SUBJECT: CREATION OF COMMITTEEE ON DEVOLUTION OF THE DEPARTMENT OF


AGRICULTURE

In pursuant to Executive Order No. 138, Series of 2021, "Full Devolution o f Certain Functions o f the
Executive Branch to Local Governments, Creation o f a Committee on Devolution, and for Other
Purposes" issued on June 1,2021, the Department of Agriculture Committee on Devolution is hereby
created and shall be composed of the following:

MANAGEMENT ASSISTANCE DIVISION (SPCMAD)

The functions, duties and responsibilities of the above Committee are the following:

1. Prepare Devolution Transition Plan (DTP) in conformity with the joint guidelines of
the Department of Budget and Management (DBM) and the Department of the
Interior and Local Government (DILG). The DTP shall cover all the DA offices, bureaus,
attached agencies and GOCCs under the control or supervision of the DA. It must
contain the following, among others:

o DA functions, services, and facilities to be devolved to the Local Government


Units (LGUs) by level of LGU (provincial or municipal) based on RA 7160 and
other relevant laws;
o Strategies, phasing of devolution to the LGUs, and timeline;
o Standards for the delivery of devolved services;
o Strategies for the capacity development of the LGUs; and
o Framework for the monitoring and performance assessment of the LGUs.

2. Consult, collaborate with the DILG, NEDA, DOF, CSC and DAP and other resource
institutions for technical assistance in the preparation of the DTP;

3. If needed, commission a short-term rapid study to come-up with the details for the
following:

a. Institutional development program in close collaboration with the LGUs, to


capacitate and strengthen the LGUs to fully assume the devolved functions;
b. Positions and/or number of personnel that may likely be affected by the
devolution;
c. Proposals to strengthen the" steering functions" of the Department as part of the
devolution efforts.

4. Submit the DTP to the DBM within one hundred twenty (120) days from the
effectivity date of EO 138, Series of 2021 or on or before September 29, 2021, for
evaluation and approval;

5. Perform other tasks as may be needed and as instructed by the Secretary.

All expenses that may be incurred in the performance of their functions, duties and responsibilities
in view of their designations shall be chargeable against OSEC funds, subject to existing government
accounting and auditing rules and procedures.

This Order shall take effect immediately and shall remain enforced unless revoked in writing. All
orders inconsistent herewith are deemed revoked.
