This paper takes a closer look at emerging trends in public postsecondary education that offer adult
learners more flexible access to courses and help accelerate their progress through cre dential programs.
FutureWorks and Jobs for the Future have examined the literature and conducted interviews with public
postsecondary education practitioners and research experts and fielded two surveys with state -level
experts in an effort to identify barriers to program development and diffusion, identify promising
practices, and solicit examples of model programs.
The purpose of this guide is to provide detailed guidance on designing and developing an e -learning
course for trainers and instructional designers who are new to e -learning design. It also provides basic
concepts and information on the processes and resources involved in e -learning development, which
might be of interest to capacity-development managers. The information in this guide is based on
consolidated instructional design models and learning theories and incorporates FAO’s experience in
delivering e-learning courses in development contexts.
The purpose of this handbook is to expand upon the general criteria for selection of learning resources
as stated in the Guidelines for the Evaluation and Selection of Learning Resources document, as well as
to expound upon specific selection criteria in the areas of content, instructional design, technical design,
and social consciousness. The overall goal must be to support the learning outcomes of the curriculum.
The consideration of curriculum fit must be applied rigorously to all mediums of presentation. These are
guidelines that may be useful to Department and school board/ district personnel, administrators,
teacher-librarians, teachers, students, and members of the community. The forms that appear in the
appendices are samples to help in the selection/evaluation process and can be utilized, adapted, and/or
modified to meet specific needs.
