TRAFFIC IMPACT ASSESSMENT FOR THE ACASYS PRIME 2 RESIDENCES, SUN VALLEY, PARANAQUE CITY

1.0 Background

The Acasys Prime 2 Residences is an 8-storey mid-rise residential development with swimming amenities
located in Barangay Sun Valley, Paranaque City. The site will cater additional dwelling units for people
who wants to reside in Paranaque City. The influx of people who will live in this residential development
will attract and generate trips in the area posing adverse impacts to the current traffic condition. It is
therefore critical to assess the traffic impact in the area and provide strategies to mitigate these
impacts. Figure 1 shows the study area.

Traffic impact studies are fundamental requirement of the Paranaque Local Government Unit (LGU)
prior approval of the locational clearance. This is to check whether the proposed development is aligned
with the land-use pattern of the LGU and that the impact to traffic condition is managed at an
acceptable threshold. The TIA requirement usually includes formulation of a traffic management plan
and identification of countermeasures to address the potential transportation and traffic problems that
will be encountered in the project (both during construction and operation). The Traffic Impact
Assessment is also a part of Environmental Impact Assessment for project that are not covered on
permit from DENR for Certificate of Non-coverage. The EIA is process that involves evaluating and
predicting the likelyimpacts of a project (including cumulative impacts) on the environment during
construction, commissioning, operation and abandonment. It also includes designing appropriate
preventive, mitigating and enhancement measures addressing these consequences to protect the
environment and the community’s welfare.

There are several items required under the Institute of Transport Engineers for the traffic impact
analysis as well as guidelines developed for Philippines setting in 2001. However, these recommended
items may be deemed too comprehensive and be quite inappropriate to the certain situations. The
conduct of local traffic impact analysis will be focusing on the important details only, particularly:
 Definition of the impact area;
 Characterization of baseline traffic;
 Estimation of traffic generation and/or traffic distribution attributed to the project;
 Formulation of traffic management plan;
 Access points and routing analysis;
 Parking requirement analysis; and
 Formulation of implementation mechanisms for recommended countermeasures

2.0 Objectives

The main objective of the traffic study is to provide a detailed and quantitative basis on the traffic
impact assessment for Acasys Prime 2 Residences. The study will include the following:
 Identification of major establishments affecting trip generation;
 Road Level of Service;
 Traffic Forecasting;
 Proposed Circulation Flow; and
 Parking Management Plan

Moreover, the traffic study will include Traffic Survey vital in the preparation of the assessment such as:
 Road Inventory Survey
 Traffic Volume Count Survey
 Public Utility Vehicles and Routes Identification Survey

The impact of the project will exert pressures on the major road of South Luzon Expressway West
Service Rd. as well as its arterial road Sun Valley Rd. The land-use classification of the affected area is
residential (low-rise, midrise and highrise) with a mix of commercial establishments.
3.0 Study Approach

The study will perform the following tasks in order to conduct the assessment and provide mitigating
measures on the possible traffic impact. The step-by-step process is presented in the figure below:

Discussion on the steps are as follows:


 Task 1: Site Reconnaisance and Preparatory Works involves the conduct of the site investigation,
identification of baseline and secondary information about the project, as well as most
significant issues/impact which will be brought about by the project. It will also involve
coordination meeting with Acasys Prime 2 key personnels to gather key information that will be
able to trim down most possible content of the study.

 Task 2: Traffic Surveys involves conduct of primary surveys necessary in the conduct of the
study. Traffic data will include traffic volume and pedestrian volume is needed to be determined
for projection of the increase that will impact the traffic in the area. The surveys to be
conducted are: 1. Road Inventory Survey; 2. Traffic Volume Count; 3. Pedestrian Volume Count

 Task 3: Traffic Analysis and Forecasting involves comprehensive evaluation of the data gathered
by the inclusion of traffic forecasting techniques and provide further assessments on the results
of the traffic surveys. Key performance indicators will be Volume-to-Capacity Ratio (VCR) and
Road Level of Service (LOS).

