2. Resolution 1-130-2021 - A RESOLUTION DEDICATING UP TO $4,200,000 OF THE 1.5%
COUNTY-WIDE "HOSPITALITY FEE REVENUE GENERATED IN. THE
UNINCORPORATED AREAS OF THE COUNTY, ANNUALLY FOR UP TO THIRTY
YEARS, FOR THE CONSTRUCTION OF THE HORRY COUNTY SECTION OF 1-73,
CONTINGENT UPON THE COMMITMENT OF ADEQUATE STATE FUNDING FOR THE
PROJECT.
You will note that this request is being made well in advance of the six (6)

STATE OF SOUTH CAROLINA )
A RESOLUTION DIRECTING THE ADMINISTRATOR TO ALLOCATE THE MAJOR PORTION OF
RIDE ll AMOUNTS COLLECTED IN EXCESS OF REQUIRED NET PROCEEDS FOR PROJECTS BE
APPLIED TO NEEDED HIGHWAY 90 EXPANSION AND IMPROVEMENTS NORTH OF U.S. 501
BUSINESS IN CONWAY TO S.C. 22.
WHEREAS, the Highway 90 corridor from U.S. 501 to S.C. 22 has experienced tremendous growth in
the past few years, with the 2020 average daily trafic (ADT) count increasing by as much as 120% in
some areas as compared to 2016 SCDOT ADT counts; and
WHEREAS this section of Highway 90 is approaching the general limit for capacity of a two-lane road;
and
WHEREAS, expansion of and improvements to Highway 90 to meet this increased demand come at a
considerable cost.
NOW, THEREFORE, BE IT RESOLVED that Horry County Council desires to dedicate the great bulk
of the RIDE II amounts collected in excess of the required net proceeds for completion of RIDE !!
Projects, which is anticipated to be approximately $30,000,000, to be used for necessary Highway 90
expansion and improvement, retaining sufficient amounts to adequately fund costs associated with the
administration and maintenance of the County's wetlands mitigation bank.

STATE OF SOUTH CAROLINA )
A RESOLUTION DEDICATING UP TO $4,200,000 OF THE 1.6% COUNTY-WIDE
HOSPITALITY FEE REVENUE GENERATED IN THE UNINCORPORATED AREAS OF THE
COUNTY, ANNUALLY FOR UP TO THIRTY YEARS, FOR THE CONSTRUCTION OF THE
HORRY COUNTY SECTION OF 1-73, CONTINGENT UPON THE COMMITTMENT OF
ADEQUATE STATE FUNDING FOR THE PROJECT.
WHEREAS, in 1998, Horry County Council established a 1.5% hospitality fee on hospitality,
accommodations, and admissions (subsequently rental cars as well) in the entirety of Horry
County (1.5% county-wide hospitality fee) for the purpose of implementing a comprehensive road
plan; and
WHEREAS, subsequently, Horry County Council enacted Ordinance 93-16 and Ordinance 32-17
to modernize the administration of the 1.5% hospitality fee and to extend its imposition following
the repayment of loans due the State Transportation Infrastructure Bank; and
WHEREAS, as part of the settlement achieved in the case of City of Myrtle Beach vs. Horry
County, 2019-CP-26-01732, the portion of the 1.5% county-wide hospitality fee collected from
within municipal boundaries is transferred to the municipalities, leaving to the County for eligible
expenditures the revenue collected from within the unincorporated areas of the County; and
WHEREAS, Horry County Council supports the development of interstate connections to the
Grand Strand and the construction of I-73, which is anticipated to provide significant economic
benefit, as well as a faster evacuation route in the event of a catastrophic hurricane affecting the
Myrtle Beach area; and
‘WHEREAS, in light of the above, Horry County Council seeks to dedicate a portion of the 1.5%
county-wide hospitality fee revenue generated in the unincorporated areas of the County to
facilitate the construction of the Horry County portion of I-73.
NOW, THEREFORE, BE IT RESOLVED, that the Horry County Council dedicates up to
$4,200,000 of the 1.5% county-wide Hospitality Fee generated in the unincorporated areas of the
County, annually for up to thirty years, to construct the Horry County segment of I-73, with such
funding being made contingent upon the commitment of adequate State funding for the project.
