About the Program
The Ready to Rebuild: Disaster Rehabilitation and Recovery Program is
a joint program of the National Disaster Risk Reduction and
Management Council (NDRRMC)-Office of Civil Defense (OCD) and the
World Bank to help national and local governments prepare for
recovery even before disaster happens. Ready to Rebuild is based on
the Disaster Rehabilitation and Recovery Planning Guide developed by
the National Economic and Development Authority (NEDA) as the
Council Vice-Chair of Rehabilitation and Recovery. The Planning Guide,
approved by NDRRMC in March 2019, is informed by the country’s
experience in managing large scale disasters and global good
practices in disaster recovery and reconstruction.

The Ready to Rebuild Program covers pre- and post-disaster activities from gathering disaster data,
formulating rehabilitation and recovery plan and its subsequent financing and implementation,
facilitating emergency procurement, crafting a communications strategy, and instituting monitoring
and evaluation mechanisms. The Program will simulate the disaster rehabilitation and recovery
planning process even before a disaster happens and conduct related activities through various
group works that will contribute to expediting the recovery planning and implementation processes.

The Ready to Rebuild Program is implemented by the NDRRMC-OCD with


technical support of the World Bank under the Third Disaster Risk Management
Development Policy Loan. This is also through the support of the Global Facility for
Disaster Reduction and Recovery (GFDRR) trust fund and the Government of Japan.
Objectives The Program aims to build the capacity of national and local governments to recover better and faster
from natural and human-induced disasters. At the end of the training program, the participants are
expected to be able to develop the following:
Local Pre-Disaster Baseline Data which are the needed information for evidence-based disaster
rehabilitation and recovery and overall disaster risk management;
Local Disaster Risk Financing Strategy which will guide the financing of disaster recovery; and
Draft Local Rehabilitation and Recovery Program that LGUs can update and revise based on the
impact of a disaster.

Participants The training is designed for LGUs composed of local chief executives from the provinces, cities, and
municipalities, local technical staff which may include planners, DRRM officers, and budget officers. The
private sector, academia, civil society organizations and other development partners may also be
included through the LGUs as it will provide them a platform to identify their roles in the recovery and
reconstruction phase after a disaster.

The online design is flexible, but it is recommended to host around 100-150 participants per batch. The
target for the Ready to Rebuild Program this year is 100-120 LGUs, which includes around 500 LGU chief
executives and technical staff to be trained for rehabilitation and recovery planning.

Duration The fourth batch will run from September 7-28, 2021, every Tuesday, Wednesday, and Friday. Sessions will
be held from 1:00 to 5:00PM. Three previous batches were held in April-May, June, and August 2021.

Technical A computer (desktop or laptop) with internet access are needed to participate in the Program.

Requirements
Participants also need a Zoom account (via https://zoom.us) as the training will be delivered through this
videoconferencing platform. Account registration is free.
ROSTER OF SPEAKERS
Dr. Renato U. Solidum Jr.
DOST Undersecretary and PHIVOLCS Officer-in-Charge
Dr. Solidum is the Undersecretary for Disaster Risk Reduction and Climate Change and the Scientific and Technical Services
of the Department of Science and Technology (DOST). He is also the Officer-in-Charge of the Philippine Institute of
Volcanology and Seismology (PHIVOLCS). Dr. Solidum is a geologist having obtained a BS Geology degree from the University
of the Philippines. He finished his Master of Science in Geological Sciences from the University of Illinois, Chicago and his
Ph.D. in Earth Sciences from the Scripps Institution of Oceanography, University of California, San Diego, USA. In recognition
of his contributions to disaster risk reduction in the Philippines, Dr. Solidum has been awarded the Presidential Citation for
Public Service, the Presidential Lingkod Bayan (Civil Servant) Award by the Civil Service Commission, the Professional of the
Year in the field of Geology by the Professional Regulation Commission, the Excellence Award for Government Service by the
Philippine Federation of Professional Associations and the Presidential Career Executive Service Award by the Career
Executive Service Board.

