Some Background

• OCP Review started in 2014-2015


• Originally 3 separate committees – in 2017 blended into 1 Steering
Committee
• Most recent Draft of OCP seen publicly in 2018 – conducted public
open houses and outreach to First Nations Communities
• Key stakeholders were contacted in 2020 (meetings with FSJ, Taylor,
ALC and MOTI) to ensure OCP was on the right track
• Staff turnover and legislative changes caused further delays

Approach to Move Forward


• Isolate Old Fort Area as an “Area of Non-Decision”
• All maps will show the area greyed out
• All related text is shaded grey – Non-Decision
• Allows rest of OCP to move forward through approvals process
without further delays

• Draft OCP also contains a framework for collaboration on comprehensive


development planning around the fringe of FSJ and Taylor
• Regional Board to give 1st Reading of Bylaw
• Release for Public Review and Commenting
• Statutory Approvals Process to be followed

Timing & Next Steps


• By isolating the Old Fort Area, the rest of the OCP can move through the
approvals process without further delay
• Development Applications that have been on hold can be dealt with
(unless within the Old Fort Area of Non-Decision)

• Release OCP Draft for Public Review and Commenting


• Schedule Public Open House(s) for late October
• Target Late Fall 2021 for Public Hearing
• Target Adoption by end of Q1 2022
