CHAPTER I

1. INTRODUCTION

ICT can be simply characterised as technologies that enable the development of applications for the
generation, transmission, processing, storing, and distributing of information in all forms by providing an
enabling environment for physical infrastructure and project planning and decision making. The adoption
and successful use of ICT is critical to the long-term sustainability of both strong economic development
and operational efficiency in both private and public entities. Information is a stimulus that has meaning for
its receiver in some context, whereas communication is a process in which information is packaged, discrete,
and transmitted by a sender to a receiver via a channel/medium. Communication necessitates that all parties
share a conversational common ground. A vast number of direct stakeholders (clients; professional design
teams and construction companies), indirect stakeholders (local government; citizens; workers and
customers), and suppliers are involved in construction projects. All of them have varying levels of
understanding and enthusiasm for the endeavor. As a result, managing construction projects entails planning,
coordinating, and controlling several work activities that span various stages or phases and involve a large
number of distinct players, all of whom are likely to use different information and communication
technologies. As a result, the construction industry is one of the most information-intensive businesses, and
achieving the cost, schedule, and quality goals of a construction project necessitates close coordination
across a vast number of specialized yet interdependent organizations and individuals. The industry is
characterised by erroneous and late communication, which frequently leads in costly project delays. As a
result, one of the most serious issues currently confronting the construction sector is communication. Many
people believe that information and communication technology (ICT) could be a solution to this problem.
ICT can provide unified modeling, management, and communication solutions to bring project participants'
diverse skillsets together in a more productive and integrated way. Despite developments in computing and
information technology, the construction sector does not make significant use of electronic project data and
information sharing.

Every project manager aspires to plan the project in such a way that he or she clearly identifies and achieves
the desired goals, holds the project accountable, and determines the best use of resources at the right time
and place, avoiding delays and reducing risks, and delivers the project's result or product to customers. By
using various softwares and techniques, information and communication technology (ICT) is critical to
every company's success. It helps to improve team communication, increase project transparency, and make
projects easier to understand and serve as a proper guide for stakeholders, project team, and project manager
throughout the project's duration.
SCOPE & OBJECIVES
The purpose of this research paper is to find out how construction companies worked before information and
communication technology (ICT) and how they modified their strategies in planning or decision-making
after ICT was implemented in Sindh Pakistan. The goal of this term paper is to find out how efficient
organizations’ planning and decision-making are after ICT was implemented. Also, to discover how
organizations might use customized ICT to better their planning strategies.

METHODOLOGY
The literature review will be conducted using research papers, journals, and Wikipedia. To gather
information on the effectiveness of ICT in project planning and decision making, an interview-based survey
will be conducted. Planning engineers and managers from various types of building enterprises will be the
target audience. There will be three stages to the interview.
1. The demographics of the responder will be covered.
2. Effectiveness of ICT will be covered.
3. Strategies to enhance ICT in enterprises will be covered.

2. STUDY DESIGN

Between September and October 2021, the interviews will be conducted of three different categories of
construction companies in Sindh Pakistan.
Category 1: Companies who already implemented ICT techniques in their firms.
Category 2: Companies who are currently trying on adopting ICT method in their firms.
Category 3: Companies who are working without ICT approach in their firms.
Respondents will be asked to share their opinions on the impact of various concerns as barriers to ICT use,
with questions such as a yes/no dichotomized response, a list of possible responses, a list of possible
categories, and ultimately a measuring scale. Quantitative data will be provided, and MS Excel will be used
to analyze it. The questionnaire will be pretested by giving it to a small group of people to ensure that it does
not take too long to complete, that respondents understand all of the items that the measurement scale is
appropriate and provides enough data for analysis, that it is simple to read and understand, and that it is
relevant to the topic.

3. SUMMARY

Although the best research related scope and objectives are established, and the right methodology how and
what sort of work will be done in this paper is also expressed, the literature review and introduction of this
study paper is completed. However, the remaining work on the questionnaire survey of the audience and
what important questions belong to this study will make this paper more informative and productive for best
suggestions for improving ICT techniques during project planning and decision making, as well as what
challenges the construction industry in Sindh Pakistan faces in adopting ICT applications and how it
benefits. The best results and conclusion of this study will be written after participant’s response.