Ms. Margarita R. Songco


Former NEDA Undersecretary
Ms. Songco has over forty years of experience in the public service on matters relating disaster risk management,
development economics, development planning, trade and industrial policy analysis and coordination, development
cooperation, formulation of national positions in international relations/ negotiations (with bilateral, regional and multilateral
institutions) and monitoring of sectoral performance. She is a former Deputy Director-General (equivalent to
Undersecretary) of the Regional Development Office (RDO) of NEDA and was designated as the agency's representative to
the NDRRMC. As the NEDA Representative to the Council, she has worked in the formulation of plans and policies on disaster
risk reduction management, particularly the thematic area of rehabilitation and recovery. Ms. Songco has a master’s degree
in Development Economics from the Williams College in the USA and a Bachelor of Arts in Economics from the University of
the Philippines. Ms. Songco is currently an adjunct faculty of the Asian Institute of Management and a national consultant of
the World Bank on the COVID-19 Recovery.

Mr. Austere A. Panadero
Zuellig Family Foundation Executive Director
and Former DILG Undersecretary
Mr. Panadero worked for close to three decades in various capacities at the Department of the Interior and Local Government
(DILG), where he was undersecretary from 2007 until his recent retirement. He is currently the Executive Director of the Zuellig
Family Foundation. An Industrial Engineering graduate of the University of the Philippines, Mr. Panadero began working in the
government as technical staff of the Development Academy of the Philippines, where he eventually became its senior vice
president. In the DILG, he ensured the continuity of program and policy implementation amid multiple leadership changes. He
was responsible for the local governance portfolio of the Department, overseeing policy and program development and
implementation to raise the capacities of local government units for accountable, transparent, and results based local
governance. He represented DILG in the NDRRMC for 4 years, specifically anchoring the work of the Preparedness Cluster. As
the DILG representative to the Council, Mr. Panadero led the formulation and was instrumental in the adoption of the
Government’s National Disaster Preparedness Plan and the Operation LISTO, a comprehensive preparedness checklist for LGUs,
communities, and households. For being an exemplary public official who has dedicated his life to improving local governance,
the Ateneo de Manila University conferred to him the 2016 Government Service Award.

Ms. Vilma B. Cabrera


Former DSWD Undersecretary
Ms. Cabrera is currently the Senior National Technical Consultant to the World Bank on the Marawi Recovery and
Rehabilitation Programme. Ms. Cabrera has a strong background in social services and has held several positions at the
Department of Social Welfare and Development (DSWD) in the Philippines since 1986. Her most recent role in the agency
was Undersecretary for the Operation and Programs Group where she provided technical guidance to the protective
programs in disaster risk reduction and management, normalization of former combatants, residential care services,
adoption and other forms of alternative parental care, and international social services. Ms. Cabrera played key role in the
formulation of the Government’s National Disaster Response Plans (NDRPs) for Hydro-meteorological Disasters and
Earthquakes and Tsunamis, and was instrumental in the adoption of these plans by the NDRRMC. Ms. Cabrera has a Master
of Social Work from the University of the Philippines and a Bachelor of Science in Social Work from the University of
Southern Philippines.

Atty. Lesley Jeanne Y. Cordero
World Bank Senior Disaster Risk Management Specialist
Atty. Cordero manages the World Bank’s overall Disaster Risk Management (DRM) program in the Philippines. Mainstreaming the
DRM agenda, she is currently leading the implementation of the Philippines Third DRM Development Policy Loan to support the
Government’s response and recovery efforts for recent disasters and COVID-19. She is also leading the preparation of the
Sustainable, Inclusive, and Resilient Tourism Project in select destinations in the Philippines. On Fragility, Conflict and Violence,
Atty. Cordero co-led the support for the Marawi Post-Conflict Recovery Program. She also supported various DRM projects in
Vietnam, Myanmar, Indonesia, and Fiji Islands. Prior to joining the World Bank, she served as an Undersecretary at the Office of
the President of the Philippines. She coordinated the recovery efforts of the Philippine Government for Typhoons Yolanda in 2013
and Pablo in 2012. She also coordinated the implementation of a peace program that provided basic health, education and
livelihood services in the conflict areas in Mindanao. In 2011, Atty. Cordero served as Undersecretary at the Presidential
Communications Operations Office. She graduated magna cum laude in 2001 with a Bachelor of Philosophy degree from the
University of San Carlos and a Juris Doctor of Laws from the Ateneo de Manila University School of Law in 2005. She is an adjunct
faculty at the Asian Institute of Management for the Master in Disaster Risk and Crisis Management Program. She was awarded
as one of The Outstanding Young Men of the Philippines in 2020 and the ASEAN 40 under 40 in 2018.

