Review of the Rationalized Planning System (RPS) as per JMC 2007-01
Rationale of the RPS
 To strengthen links of budgeting to planning by identifying role of
the province to its component LGUs and vice versa through
interface/ complementation in planning and budgeting
 To promote the SLPBC by integrating planning activities in the
UBOM, giving space for interplay of planning and budgeting
during election year
 To address the major issue on multiplicity of plans by providing
windows for NGA interface in local planning process, rather than
requiring LGUs come up with sectoral plans
 To provide guides for Plan M and E as input to the successor plan

Salient Features of the RPS
• Faithful compliance to LGC provisions
• Limit LGU-mandated plans to the CLUP and CDP
• Provide windows for integration of specific plans required by law
(RA 9003, RA 10121, RA 9729 etc.) into the CLUP or CDP
• NGAs to dovetail their sectoral plan requirements with the local
planning system
• To address uneven state of LGU technical capacities in local
planning and resources to carry out local planning processes
