12.DETAILED TASKS ASSIGNED:


Task 1: Updating EIA for Polder 32, 33, 35/1, 35/3 and 39/2C; Task 2: Prepare Initial Environmental Examination (IEE) and
Environmental Impact Assessment (EIA),
 Prepare the TORs for IEE and EIA for each remaining polder to be funded by the Project;
 Review the inception report of IEE and EIA prepared by the Design/Supervision Consulting Firm (CEIP-1/B2, B3, C1/S2)
and make sure that the surveys and consultations are done on schedule and adequate resources and appropriate
expertise are applied
 Assist the Consulting Firm and BWDB community organizer to carryout participatory consultation during planning, design
and implementation;
Task 3: Monitoring and Evaluation: Implementation of EMP
 Review and approve the Contractor’s Environmental Action Plan (EAP), as per the EMP;
 Liaise with the officers in each field office and make spot checks during implementation to ensure that environmental plans
are being properly implemented;
 Supervise and monitor of the project activities in the field level and provide technical advice to ensure compliance of the
mitigation measures by the Contractors;
 Monitor the disclosure of project environmental safeguard documents throughout the project cycle, including the
EMF/IEE/EIAs at the local, regional and national level;

 Assist in the preparation of bid documents and construction contracts to ensure that environmental safeguards are
incorporated;

Client: Ministry of Public Works(MPW), Afghanistan,,.
Main project features: Improvement of transport facility by constructing Rail Line in the Northern
Afghanistan,
Positions held: Environment Specialist
Activities performed: Conducting Initial Environmental Examination (IEE) & Environmental Impacts
Assessment (EIA) for construction of railway line from Aquina (Turkmenistan border) to Mazar-e-Sharif
(Northern Afghanistan) to Sherkhan Bandor (Tajikistan border), and prepare Environmental Management
Plan (EMP) as per ADB’s Safeguard Policy Statement, 2009 and National Environmental Protect ion Agency
(NEPA), Afghanistan regulations. Recommend construction phase environmental protective measures, to
incorporate in the bidding document and compliances for the construction contractor, of North Afghanistan
Railway Study (NARS) Project. Provide training and capacity improvement of National Environmental
Specialist of NARS project in IEE, EIA & EMP preparations. Also, prepare INGA Terms of Reference (ToR)
and cost estimates for environmental sub-consultancy for field data and information collection in respect of
ambient air, surface & ground water, soil erosion, quarry areas & material abstraction, floral & faunal
species diversity, socio-economic condition, local stakeholders’ opinion, etc. as well as supervision of sub-
consultant’s works.

primary health care (PHC) services in urban areas through public -private partnership agreements with NGOs
and other service providers.

Component

Main project features: The proposed new double track Jamuna Bridge will the second crossing of the river
Jamuna. The bridge will include > 18 km of linking tracks connecting into the Bangladesh Railway network

Production, Fishery Production and Livestock Production. Different Adaptation Measure suggested for the
effect of Climate Change and Global Warming effect to Mitigate the Impact. Food Security Measures would

Activities performed: The main Tasks of the service are to assist the PMU/PMO/PIU of the Ministry of