Atty. Rowena Candice M. Ruiz


GPPB Executive Director
Atty. Ruiz is a lawyer by profession, having received her Bachelor of Laws Degree from San Beda College of Law. Prior to that,
she took her pre-law studies at the De La Salle University. She recently obtained her Master of Laws in Globalization and
Development with Merit Honors at the University of London, through the Chevening Scholarship Programme of the United
Kingdom. Before assuming the position of Executive Director, she worked at the Department of Budget and Management for
more than 10 years where she last held the position of Director of the Legal Service. While at DBM, Atty. Ruiz crafted special and
general provisions in the proposed national budget and recommended the President's veto actions on the enrolled
appropriations bill. Executive Director Ruiz is no stranger to government procurement as she was part of the Technical
Working Group on the revision of the Implementing Rules and Regulations of Republic Act No. 9184 and has been a recognized
trainer of Government Procurement Policy Board Technical Support Office (GPPB-TSO) since 2014.

Mr. John Aries S. Macaspac
DBM Director
Mr. Macaspac is currently the Director of the Local Government and Regional Coordination Bureau of the Department of
Budget and Management (DBM). He is responsible for administering the allocations for LGUs under the General
Appropriations Act. He held various positions in DBM for more than 10 years, including Chief Budget and Management
Specialist. Mr. Macasapac was part of the team that developed several public financial management tools for local
government units including the Public Financial Management Assessment Tool for LGUs, Handbook on the Participation of
Civil Society Organizations in the Budget Process, and Budget Operations Manual for LGUs, among others. He used do be a
part-time lecturer at the Political Science Department of the Far Eastern University. Mr. Macaspac has a master's degree in
Public Administration and a Bachelor of Science in Economics from the Polytechnic University of the Philippines.

Ms. Ma. Pamela P. Quizon


BLGF-DOF Director
Ms. Quizon is the Director of Local Fiscal Policy Service of the Bureau of Local Government Finance (BLGF), an attached
agency of the Department of Finance (DOF). She started her career in the government at the National Tax Research Center
DOF in 1996. Some of her recent engagement includes the development, design, and enhancement of the online reporting
system of the DOF on local government fiscal and financial matters – the electronic Statement of Receipts and Expenditures
(eSRE) System which is an important core data capturing system of LGU fiscal information. This system was recently
enhanced, and other important modules such as the environment and natural resources data management tool (ENRDMT)
for the Philippines-Extractive Industries Transparency Initiative (PH-EITI) and Philippines Poverty-Environment Initiative (PPEI)
are now linked to the system. She has served as the focal person in activities and as a resource person in capacity-building
activities to BLGF Regional Offices, LGUs, and other stakeholders on understanding the Bureau’s policies on local taxation,
revenue administration, and public financial management. She was also instrumental in reviewing and providing technical
inputs in the development of various manuals issued by the BLGF such as the eSRE Manual, Resource Mobilization Manual,
LGU Guide to Computerization, Mass Appraisal Guidebook, among other publications. She is a Computer Engineering graduate
with a master's degree in Management, major in Public Administration, and a Ph.D. in Development Administration.

