Probable Cause
I, Trooper Cabe, am employed by the Florida Highway Patrol and have been for over (15) years. I’m
assigned to the Criminal Interdiction Unit (CIU) as a canine handler. The Criminal Interdiction Unit
consists of specially trained troopers designated as felony officers and canine handlers. These troopers
are strategically assigned throughout the state to patrol the Interstate system and other highways in
order to interdict drug couriers and other criminal activity.

On August 10, 2023 at approximately 1:10 pm, I was sitting stationary on Interstate 10 (State Road 8)
in the paved cut-thru portion near mile marker 219. I noticed a large Chevrolet Suburban, black in
color, traveling in the outside (slow) lane and the driver slowed for no apparent reason. As the vehicle
passed directly in front of me, I noticed that the front side windows appeared to be darker then allowed
by Florida Statutes. I also noticed that the vehicle had an attached Oklahoma license plate and
appeared to be a rental vehicle.

I left from my location and overtook the vehicle. As I was observing the vehicle, I noticed that the driver
was the only occupant and after running the attached Oklahoma license plate (MBQ557), it was
confirmed that the vehicle belonged to EAN Holdings, a rental company.

I activated my emergency equipment and conducted a traffic stop on Interstate 10 near mile marker
226 eastbound.

I made a passenger side approach to the vehicle and as I walked by the rear cargo area, I noticed that
the cargo area was full and covered with a large blanket.

I made contact with the driver, identified by his Florida drivers license as, Mr. Maysonet, and explained
to him why he was being stopped. While talking to the driver, he began to pour sweat from his
forehead, while he was sitting behind the steering wheel with the air conditioning turned on.

I asked the driver to step out of the vehicle and he asked why. I explained to him that I was going to
complete my traffic stop with him at the front of my patrol truck. The driver stepped out and stood with
me at the front passenger side of my patrol truck. Trooper Ruis arrived on scene shortly after and took
over my traffic stop.

I deployed my certified canine, Kane, for a free air sniff of the vehicle. Kane was given the command
for an on lead exterior free air sniff, working in a counter clockwise pattern. Kane alerted to the driver
side and underneath the vehicle, near the rear passenger tire.

I put Kane into a down position, signaling to Trooper Ruis that Kane alerted and the driver needed to
be detained. Trooper Ruis detained the driver with double locked handcuffs and Kane was returned to
the patrol truck.

I walked over to Trooper Ruis and the driver. Mr. Maysonet was now covered in sweat and without
being asked any question or Trooper Ruis and I making any statements to Mr. Maysonet, he stated,
" ."

I asked him what did he mean and he stated, " ."

I asked him what do you have a lot of? He stated " ."

I said (200) pounds of weed? He stated " ."

It should be noted that Mr. Maysonet's statements were freely given and Trooper Ruis nor I asked him
any in-criminating questions. Mr. Maysonet's statements shows that
vehicle he was driving.

Shortly after, Mr. Maysonet legs became weak and he fell to the ground. Trooper Ruis and I assisted
Mr. Maysonet to his feet and transported him to an air conditioned patrol vehicle, putting him in the
front passenger seat. Emergency Medical Services (EMS) was called to the scene for pre-cautionary
reasons. EMS arrived on scene and cleared Mr. Maysonet.

I used my department issued tint meter, Laser Labs Model 100 and the front side windows tested to be
(18)%. The legal minimum limit allowed by Florida Statutes on the front side windows is (28)%.

Trooper Ruis located a paid receipt to "Solar Window Tinting" that showed window tint was purchased
for the 2023 Chevrolet Suburban. The window tint purchased was "Solar Lunar 20%" for the front side
windows.

A probable cause search of the vehicle revealed a total of (6) Extra Large Home Depot boxes in the
rear cargo area and (2) medium size boxes behind the driver/passenger seat.

Inside these boxes was a total of (250) pounds of raw marijuana, which field tested positive.

In the glove box was (8) small containers of THC wax, (4) black plastic containers of raw marijuana, (4)
tubes of pre-rolled marijuana joints and (13) small packs of THC Gummies.

No other contraband was located.

The driver was arrested and transported to the Jefferson County Jail.

All of the above occurred in Jefferson County, Florida and the entire traffic stop was captured on the in-
car video system of FHP1809.

Mr. Maysonet stated that he flew to Ohio, rented the vehicle and traveling to Oklahoma. Receipts found
in the vehicle, place the driver in Texas and Oklahoma.
