implementation or the quality of the
expected results of the project will
increase, or in terms of project
development in order to increase its
benefits on final beneficiaries/ target
groups/ community members
 minimum score of 0 points will be
assigned if the bilateral activities proposed
have no contribution/ positive implications
on the implementation of the project
(during its duration), in a way that the
quality and efficiency in its
implementation or the quality of the
expected results of the project will
increase, or in terms of project
development in order to increase its
benefits on final beneficiaries/ target
groups/ community members
3. Relevance of the proposed bilateral
activities, from the perspective of their
contribution to the sustainability of the 15
project and the use/ multiplication of its
results, after its completion
The appraiser will assign a score from 0 to
15, using the following scale:
 maximum score of 15 points will
be assigned if the bilateral activities
proposed can contribute significantly at
increasing the sustainability of the project
and/ or on capitalization/ multiplying the
results, after its completion
 minimum score of 0 points will be
assigned if it cannot be emphasized
beneficial influence of the proposed
bilateral activities in increasing the
sustainability of the project and/ or on
capitalization/ multiplying the results, after
its completion
4. Expertise and experience of entities

The appraiser will assign a score from 0 to
15, using the following scale:
 maximum score of 15 points will
be assigned if entities participating in
bilateral activities have national and
international expertise and experience,
relevant for the topics and objective of the
proposed bilateral activities
 minimum score of 0 points will be
assigned if none of the entities
participating in bilateral activities have
expertise and experience relevant for the
topics and objective of the proposed
bilateral activities
5. Medium and long-term impact of bilateral
relations developed in terms of

strengthening bilateral cooperation after
the completion of bilateral activities
The appraiser will assign a score from 0 to
15, using the following scale:
 maximum score of 15 points will
be assigned if the implementation of the
planned bilateral activities will have a
significant and sustainable impact on
strengthening bilateral cooperation
between Romania and the Donor states,
by planning new initiatives/ projects
between the involved entities
 minimum score of 0 points will be
assigned if the implementation of the
planned bilateral activities will not
contribute in any way to Programme
objectives regarding development of
bilateral cooperation between Romania
and the Donor states
6. Appropriateness of the team(s)
composition/ human resources involved 15

The appraiser will assign a score from 0 to
15, using the following scale:
 maximum score of 15 points will
be assigned if the team members/ experts
attending the proposed bilateral activities
have the appropriate (professional)
profile/ experience for the activities in

assigned if none of the team members/
experts attending the proposed bilateral
activities have the appropriate

be assigned if the costs of bilateral
activities proposed are necessary and
reasonable