Dr. Miguel Manuel C. Dorotan
Health Emergencies and DRRM Specialist
Dr. Dorotan is an experienced Public Health practitioner with a history of working in humanitarian affairs within the
Philippines and overseas. He is skilled in Health Emergency and Disaster Risk Reduction and Management, Health Systems
Research and Program Management. He worked with Local Government Units, Department of Health, Save the Children
International, Philippine Red Cross and World Health Organization. He responded during Super Typhoon Yolanda/Haiyan,
Nepal Earthquake, Marawi Crisis, and Rohingya Refugee Crisis (Bangladesh) among others. Dr Dorotan finished Master of
Science (MSc) in International Public Health focused on Humanitarian Assistance from Liverpool School of Tropical Medicine
(Liverpool, UK) under the Chevening Scholarship, Doctor of Medicine from University of Santo Tomas (UST), and Bachelor of
Arts Major in Behavioral Science from the University of the Philippines Manila. Dr. Dorotan is also a visiting lecturer in Bicol
University College of Medicine, UST Faculty of Medicine and Surgery, Program Coordinator in Miriam College and an adjunct
faculty of the Asian Institute of Management. Currently Dr. Dorotan is the Executive Director of Alliance for Improving Health
Outcomes or AIHO which is a mentoring and consulting organization that aims to strengthen and promote the public health
system of the Philippines.

Mr. Ryan Christopher P. Viado


OCD Acting Division Chief
Mr. Viado is the Acting Chief of Post Disaster Evaluation and Management Division under the Rehabilitation and Recovery
Management Service in the Office of Civil Defense. He has over ten years of experience in Disaster Risk Reduction and
Management. He participated in the crafting of several national policies on DRR including the RA10121 or the Philippine
DRRM Law. Prior to working with the OCD, he was a former Senior Science Research Specialist in DOST working with
PHIVOLCS and PAGASA. Mr. Viado completed his Bachelor of Science in Geography from the University of the Philippines
Diliman and is currently undertaking a Master in Public Management from the Ateneo School of Government.

Ms. Claire Michelle G. Balde
NEDA Chief Economic Development Specialist
Ms. Balde serves as the Chief Economic Development Specialist of the National Economic and Development Authority
(NEDA), where she led the formulation several disaster rehabilitation and recovery plans and guidelines. These include the
NEDA Rehabilitation and Recovery Planning Guide, Typhoon Pablo Rehabilitation and Recovery Plan, and Bangon Marawi
Comprehensive Rehabilitation and Recovery Program. Ms. Balde was also the focal person in the monitoring of Typhoon
Yolanda Comprehensive Rehabilitation and Recovery Program. Prior to her current post, she served in NEDA in various
capacities for almost 10 years. Ms. Balde has a Master in Public Administration from the International Christian University in
Tokyo, Japan, and a Bachelor of Arts in Development Studies from the University of the Philippines Manila.

Ms. Fides B. Borja


Former Office of the President Assistant Secretary
Ms. Borja has over ten years of experience in the public sector and development organizations working on policy
development on matters relating to disaster risk management, energy, program monitoring and impact evaluation. She
served as Assistant Secretary at the Office of the President, Office of the Cabinet Secretary in 2013 coordinating the
efficient and timely implementation of key priority projects of the national government. She was involved in the crafting of
the Rehabilitation and Recovery Plans for Typhoon Pablo and Typhoon Yolanda as well as the recovery efforts for Marawi.
She has a master’s degree in Public Management from the Ateneo School of Government and a Bachelor of Arts in
Business Administration from Miriam College. Her thesis on “Unlocking Resources to Finance Disaster Rehabilitation and
Recovery” has been adopted in the Ready to Rebuild Program of the NDRRMC-OCD and the World Bank. Ms. Borja is
currently a national consultant of the World Bank on DRM and COVID-19 Recovery.