 Task 4: Traffic Management Strategies involves the preparation of the Traffic Management Plan
(TMP). The TMP is a strategic planning document that seeks to address the impacts of the
construction activities and ensure that disruptions are kept at acceptable levels. Also, it is
important to provide strategies that will not hamper the traffic flow during its operational stage.
As such the traffic management strategies will provide the following but not limited to,
circulation flow and parking management.

4.0 Detailed Work Plan

4.1 Preparatory Tasks

Coordination meetings with concerned Acasys Prime 2 Residences authorized representatives will be
conducted in order to secure more detailed information about the project. Critical information such as
location, ingress and egress access for the vehicles in the property, other project details are needed in
establishing the likely impact of construction activities on traffic flow. This activity may also involve joint
site visits with concerned Acasys Prime 2 Residences staff and authorized contractors in order to
appreciate the actual field conditions.

Available secondary data will be compiled and site visits to the impact area will be conducted. The
secondary data of interest include but not limited to:
 Road data;
 Land use data;
 Existing traffic data; and
 Public transport data

4.2 Conduct of Traffic Surveys

4.2.1 Traffic Volume Count Survey

This involves the conduct of 2-day, Traffic Volume Count Survey (1 normal weekday (Tuesday), 1
weekend (Saturday)) at a the identified station (refer to Figure 3):
 16-hour Traffic volume count – 2 stations
 Station 1 – Midblock Count at T-Intersection along Sun Valley Rd. and South Luzon
Expressway West Service Rd.
 Station 2 – Midblock Count at T-Intersection along Sun Valley Rd. and San Andres
Rd.

4.2.2 Road Inventory Survey

This involves the conduct of road inventory survey in order to capture the actual roadway conditions.
The data from this survey will be used to assess the level of roadside friction and its effect on the
resulting capacity of the road. The survey shall include the following information:
 Road geometry
 Road and lane widths
 Number of lanes
 Shoulder/sidewalk width
 Furniture and appurtenances
 Road delineation
 Road surface and condition
 Abutting land use;
 Roadside hazards; and
 Other notable findings

4.2.3 Traffic Analysis

Traffic analysis will provide key results in the evaluation of the performance indicators of key
intersections and road sections. The different types of performance indicators that will be utilized are
presented in Table 1.

The traffic scenarios that will be evaluated are:


• Baseline Traffic Condition (Normal condition without the proposed building)
• Traffic Forecast Scenario (Future condition with the proposed building)

4.3 Traffic Management Strategies

The traffic management strategies will ensure that the traffic impact has been properly assessed and
that the proposed measures to alleviate traffic generation from the proposed building will be realized.
This is the final output that will include all the information on how to secure the site for accessibility,
mobility and serviceability of the affected road. The goal of this is to further prevent the traffic condition
to become worse. These strategies will be the final requirement for the approval of the locational
clearance.
5.0 Implementation Plan

5.1 Schedule of Activities

The study will be completed in 2 months. The schedule is presented in Table 2.

5.2 Study Team

The study team will be composed of the following personnel:

1. Transport Planner
2. Traffic Survey Specialist

The team will be joined by research assistants and traffic surveyors who will support in the data
gathering and finalization of report.

5.3 Deliverables

The consultant will provide the following reports:

1. Draft Final Report


2. Final Report

The Draft Final Report will be submitted 1 and a half (1.5) months after the release of the Contract and
will include the summary of data gathered and processed, traffic projections, analysis, conclusions and
recommendations. This is to be submitted for review of the Client for comments and clarifications.

The Final Report will be submitted immediately upon finalization of analysis, conclusions and
recommendations based on any remarks made on the Draft Final Report.
5.3 Project Cost Breakdown

The project will require a budget of One Hundred Forty-Five Thousand and Six Hundred Pesos
(145,600.00 PhP) that will include items for personnel, transportation, materials and supplies, overhead
and miscellaneous expenses. The breakdown of the budget is as follows:
