a fire in the girls? restroom of the school. He saw Mahgoub remove a lighter from
her backpack and show it to Carrasquillo and Brainard. He overheard Mahgoub say she was going to run
down stairs pretending to cry while reporting the fire. He also heard Carrasquillo say that he was
going to extra paper for the fire. Mahgoub stated they were going to start the fire for enjoyment.
He also observed that Mahgoub and Brainard had written ?2:30? on the top of their hands.

Narrative
Brainard and Tristan Carrasquillo talking about a plan to blow up a bathroom. She heard all three
discuss getting out of class at the same time, 2:30 p.m., to blow up the bathroom in the school.
She also heard Mahgoub say that she had lighter in her back pack to start fire. She did not hear
the specifics of which of the students were going to do what. Later on in the day she reported what
she had discovered to school administration.

Detective Weich obtained a digitally recorded sworn statement from sixth grade student witness
Marsys Law , a black female born on Marsys Law . She stated the following:

While in Science class she overheard Omnia Mahgoub and Tristan Carrasquillo talking about starting a
fire by in the girl?s bathroom by using a lighter to burn paper. She heard them say they were

making a plan meet at 2:30 p.m. to light the fire. She saw Mahgoub remove a large light blue
lighter from her backpack and showed it to Carrasquillo. She also observed that Mahgoub, Brainard
and Carrasquillo had written ?2:30? on their hands. Marsys sked Mahgoub why they would light the
bathroom on fire and Mahgoub responded by threating to light her on fire if she snitched. She also
added that Mahgoub said the plan was Isabella Brainard?s idea. Marsys later told administration.

Detective Weich inspected the turquoise in color lighter. It was a King brand large utility lighter
that is commonly used to start grills or fireworks. It is approximately 10 inches long and had
clear liquid fuel in the fuel reservoir. Detective Weich confirmed the lighter was functional by
operating the trigger to produce a flame. Detective Weich photographed the lighter and submitted it
into evidence.

Detective Weich believes there is probable cause to arrest Omnia Mahgoub, Tristan Carrasquillo and
Isabella Brainard for criminal conspiracy to commit a first degree felony which is contrary to
F.S.S. 777.04(C). Detective Weich has probable cause to believe that Mahgoub, Carrasquillo and
Brainard conspired to commit the offense of arson to an occupied structure (Arson =FSS.806.01(c)).
This probable cause is based totality of the circumstances including the statements of the
witnesses, the admissions made by the suspects and the physical evidence obtained. None of the
suspects came forward to make a renunciation of the plan before the plan was discovered by