Mr. Ricardo L. Bobis, Jr.
DOF-BLGF LGU Operations Service Director
Mr. Bobis heads the LGU Operations Service of the Bureau of Local Government Finance (BLGF), an attached agency of the
Department of Finance (DOF). His unit is the lead service directly supervising the Local Treasury and Assessment offices of all
LGUs in the country. At present, aside from the supervision of Local Treasury and Assessment Operations of LGUs in the
country, he supervises capacity-building programs and activities for LGUs, and oversees various internationally-funded
projects of the Bureau, such as the Local Governance Reform Project as Deputy Project Director. Prior to his appointment to
BLGF, he served for 19 years in several local treasury offices in Zambales, 15 years of which as Municipal Treasurer. His
passion towards local development brought him and his fellow local treasurers and staff, to establish the not-for-profit
organization eGovernance for Municipal Development Incorporated (eGov4MD) and became its First President. He earned
Bachelor of Science in Economics in 1998 and Master of Management major in Business Management from the University of
the Philippines in 2003, and Master of Arts in International Development from the International University of Japan in 2011.

Ms. Mabelline T. Cahulogan


DOST-PHIVOLCS Supervising Science Research Specialist
Ms. Cahulogan is the project proponent of the 2018-2020 DOST-funded Geospatial Information Management and Analysis
Project for Hazards and Risk Assessment in the Philippines or GeoRiskPH. She heads the DOST-PHIVOLCS' Geomatics and
Hazard Assessment Service Section of the Geology and Geophysics R&D Division. Platforms, including the HazardHunterPH
and GeoAnalyticsPH, and other methods introduced by GeoRisk Philippines were institutionalized and operationalized in her
Section. Under her leadership, online services for production and distribution of hazard assessment reports, hazard maps,
and other GIS products were established. She has been a part of various earthquake- and volcano-related hazards mapping
of the DOST-PHIVOLCS since 2007. including the re-evaluation of the Valley Fault System (GMMA-READY, 2012-2014) that
became instrumental to the release of the Valley Fault System Atlas in 2015 and PHIVOLCS FaultFinder in 2016. She has a
Master of Natural Hazards from the Australian National University (2011) and a Bachelor of Science in Geology (2005) from the
University of the Philippines-Diliman. She grew up in Isabela, Basilan and was born in Zamboanga City.
PROGRAM RESOURCES
Disaster Rehabilitation and Recovery Planning Guide
The Planning Guide was prepared by NEDA, as Council Vice-Chair for Rehabilitation and Recovery, with
technical support from the World Bank. The Planning Guide was informed by the country’s experience in
managing disasters and other analytical works such as:
World Bank’s analytical study on Philippines Assessment of the Post-Yolanda Short and Medium-Term
Recovery and Rehabilitation Interventions “Lessons Learned from Yolanda”;
WB-GFDRR’s 2015 Guide for Developing Disaster Recovery Frameworks; and
ASEAN’s 2016 Reference for Disaster Recovery Frameworks

The Planning Guide is meant to serve as reference for national and local planners in the formulation of post
disaster rehabilitation and recovery programs, including the conduct of related activities that will contribute
to expediting the planning and implementation processes.

Planning Guide Workbook
The Ready to Rebuild Workbook is for the training participants and serves as a supplementary document to
the Planning Guide. It contains ready-to-use templates and toolkits for disaster rehabilitation and recovery
which participants can easily use and customize to prepare their local recovery plans and programs.

Download your Ready to Rebuild Workbook!
Collect and prepare your available local baseline data. You may refer to Annex A of the
Ready to Rebuild Workbook for the needed data sets.
Collate your existing local plans which may include local development plan, DRR plan,
local shelter plan, public service continuity plan, previous PDNA, and other related plans.
These will help you accomplish your worksheets.
Before the Session
Register a Zoom account (https://zoom.us) and download
the videoconferencing app on your device.
Make sure you have the correct zoom link.
Test your internet connection.
Test your audio and video connections. You may be asked to turn on your video during
the sessions.
Find a spot in your office or home that is suitable and conducive to learning/meeting.
Review the materials needed for each session.

During the training
Be on time!
Rename your Zoom user name to Name of LGU_First Name, Surname.
